We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. Ensure that all existing streets are labeled with DB & PG, route numbers, right-of-way widths and
street names. Rev. 1: Comment addressed.
2. Provide street names other than "A" and `B". Rev. 1: Comment addressed.
3. Provide stationing at 50' minimum. Rev. 1: Comment addressed.
4. Provide pavement markings. Rev. 1: Ensure all stop bars are shown. Rev. 2: Comment

Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County's
Management Analyst will prepare bond agreement forms, which will need to be completed by the owner
and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to

obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

I have reviewed your comments from July 20, 2017, below are the individual responses.
Engineering

All existing streets have been labeled with the DB & PG, right-of-way widths and
street names.
2. Provide street names other than "A" and "B".
Street names have been provided: Private Road A is now Fennel Road, Alley A is
now Greenwell Lane and Alley B is Oldham Drive.
3. Provide stationing at a 50' minimum.
Stationing marks has been provided at 50' intervals.
4. Provide pavement markings.
Pavement markings have been provided where appropriate.
5. Ensure all traffic controls signs are shown including speed limit signs.
Traffic control signs are shown on Sheet 3. The signs include Speed Limit Signs,
Stop Signs, Street Signs and No Parking signs.
6. Show all critical slopes. Managed slopes appear to be on this property.
Managed slopes have been shown on the plans (Sheets 2 and 4).

The sight distance line has been added for the southern side of the Orion/AshIar

I have increased the vertical curve to 15' with a K -value of 3.80.

The depth of the stone base under the roll top curb has been labeled on the Typical
Sections (Sheet 10).

I have attached a worksheet for the pavement design with this submittal package.
13. Storm sewer from Str. 254 to 146 should have a minimum slope of 0.5%.
We have opted to maintain the minimum design slope of 0.20%. The Albemarle
Design Standards Manual Section 6.A does not explicitly state the minimum slope
for a storm pipe. However, VDOT Drainage Manual Section 9.4.8.6 states that the
minimum pipe slope should be 0.2% for constructability purposes. Both governing
standards rely on the minimum velocity of 3 fps. I have reviewed the Storm Sewer
Design Computations (VDOT Worksheet LD -229) to ensure that all segments of the
storm sewer system meet the minimum velocity requirements.
14.Add the approved SWM Master Plan WPO Plan # on the cover sheet note about SWM.
The approved SWM Master Plan number (WP0201600009) has been added to the
cover sheet.
Planning
1. Sheet 5 shows 14 street trees in bold, but the planting schedule only shows 12 trees.
Please only show the required trees in bold and confirm that the correct quantity of trees
is included in the planting schedule.
The line weights for the existing trees has been adjusted so that they contrast more
with the trees that will be relocated. We will be relocating the street trees that

The amount of impervious and turf areas have been rechecked. Both the Road Plan
and the Site Plan now have the same numbers — 39,864 sf of impervious area and

parking spaces are now shown on the plan view.
Fire & Rescue
1. Show no parking signs on one side of Orion Lane.
No Parking signs have been added to one side of Orion Lane.
2. Increase radii to 25 feet at the intersection of Alley A and Alley B.
The radii at the intersection of Greenwell Lane (Alley A) and Oldham Drive (Alley
B) have been revised to be 251.

1. "Private Road A" will need to be a continuation of Fennel Road.
Acknowledged, Private Road "A" has been relabeled as Fennel Road.
2. "Alley A" does not need a road name as it appears no houses will be addressed off of it.
"Alley All has been renamed Greenwell Lane, a name that was reserved for Old
Trail.
3. "Alley B" will also be Fennel Road as it appears that the road will curve around and
connect back to Orion Lane.
I have renamed Alley "B" as Oldham Drive for two reasons; (1) since it will be
intersecting with Fennel Road in the future and (2) it is a similar situation as Private
Road "A"Mennel Road, a continuation of Oldham Drive.

Engineering (Emily Cox)
1. Ensure that all existing streets are labeled with DB & PG, route numbers, right-of-way widths and
street names.
2. Provide street names other than "A" and `B".
3. Provide stationing at 50' minimum.
4. Provide pavement markings.
5. Ensure all traffic control sings are shown, including speed limit signs.
6. Show all critical slopes. Managed slopes appear to be on this property.
7. Show the sight distance at the southern side of the Orion/Ashlar intersection.
8. Increase the radius at the intersection of Alley B and Alley A to be at least 25ft.
9. Storm easements should be labeled public or private, not just storm easement.
10. The K -value of 2.58 in Alley A is very low.
11. Show the stone base depth for the roll top curb.
12. Show that the proposed pavement design can handle the proposed traffic.
13. Storm sewer from Str 254 to 146 should have a minimum slope of 0.5%.
14. Add the approved SWM Master plan WPO Plan # on the cover sheet note about SWM.

Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County's
Management Analyst will prepare bond agreement forms, which will need to be completed by the owner
and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to
obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
