The specific changes are outlined below. A. Stormwater Pollution Prevention Plan (SWPPP) 1. [General] Parcel boundaries do not match that available in County records. Referenced deed book and page for parcel PLAT does not match existing records. Please update, or provide confirmation regarding parcel boundaries. /4.3111 (2„44.sbbd„7 5k/ Soap- bo drj. A proposed boundary line adjustment is shown. It is now labeled on sheet C2. 2. [General] All topography should be field verified by the designer within the last year. Please provide information on the date of field verification. Justin Shimp recently visited the site to verify topography. This date has been added to the plans. O/' 3. [General] Disturbed and total project acreage is inconsistent between WPO submittal, registration statement, and other documentation. Please correct. The project acreage and disturbed area have been updated throughout the plans and forms. 4. [General] Easement or other form of agreement for working on lots/area outside of property boundary will be needed. Grading has been altered so that it no longer encroaches upon Lot 16 of Phase One of this development. The sanitary lateral installation will take place within the sanitary sewer easement, and there is a grading easement already covering the storm installation down to the level spreader. 5. [General] A mitigation plan will need to be provided for buffer impacts related to construction of the level spreader. A mitigation plan is now included on sheet C14. 0/(- 6. /6. [SWPPP] Phosphorous reduction results are not consistent between project narrative and VRRM spreadsheet. The narrative states that phosphorous reduction requirements will be exceeded by 0.3 lbs/year, while the VRRM spreadsheet states it will be exceeded by 1.16 lbs/year. Please clarify. The VRRM is correct; however,the project narrative had not been updated. This has been fixed. 11. [Sheets C4 &C5] Scaling is incorrect, indicated as 1"=30', when scale is actually 1"=20'. Ensure scales are correct throughout. The scales have been updated on these two sheets.O1 B. Pollution Prevention Plan (PPP) 1. No Objection OK/ C. Stormwater Management Plan (SWMP) 1. [General] Provide legible pre and post-construction drainage areas. Drainage areas should relate to those used on VRRM spreadsheet. Provide on plan sheets, not on separate documents. The drainage area maps have been updated to be printed on 18x24 sheets, which doubles the size. They should now be shown legibly. 2. [General] Inlet/stormsewer sections provided in calculations packet (Structures Bl-B11) are not identified on the plans. Please indicate their location. The Phase 1 storm inlets are now identified on the overview sheet of the plan set and on the storm sewer drainage map. 3. [General] Adequate channel must be provided/identified for water discharging from outlet Dl. After a site visit, the location of discharge appeared to be best suited for a level spreader. The existing vegetation to remain below the level spreader consists of thick fescue and will be adequate to dissipate stormwater runoff into sheet flow. 4. [Sheet C14] The SWM plan should include an exhibit identifying the indicated 8.14 acres of conserved as Forest and Open space. The size (in acres) of conserved spaces should also be provided and match that identified on the VRRM spreadsheet. Conserved Forest and Open Space should be identified in a separate PLAT with deed and SWM agreement. The conserved open space areas have been labeled on sheet C3. They are indicated with a diagonally striped hatch. 5. [Sheet C14] Please include maintenance guidelines for Forest and Open Space on SWM plan. Should be formatted in a manner similar to that provided for the level spreader. Maintenance for conserved open space has been described in the same section as the level spreader maintenance. Ok 6. [Sheet C14] VRRM spreadsheet summary should be provided on the SWM plan sheet. The VRRM Summary is now included on sheet C14. 7. [Sheet C14] Provide sizing and detail of riprap outlet channel conveying stormwater towards level spreader. Dimensions for the channel have been provided, and it is now included in the profile on sheet C14. 8. [All] Identify all current and proposed easements, including deed book and page. Include easement type and widths. Labels have been added to the proposed 20' public drainage easement. The sidewalk/landscaping easement label has been updated to include the width. 9. [General] Volumes do not appear to match. Volume of runoff from impervious surfaces treated by level spreader(s) does not match that designated in VRRM spreadsheet, or is not clearly indicated within drainage maps provided. If runoff is treated by separate level spreader, provide documentation proving it is designed to handle additional capacity. A note regarding the history of the project has been added to the stormwater management computation packet, along with the Phase 1 computations documenting capacity for a portion of the Phase 2 development. D. Erosion and Sediment Control Plan (ESCP) 1. [Narrative] Existing site conditions section references the wrong parcel and parcel owner. Please correct. Parcel number and parcel owner have been updated. 91, 2. [Narrative] Soils section contains typos. Please correct. The mislabeled soil `37C3'was changed to `37D3.' 3. [Narrative] Adjacent property section does not contain accurate information. Please revise. The adjacent property information has now been updated. Off/ 4. [General] Existing grade lines are incorrect. Grading for existing cul-de-sac should be presented as existing grade. The proposed cul-de-sac grading from phase one has been shown in a grayed layer. Proposed grading is shown tying into the phase one grading. Iv 5. [Sheet C16] Areas receiving temporary seeding and dust control should be identified. Areas with temporary seeding and dust control have now been identified on sheet C16. 'J't- 6. [Sheet C16] Provide drainage area acreages to each sediment trap.O� These areas are provided in the table titled "Sediment Trap Design Data." 7. [Sheet C16] Clarify function of structure (appears to be diversion dike) placed along LOD to the north of the property between sediment traps 1&2. I believe it is the fill diversion you are referring to. This item was not included in the legend before, but it has been added.Oi 8. [C16, C17 & C18] No soil divides are provided, or labeled. At this time,the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing,this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application,they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued,via the coverage letter,the County can hold a pre-construction conference. Applicants will need to complete the request for a pre-construction conference form,and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber,and the fee remaining to be paid. This will be checked by county staff,and upon approval,a pre-construction conference will be scheduled with the County inspector. At the pre-construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. For re-submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval,plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms,which will need to be completed by the owner and submitted along with cash,certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing.
