RE: SDP2017-75 Glenbrook at Foothills — Initial Site Development Plan
SUB2017-205 Glenbrook at Foothills — Preliminary Subdivision Plat
Mr. Collins:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
site plan and subdivision plat.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and
thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Submittal of a tree conservation checklist with areas for tree preservation identified.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. Applicable fee outlined in the application
The final plat will not be considered to have been officially submitted until the following items are
received:
1. A final plat that satisfies all of the requirements of section 14-303 and sections 14-304 through
14-318 of the Code, and the conditions attached to this letter.
2. Applicable fee outlined in the application.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies
of construction plans directly to them, as stated in their comments). Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan or plat for
signature until tentative approvals for the attached conditions from the following agencies/reviewers
have been obtained:

Requested changes:
1. [32.5.2(a) & 14-302(a)] Clarify which lot lines are already existing and those that are proposed
with this development.
2. [32.5.2(a) & 14-302(a)] More clearly distinguish between lots proposed with this development
and those shown on previous applications.
3. [32.5.2(a) & 14-302(a)] The lot and road layout shown for adjacent phases of Foothill Crossing
to the west do not appear to match previously approved phases of this development.
Consider submitting a more comprehensive initial site plan and/or preliminary plat showing all
future phases planned for this development.
4. [ZMA2016-05] Please revise plans so that no more than 2 phases are proposed.
5. [32.5.2(i) & 14-302(a)] Is the "existing greenway and trail system" shown on sheet 2 an
existing easement? If so, provide deed book and page number and list easement owner.
6. [32.5.2(n)] Provide more detail about proposed recreational facilities on site, specifically the
tot lot equipment. Show gazebo detail/dimensions on final site plan.
7. [14-302(a)] Provide dimensions and acreage of all proposed lots.
8. [14-302(a)] There is no need to show further division rights.
9. [14-302(a)] On the coversheet, correct the "Proposed Zoning" note to read "Existing Zoning."
10. [14-302(a)(8)] Provide acreage and clearly show new lot lines for all residue parcels.
11. [14-302(a)(11)] List instrument creating property for all existing parcels and easements.
12. [14-302(b)(10)] Include stream buffer note as required by this section.
13. [14-401] There are double frontage lots shown on Park Ridge Drive. These are prohibited, but
you may request a special exception from this requirement.
14. [14-303] Include statement that: "The platting or dedication of the following described land
[insert a correct description of the land subdivided] is with the free consent and in accordance
with the desire of the undersigned owners, proprietors and trustees, if any."
15. [14-303] Show the exterior boundary lines of the property with bearings in degrees, minutes
and seconds. Curvilinear data shall include radius, central angle, arc length, and tangent
distance.
16. [14-303] Show the location and material of all permanent reference monuments. Show
bearing and distance tie between not less than two permanent monuments on the exterior
boundary of the property. Show at least four control points, evenly distributed across the
property and located at survey property corners.
17. [14-303] Include signature panels for each owner and for the agent or his designee, under the
statement of consent.
18. [14-303] Include notary panels.
19. [14-409] Extend the width of Park Ridge Ave right of way to the northern property line to
provide future access for adjacent parcels to the north.
20. [Proffer 6] Provide the affordable housing tally on the final plat.
21. [ZMA 2016-05] Fifty percent of the units are required to be single family units. Provide a tally
showing how many are proposed with each phase and the percentage of total.
22. [ZMA2016-05] Provide screening for lots 113 to 116 from Eastern Avenue, in the landscaping
plan.
23. [32.7.9] Correct the detail that overlaps with the text, underneath.
24. [32.7.9] Show the tree canopy requirements and calculations.
25. [32.7.9] Indicate the number and type of street trees, per road segment.
26. [32.7.2.3] Extend sidewalks at the end of Sunders Hill Drive to connect to Eastern Ave.

Requested Changes:
1. Show design speed for all proposed and existing roads that appear on the plans.
2. Why have crosswalks on Park Ridge Drive been removed? Previous comments on the road plan only
asked for the removal of the mid -block crossing. Please see our 17 November 2017 road plan review
letter.
How will the proposed on street parking be marked? It appears as though parking may interfere with
intersection sight distance lines; those areas should be signed no parking.

Comments:
Water and Sewer utilities have been approved under road plan, approved 6/1/2017, last revised
11/6/2017. Final site plan and subdivision plat will be reviewed to ensure utilities are depicted
properly. As part of the water and sewer utility approval, we obtained RWSA approval for water
and sewer connections.
