We have reviewed the plans and have the following comments:
Engineering
1. Easements will be needed on sidewalks and trails that are outside of the VDOT ROW.
(Rev. 1) Comment addressed.
2. An easement will be needed on Lot 26 for pipe 37. (Rev. 1) Comment addressed.
3. I recommend getting a determination from Fire Rescue on the cul-de-sac radius (VDOT
comment 4) prior to resubmitting the plans. (Rev. 1) Comment addressed.
4. Any changes in the grading resulting from the review of these plans will need to be
reflected on the Final Grading Plan when it is resubmitted. Preserved slopes should also
be verified at that time. (Rev. 1) Comment not addressed. The County Engineer has
determined that certification from a surveyor will be required when preserved
slopes in the GIS overlay are shown to be less than 25% (this will apply to future
plans as well). Please contact Frank Pohl if further guidance is needed. (Rev. 2)
Comment partially addressed. On Exhibit 3 of 3, the downhill slope next to the
existing trail is shown as steeper than 25 % and will have to remain as a Preserved
Slope. The shading should be revised on the exhibit and we'd also like the extents of
the slopes shown on the exhibits (using the current view, you don't need to show the
slopes outside of those areas). It looks like this will also require the grading on the
VSMP plan and the road plans to be updated.

The below checked items apply to this site.
1. This site plan is within the Authority's jurisdictional area for:

✓ 2. An 8 inch water line is located approximately (on site) distant.
3. Fire flow from, nearest public hydrant, located distant from this site plan, is
Gpm + at 20 psi residual.
✓ 4. A 8 inch sewer line is located approximately 15 feet distant.
5. An Industrial Waste Ordinance survey form must be completed.
✓ 6. No improvements or obstructions shall be placed within existing or future

Comments:
The Albemarle County Service Authority (ACSA) has no technical
comments on the SUB being reviewed. Engineering comments are usually
reserved for the site plan review stage. Subdivision plats should correctly
show ownership of properties and existing easements. Recordation of new
easements should occur before dedication to and acceptance by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it
is included in the jurisdictional area for water and/or sewer service.
Water and/or sewer connections to the ACSA system are allotted on a first
come, first served basis at the time connection fees are paid. The ACSA
does not reserve capacity in its system for a specific project.

Thank you for your comments dated November 9,2017 on the above-referenced project. The updated plans
reflect changes to address your comments as described below:
1. End of State Maintenance sign provided at the intersection of Delphi Lane and Fontana Drive and
labeled on Sheet 3.
2. Comment resolved per email from Chris Perez on 11/9/17.
3. Additional drainage information provided on Sheet 6. Drainage pipes and calculations have been
revised. Stormwater management facility routing modified to release reduced volumes for 2 and 10-
year storm events.
4. Existing ditch along Via Florence Road shown and labeled. Proposed ES-1 will tie-into this existing
roadside ditch per information provided on Sheet 6. Culvert profile and calculations added to plans.
5. HGLs have been shown and labeled on storm sewer profiles.
6. Note on Sheets 9& 10 revised to specific"soil"as the road embankment material..

The Department of Transportation, Charlottesville Residency Transportation and Lands
Section, has reviewed teabove referenced plan as submitted by Collins Engineering, revised 6
October 2017, and offers the following comments:
I. Provide an End of StateMaintenance sign t the intersection of Delphi Lane and Glissade
Lane.
2. _The proposedemergency access lane ROW should not be shown as Public ROW. This
roadway will not be eligible to be taken in tote system of State maintained roads as
proposed.
3. Provide more detail on the Pipe 41 outfall. How does this work with theadjacent
driveway culvert? Additionally, with an outfall requiring n pipe it appears that the
downstream rive culverts would need to be upgraded to ".
. Please provide more detail concerning the grading required to make the proposed ES -1
on Via Florence Rd. effective. It is not clear what is going on between the edge o
pavement and the property line along Via Florence Rd. It appears that there should e
roadside ditch but one is not shown.
5. Show HGLs on drainage profiles.
6. Sheets 9 & 10 contain a note that states "all roadway embankment ateril shall consist
predominantly of soil". This suggests other tions; what are those?

Subject: SUB2017-102 Hyland Park - Road Plan
1. [ZMA2004-18] Cascadia/Fontana Connector. As discussed in Megan’s email dated 11-1-2017, the goal
for your development is to have an emergency access connection with the full right-of-way dedication,
however not bond the full public road, which is what was approved on the Cascadia side.
In order to accomplish this, you will need to request a 14-409(D) exception for the extension requirement.
As a part of this request, the design will need to be 20’ emergency access with bollards, built within the
publicly dedicated right-of-way. This emergency access will need to connect to where Cascadia’s ends to
make it a full emergency access connection. These will be conditions of approval of the exception request.
A bond for the full public road will not be required.
Hopefully, the grading for this smaller section will not require any easements on Cascadia’s side and can be
built within the existing right-of-way. You will need to update your road plans to reflect this design section.
This is the minimum design standard we will accept. If one of your goals is to have a design that does not
necessitate getting an easement from Cascadia, a retaining wall may be required on your side. You will need
to weigh the cost of the retaining wall vs. obtaining an easement from Cascadia should it be needed.
2. [Comment] Please update the road plans to reflect the new parcel boundaries and construction easements as
approved on SUB2017-108. Additionally, on the plans please provide deed book page reference
information for the easements and dedication.

1. [ZMA2004-18, Proffer 2(F)] Drainage. Please assure that all drainage from streets are carried across lots
in a storm sewer to a point beyond the rear of the building site.
2. [ZMA2004-18, Proffer 41 Trees. Each residential lot shall have a minimum of five (5) trees. These trees
can either be new plantings or preserved existing trees (see proffer for tree standards). Provide a landscape
plan in WPO2017-28/final grading plan and provide enough information for staff to verify the proffer
requirement is met. These plantings shall be bonded with the WPO plan. The five trees to be counted on
each lot shall be marked in the field for inspection purposes.
The above requirements could be bonded on the road plan if the applicant chooses to depict these
plantings on the road plan.
3. [ZMA2004-18, Proffer 51 Pedestrian Paths. The Class A Type 1 trails throughout the development shall
be bonded prior to final plat approval.
The above requirements could be bonded on the road plan or the WPO plan; it is up to the applicant.

1. Hydrant spacing is appropriate on the submitted plans.
2. The parking on one side of the street comment is noted but there are no indications of signage or
other markings. This will be required before final approval.

Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 30
June 2017, and offers the following comments:
1. The proposed sidewalk along Via Florence Rd. will not be eligible to be publicly
maintained as it lies outside the public ROW.
2. Why are sidewalks being sloped toward the back of the curb?
3. The pipe 41 outfall angle into the Via Florence Rd. ROW is too severe at 90 degrees.
4. The minimum cul-de-sac radius of 45' can only be reduced when specifically approved
by the County in consultation with emergency services. See Appendix B(1) page B(1)-25.
5. There are several concerns with sight distance lines such as severe angles and crossing
driveways on the opposite side of the intersecting street. Note that adequate sight
distances will be a condition upon permit completion.
6. Please provide more detail concerning the grading required to make the proposed ES -1
on Via Florence Rd. effective.
