RE: SUB - 2014 -47 Stonewater — Revised Road Plans
Dear Sir:
Department of Community Development has reviewed the above referenced road plan (dated 3- 10 -14) against
applicable codes and ordinances. Comments are provided below:
1. [32.5.2(a)] The Right -of -Way Vacation plat (SUB2013 -181) should be approved and recorded prior to the
road plan amendments being approved. Rev 1. Comment addressed.
2. [Comment] On the landscaping plan, sheet 3 of the revised road plan, the landscaping for Block B fronting
Rio Rd depicts 4 (PA) Platanus Acerifolia plants as full circles; however, throughout the plan they are
depicted as circles with swiss cheese edges. Simply assure that the 4 PA plantings fronting Rio Rd are
correctly labeled to be circles with swiss cheese edges. There is no need to change plantings as they are
correctly labeled as (UP) Ulmus Parvifolia elsewhere on the plan, just assure the 4 PA's in question are
labeled correctly. This is merely to avoid confusion when inspectors are inspecting the site. Revise
appropriately. If you have a question about this, please call me, this was also a comment provided on the
landscape plan for the final site plan. Rev 1. Comment no longer applicable to the road plan, as the
applicant has provided a note on the landscape plan which directs the landscaping for the townhomes
section to the Final Site plan. This is appropriate, as none of the trees being provided are required by
the subdivision ordinance; rather they are all driven by the site plan section of the ordinance. Thus
for the townhome section the trees shall not be bonded on the road plan, rather they shall be bonded
with the site plan, as that is where the requirement originates from.
3. [Comment] On the landscaping plan, sheet 3 of the revised road plan, remove the last 5 (IC) Ilex Cornuta
plantings which are closest to Penfield Lane as they hinder access from the 30' Greenway Easement to the
sidewalk. The rest of these plantings shall remain. If you have a question about this, please call me, this was
also a comment provided on the landscape plan for the final site plan. Rev 1. Comment no longer
applicable to the road plan, see comment #2.
4. [Comment] On the landscaping plan, sheet 3 of the revised road plan, under Plant List, the plantings (PA —
Platanous acerifolia (London plane tree) are listed as 2.5" caliper; however they are required to be 3.5"
caliper at the time of planting. Please note that the PA's listed on the final site plan's landscape plan are
correctly listed as 3.5 " caliper. Revised. Rev 1. Comment no longer applicable to the road plan, see
comment #2.
5. [Comment] On the revised road plan provide a signed Tree Conservation Checklist. Notably, one was
provided on the final site plan; however, none of the preserved trees are actually depicted on the final site
plan's landscape page. Thus it is not applicable. Revise. Rev 1. Comment no longer applicable to the
road plan, see comment #2.
6. [Comment] The 12' Greenway Access and Stormwater Management Maintenance Easement (Db3932 -503)
which connects Treesdale to the portion of the Greenway Trail on Stonewater's property needs to be depicted
on the revised road plan. Revise. Rev 1. Comment no longer applicable to the road plan. The 12' portion
of the greenway is outside of the parameters of the road plan amendment and site plan under review
in our office, and the accessway is depicted on the final subdivision plat.
7. [Comment] Sheet 2 of the revised road plan should be revised to match that of the Right -of -Way Vacation
plat (SUB2013 -181). Specifically the R/W widths of 44'. Revise. Rev 1. Comment addressed.

We have reviewed the minor road plan amendment for the Stonewater Subdivision dated 3110114
with revisions dated 612114 as submitted by Collins Engineering. We have no objection to the
proposed plan as submitted. A Land Use Permit will need to be obtained from this office to
modify the existing curb and gutter at the intersection of Penfield Lane and Rio Road as shown
on the proposed plan.

We have reviewed the minor road plan amendment for Stonewater Subdivision dated 3110114 as
submitted by Collins Engineering and offer the following comments:
1. In order to accommodate a potential traffic signal at the intersection of Rio Road and
Penfield Lane, the right -of -way on townhouse lots adjacent to Penfield Lane should be
revised to match the right -of -way shown on the attached detail.
2. Street trees should be located at least 30 feet from the end of radius at each intersection.

The Stonewater Subdivision road plan has been reviewed. I have attached comments from CDD -
Planning. Please note that VDOT's comments are pending. Please address my following comments:
1. Label the R/W on the portion of Penfield Lane that has changed.
2. Please note a maintenance agreement for sidewalks outside the R/W will need to be approved.
Approval from other departments, VDOT, Fire Rescue, and Planning, are also required for the
road plan approval.
