Virginia 22701 February 7, 2018 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Megan Nedostup Re: Old Trail Village Block 22 — Final Site Plan SDP-20I 7-00057 Review #2 Dear Ms. Nedostup: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, & Associates, revised 17 January 2018, and offers the following comments: I. The provided turn lane warrant analysis could not be followed. How was the advancing volume of 90 vehicles per day calculated? The warrant analysis is based on the peak (VPD) and requires advancing and opposing volumes, and the percent left turns, which is the number of left turns during the peak hour divided by the advancing volume during the peak hour. Both a.m, and p.m. peak hours should be analyzed. Provided clear calculations and/or assumptions used. 2. Please confirm that the design speed of Golf Drive is 25 mph and not 30 mph. If it is 30 mph, the entrance will require a further intersection sight distance. Please provide a copy of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
