Drnvirla SI IR niimher [SUB201700149] on the cover sheet. Rev 2 - Addressed c. w3ivw plan approval must occur prior to SUB road plan approval. Rev 2 — VSMP submitted, under review '3riation for Phase II must be approved prior to Road Plan approval. Rev 2 — Special exemption approved. scaling is indicated as 1:60, when it is presented at 1:50. Please Rev 2 — Addressed 5. Kemove note on sheet 3 regarding distance from Jarmans Gap Road and Millstone Lane intersection. Millstone lane is not in the area. Rev 2 — Addressed 6. Ensure all easements (existing and proposed) are labeled with widths, type, and deed book and page numbers (if available). Some easements are missing these items, or are not identified at all. Rev 2 — Addressed 7. Provide drainage areas, calculations, and descriptions for existing structures receiving drainage from Birmingham Court. Rev 2 — Addressed ins or street name and traffic control signs (stop, speed limit). Rev 2 — Addressed _,)ds into proposed 20' landscape and buffer easement as presented in the Phase I final Plat. Please corr--t and include all proposed and existing easements to identify fair+hor r nflj(t. Rev 2 —Addressed 10. Deed book and page references for Phase I and II are not consistent with content. D.B. 466 PG. 304 commonly referenced in Phase I, and D.B. 4472 PG. 138 commonly referenced in Phase 11, do not reference Deeds of Easement, but Deeds of Sale. Please correct/clarify. Referenced Deed Book and Page numbers are also inconsistent between submitted Final Plats and road plans. Rev 2 — Partially addressed. Drainage easements still incorrectly referenced. Additional Rev 2 Comments: 1. HGL calculations should be provided for stormsewer system downstream of proposed Phase I and Phase II development to show pipe capacity is still adequate after addition of new impervious area/runoff volume to existing system. 2. Road names are not consistent throughout submittal. Ensure road names are approvable by E911 and that they are consistently labeled. Planning — Cameron Langille - Requested Changes 1. [General Comment] All Planning comments are for the Creekside V road plan application only. The road plans should only show the improvements that will be approved, bonded, and constructed within the street right-of-way. Rev. 1: The proposed sidewalks outside of the public right of way will need to be bonded with the road plans. Easements and deeds of dedication and easement for the private sidewalk easements will be reviewed and approved with the final plat. Please see Comment #10 for additional information regarding HOA acceptance of the private sidewalk easements. 3. [General Comment] The following information can be removed from the Site Data table on the Cover Sheet: Phasing, Recreation. Rev. 1: Comment addressed. 4. [General Comment] Please revise the proposed density and open space sections in the Site Data table on the Cover Sheet. These sections should not reference or include the existing phases of Old Trail Creekside. Please only state the density of Creekside V, Phase I and Creekside V, Phase IL Please only state the acreage and percentage of open space in Creekside V, Phase I, and Creekside V, Phase 1I. Rev. 1: Comment addressed. [General Comment] On all applicable sheets, please add the words "public r/w" to all existing street labels, and include the deed book and page number for the existing streets. Rev. 1: Comment addressed. [General Comment] Please call out and clearly delineate the proposed right of way lines for Jackson Lane and Birmingham Court so staff can verify where the proposed sidewalks and street trees lie (i.e. within the proposed sidewalk easements, or within the right of way). Rev. 1: Comment not fully addressed. The road plans contain a label stating "6' planting strip." However, the strip measures 5' in width when scaling the drawings at 1"= 50'. Please revise the planting strip width so it meets the minimum 6' width required by 14-422. 7. [General Comment] Lot sizes and setbacks should reflect the lot sizes and setbacks shown on the final plats for Creekside V, Phases I & II. Please amend the side setbacks on all lots so they are 10'. Rev. 1: Please amend the setback notes on Sheet 1 so that they reflect the correct non- infill setbacks stated in Section 4.19. The notes should be as follows: Non-infill development Front Minimum: 5 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Front Maximum: None Garage Minimum: 18 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Side loading garage: 5 feet from the right-of-way or the exterior edge of the sidewalk if the sidewalk is outside of the right-of-way Garage Maximum: None Side Minimum: 5' minimum (10' building separation) Side Maximum: None Rear Minimum: 20 feet Rear Maximum: None [General Comment] Please amend the rear setback on Lot 6 in Phase II so it is 20'. Rev. 1: Comment addressed. [General Comment] Please identify Creekside V Phase I with a label on all applicable drawings. Please identify Creekside V, Phase 11 with a label on all applicable drawings. Rev. 1: Comment addressed. a. The proposed lots in Phase I should be numbered 1-4, and the lots in Phase II should be numbered 1-5. Rev. 1: Comment addressed. 10. [General Comment] Please provide documentation from the Old Trail Community Association that they agree to take ownership of the sidewalk/landscaping easements and maintain all required improvements within those easements. Rev. 1: Comment not addressed. No documentation has been provided that states that the Old Trail Community Association agrees to take ownership and maintain the improvements within the proposed private easements for sidewalks and street trees outside of the right of way. a. Please identify the proposed sidewalk easement as "private" as requested on the final plat comments for Phases I & II of Creekside V. Rev. 1: Comment not fully addressed. The "existing sidewalk easement" along Jackson Lane on Lots 45 in Old Trail Creekside III, Phase IIIA is not labeled as "private." State the instrument number that created the easement, and state that it is 10' in width and private. The "existing sidewalk easement along Jackson Lane on Lot 46 in Old Trail Creekside III, IIIB is not labeled as private. State the instrument number that created the sidewalk easement and state that it is 12.5' in width. Additionally, state the width of all proposed private sidewalk easements outside of the public right-of-way in Creekside V, Phases I & II. 11. [General Comment] The acreages shown for Open Space L and Open Space K do not match the acreages given on the final plats currently under review. Please make sure that these figures match across all plans and plats associated with Creekside V. Rev. 1: Comment addressed. 12. [General Comment] Road plans cannot be approved until the special exception request for coordination of streets, Section 14-409 (A), has been acted on by the Planning Commission. If the request is denied by the Commission, Phase 11 of Creekside V may need to be redesigned, which includes the road layout. The special exception request is going to the Planning Commission on December 5, 2017. Rev. 1: Comment addressed. The Planning Commission approved the exception request to allow the cul-de-sac in Creekside V, Phase 11 on December 5, 2017. 13. [General Comment] Road plans cannot be approved until the Board of Supervisors accepts the proposed open space parcels. Rev. 1: Comment not fully addressed. Open space dedication is scheduled to go to the Board of Supervisors for acceptance on February 14, 2018. Fire and Rescue — Shawn Maddox — No Objection No Objection VDOT — Willis Bedsaul — Requested Changes 1. Please provide sight distance lines and profiles on the plans. 2. Please show mill and overlay on plans in accordance with WP-2 and show limits of mill and overlay. Please insert WP-2 standard detail in plan set. 3. The mill and overlay will require work to centerline, so flagging operation will be necessary. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. 4. Birmingham Court Cul-de-sac, in order for radius to be 35' it needs to be specifically approved by the locality in consultation with emergency services. Please see B (1)-25, figure 4 for details. 5. This plan will not be approved by VDOT until the Birmingham Drive entrance and easement issues have been resolved. 6. Please provide two copies of the revised road plans along with a comment response letter. If further information is desired, please contact Willis C. Bedsaul at 434-422-9866. 7. A VDOT Land Use Permit will be required prior to any work within the right-of-way. The owner/developer must contact the Charlottesville Residency Transportation and Land Use Section at (434) 422-9399 for information pertaining to this process. Rev 2 Comments 1. Please provide a sight distance easement where the sight line leaves the right of way. 2. This plan will not be approved by VDOT until the Birmingham Drive entrance and easement issues have been resolved. ACSA — Alexander Morrison/Richard Nelson — See Comment 1. Water and Sewer Construction Plan Review by the ACSA is required. Submit 3 copies of the utility plan, along with water and sewer data sheets, to the ACSA, Attn: Jeremy Lynn, PE, to start the review. 2. Final Road plan approval is contingent on construction approval of the utilities by the ACSA. 3. Final plat review and approval is contingent on construction approval of the utilities by the ACSA. 4. RWSA Capacity Certification for wastewater is required prior to the ACSA granting construction approval for the utilities. Dedication of Creekside 3 Phase 3 is required prior to the ACSA granting construction approval for the utilities. Rev 2 Comments Final water and sewer plans are required for review. Please submit 3 copies of water and sewer plans directly to ACSA: ATTN: Alex J. Morrison. CDD E911— Elise Kiewra — Requested Changes i ne roiiowing roaa names are will need to be changed: JACKSON LANE, Roads named JACKSON LANE at ready exists elsewhere in the County. a. NOTE: We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable. Page 2 has Jarmans Lake Rd incorrectly labeled as Jarmans Lane Road The developer should contact the Crozet Post Office to determine a location for a cluster box unit (CBU). The Crozet Post Office is no longer able to provide curbside delivery. For questions concerning this, contact Keith Smarte, the Crozet Postmaster, at 823-9847. Rev 2 Comments 1. The following road names will need to be changed: Birchwood Hill LN [exceeds 16 character limit] 2. Pages 1, 4, 5, 8, and 11 still have Jackson Ln on them, they will need to be updated to the final road name once confirmed. 3. While Jackson Ln was not allowed due to being an existing road Jackson Hill Ln would meet the requirements, or some similar name using Jackson. 4. The developer should contact the Crozet Post Office to determine a location for a cluster box unit (CBU). The Crozet Post Office is no longer able to provide curbside delivery.
