a. It appears that the structural drainage features and grading are not shown, please turn on or
show those features.

6. Show the profiles of all proposed storm/sanitary/water lines.
7. Add note in drainage profiles that inlet shaping (IS-1) required for any structure with a 4’ or
greater drop.
8. Provide the drainage design/sizing calcs.

Reviews Comments:1. There appears to be an existing hydrant on the affected parcel. Will that hydrant be removed? Will
this new building be sprinklered? If so a hydrant will be required within 100 feet of the fire department
connection. An FDC location must be shown on the plans if the building is to be sprinklered.
2. One travel way shows a clear width of 19'. A minimum width of 20' is required for all travel ways.
3. A note should be added that a Knox Box will be required and the location approved by the fire
marshal's office prior to installation.
4. A fire flow test will be required prior to final acceptance. In order to provide a fire flow gpm
requirement we need to know the building construction type and sprinklered or non-sprinklered.

Reviews Comments:I have reviewed the above referenced application and hereby recommend approval with the following
conditions for the final site plan:
• Advise if a fire-line will be required for this development.
• Advise if an irrigation meter will be required.
• Show a 1” water meter at the proposed water tie in and note the meter will be sized by the
ACSA.
• Show a private waterline easement across the adjacent parcel.
• The ACSA is investigating an existing lateral connection that may be in place downstream of
the proposed manhole connection. If this connection is confirmed the applicant may want to tie into
the existing stub-out in lieu of a new core and boot connection to the manhole.
• Elaborate on the “Proposed Water Line Lateral Connection” call-out near the SW corner of
the property.

Reviews Comments:This plan was reviewed by the ARB in 2016 and early 2017. At its last review on February 6, 2017,
the ARB approved the plan with the following conditions:
1. Provide elevations at 1/8” scale. Identify all materials and colors on the elevations.
2. Add notes to the plan indicating the range of brick colors proposed and the locations intended for
the brick.
3. Provide a guard rail detail, including material and color identification, in the site plan.
4. Revise the plan to coordinate the project limits line and the island with trees located southeast of
the proposed building.
5. Increase the size of the IG at the front site wall to 24" high minimum at planting.
6. Continue the shrubs around the northwest corner of the display area.
7. Provide top of wall and bottom of wall elevations for the site walls.
8. Step and provide plants at the 10’ wall on the east side.
Consequently, no additional ARB review of the Initial Site Plan is required at this time.

The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [35.1] Fees. The public notification fee of $215 was not paid prior to the SRC meeting. Please pay the fee prior to any
further review/action of the plan.
2. [4.20] Stepback. Label each portion of the new building as either 1 story or 2 stories. For the two story portion provide
a cutsheet and label where the height of the 2nd story begins. As each story that begins above 40 feet in height shall be
provided a minimum stepback of 15 feet.
3. [4.12.16(c)] Minimum Design of Parking Spaces. Parking spaces adjacent to 20' wide drive aisle shall be 10' wide and
18' long. Currently the spaces fronting Rte. 250 do not meet this requirement.
4. [4.12.16(c)] Minimum Number of Required Parking Spaces. Customer spaces shall be clearly delineated on the ground,
signed and maintained for customers only. Provide signage and striping.
5. [32.5.2.1(c), 32.5.2(i), 32.5.2(0)] Label Rte. 250 as public right-of-way and provide its width.
6. [32.5.2(n)] Existing and Proposed Improvements. The maximum impervious area listed on sheet 7 does not match the
current proposal.
7. [32.5.2(n)] Existing and Proposed Improvements. Dimension the travelway adjacent to the 5 display spaces on the side
of the existing building located on TMP 78-15D. Additionally, the 19' travelway adjacent to the "proposed grass
island" shall be increased to 20' wide to allow two-way traffic.
8. [32.5.2(n)] Existing and Proposed Improvements. Explain how the total acreage of the site for these two parcels is 1.95
acres; however, the impervious area of these parcels is 2.22 acres. The interior canopy calculations on the landscape
plan does not utilize either of these two acreages.
9. [32.5.2(n)] Existing and Proposed Improvements. Specify the type of parking previously approved on TMP 78-15E as
"display parking".
10. [32.7.9.6] Landscaping Within a Parking Area. Modify the title of the "Interior Canopy Calculations" to "Minimum
Area of Landscaping Within the Parking Area". Also, label the amount provided. Provide the calculations for this
requirement.
11. [32.7.9] Landscaping. Provide the caliper of all plantings. Please utilize the Albemarle County Approved Plant Canopy
Calculations document to assure the minimum caliper is met. LINK
12. [32.5.2(n)] Existing and Proposed Utilities. On the landscape plan depict, label, and dimension all utilities/ utility
easements. Provide all existing easements with deed book page reference numbers.
13. [32.5.2(d)] Topography. Clearly depict and label all managed slopes onsite. Various notes throughout the plan describe
that there are no managed or preserved slopes onsite; however, the County's approved steep slopes overlay district
depicts managed slopes throughout both properties.
14. [32.5.2(n)] Existing and Proposed Improvements. Depict and label the retaining walls on the southern property line
that are to be removed.
15. [32.5.2(n)] Existing and Proposed Improvements. Label the various use (office, service bays... ) location within the
building and provide their square footages.
16. [4.12.16(c)] Handicapped Parking Spaces. Depict, label, and dimension the required handicapped spaces adjacent to
the new building located on TMP 78-15E.
17. [32.5.1(c)] Dimensions. Throughout the plan dimension all proposed improvements.
18. [Comment] On sheet 1 provide the site plan number: "SDP2017-00064 Initial Site Plan"
19. [Comment] ACSA approval is required prior to County approval of the plan.
20. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed as required
by the standards of the Virginia Department of Transportation. VDOT approval of the entrance to the site shall be
required prior to final site plan approval.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plans as submitted by Collins Engineering, dated
November 06, 2017 and offer the following comment.
Land use
1. Current entrances don't meet spacing requirements in order to keep both entrances you'll
need to apply for an exception/waiver (AM -E). Please see VDOT's Road Design Manual
appendix F -Access Management. Please refer to F-29 Virginia Code 24VAC30-70-120,
exceptions to the spacing standards and access management requirements.
Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or
other requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process. If further information is desired, please
