to a later, as yet undetermined, ARB meeting date. The following preliminary comments are provided:
1) Delineating the Reservation Zone and the Landscape Buffer on the landscape plan would be
helpful during review of the plan; 2) Because white pines typically lose their screening ability in the
lower limbs as they mature, an alternate evergreen tree(s) is recommended.

1. Cattail Court - emergency apparatus turn around is required due to the length of this street.
2. Cattail Court - hydrant spacing exceeds 500 feet on this street, none are shown.
3. If the buildings that are serviced on Cattail Court are going to exceed 30 feet in height then the
width of 20' will not be sufficient. The buildings would also need a second means of emergency
apparatus access if this height is exceeded.
4. Please verify hydrant spacing throughout the project doesn't exceed 500'. Some sections of
Terrapin Lane specifically seem to exceed the distance and others are questionable.
5. Streets throughout the development shall be marked no parking based on proposed widths:
Less than 28' - no parking on either side of the street.
28-35'- parking allowed on one side of the street
Greater than or equal to 36' - parking allowed on both sides of the street.

We have reviewed the plan for the Proffered Park and have the
following observations, recommendations and concerns.
1. [COD Sec 8] Open Space/Greenspace Preservation.
Throughout the plan label the park as "Hereby Dedicated to the
County of Albemarle for Public use as a Public Park".
2. [COD Sec 8] Open Space/Greenspace Preservation. Prior
to final site plan approval the Director of Parks and Recreation is
required to approve a park plan, which shall ensure amenities
provided meet the needs of the County and satisfy the rezoning.
3. [COD Sec 8] Open Space/Greenspace Preservation. The
wetlands areas in the park shall be labeled as "preserved wetland
areas". Omit the reference to "Future Park" on sheet 4, as this
area shall be part of the park with phase 2 of development.
4. [COD Sec 8] Open Space/Greenspace Preservation. Depict,
label, and design a maintenance facility within the development for
use by the County Parks and Recreation Department to maintain
the public park facility. Also, coordinate with Parks and Recreation
Department on the width and design of the trails throughout the
park. Once coordinated provide `typicals' of these access ways.
Prior to approval engineering and the Parks and Rec department
shall sign off that these trails are adequate for use by motorized
maintenance vehicles.
5. [COD Sec 8] Open Space/Greenspace Preservation. The
park has two required trail connects to the Eastpark Road.
Currently these are depicted as easements; however, this is not
appropriate and shall be revised to be fee simple dedications to
the park. Depict, label, and dimension these trail connections.
Additionally, the trail connections shall be increased in width
above the 6' width as currently provided. These trail connections
are to be utilized as access points for the public as well as used by
Parks and Recreation Department to maintain the public park
facility. Revise.
6. [COD Sec 8] Open Space/Greenspace Preservation. In
those places where the park directly abuts private residential lots
there needs to be a stronger and a more manageable boundary.
The location, method, materials, and management policies for this
concern will be addressed with the park plan as a condition of final
approval.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Alan Franklin PE, LLC, dated 4
December 20I7, and offers the following comments:
1. The eastbound left turn lane on Route 250 being proposed is not a requirement of the
Department. However, if this is a requirement of the rezoning the Department would
support it.
2. It appears that multiple arches and box culverts are being proposed for the crossing of
intermittent streams. The size of all arches and box culverts will have to be hydraulically
justified. The Department will not maintain oversized structures.
3. Design plans for the proposed arch bridges, box culverts, and retaining walls that are
located within the ROW or support structures within the ROW must be approved by the
Culpeper District Structure & Bridge Section prior to permit issuance. A maintenance
agreement with the County/HOA for retaining walls located in or supporting structures
within the ROW should be recorded prior to street acceptance.
4. Also concerning the arches, box culverts, and walls, a Geotechnical report is required,
including borings at each end wall. Borings must be performed in accordance with
Chapter 3 of the VDOT Manual of Instructions (MOI).
5. A stop sign is needed on Crescent Ave. at the intersection of Terrapin Lane, removing the
stop sign on Terrapin Lane. Intersection sight distance lines are also required here.
Additionally, the entrance radius is too large, it should be smaller forming a regular tee
intersection.
6. Eastpark Road and Cattail Trail should be a curve with Cattail Court intersecting, not a 3 -
way stop.
7. All proposed guardrail along Route 250 should be removed and the slope graded such
that guardrail is not warranted.
8. The improvements to Route 250 must include an 8 foot shoulder, 4 feet of which must be
paved, sloped no greater than 5%.
9. Sight distance profiles must be provided on the plans.

10. Show areas that will permit parallel parking on plans. Note that parallel parking must be
restricted where it may impede intersection sight distance.
11. Please clearly indicate on the plans whether proposed streets are intended to be private or
public. Note that streets with perpendicular parking (Cattail Court) will not be eligible for
public street acceptance.
12. Provide VDOT Standard details for curb & gutter (CG -2, -6, -7).
13. The culvert on Route 250 that is to be extended must be shown to be in good condition;
otherwise the entire culvert will need to be replaced. Please coordinate with Andrew
Scott (540-827-7876) for culvert inspection.
14. A drainage easement is required for the outfall of the proposed culvert extension on
Route 250.
15. The proposed turnaround on Terrapin Lane does not meet the minimum dimensions
required by Appendix B(1) of the Road Design Manual.
16. Why does the ROW extend 4 feet beyond the sidewalk on some of the proposed streets?
17. Where DI -3s are greater than 8 feet deep, DI-3AA, -3BB, or -3CC should be specified as
applicable and those details should be provided.
18. The Drainage Manual states that pipe velocities that exceed 10 fps are to be avoided.
19. Please show HGL's on profiles. Also provide HGL calculations, which should be
consistent with existing plans showing existing structures that are being tied in to.
20. Pavement Design:
a. Provide a note stating that actual pavement designs should be based on CBR
values of the actual subgrade material.
b. SM -9.5A, the maximum lift thickness is 1.5" with the maximum number of lifts
being 1. Additional lifts must be placed 1 year apart, per Appendix III of the 2014
VDOT Pavement Design Guide. This should be clearly noted.
21. Typical Sections; pavement materials should be daylighted to the shoulder/slope, not
abruptly terminated as shown.
22. The Notes & Figures for the Maintenance of Traffic plan must be taken from the latest
revision of the Virginia Work Area Protection Manual.
23. Note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards, regulations or
other requirements.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

1. RIVER and SYCAMORE are the first words in over 5 road names in the County.
River Anna could also be confused with Rivanna as they sound very similar.
CRESCENT AVE
Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of
PDF):
"A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for
cul-de-sacs which have the same name as the road from which they originate (example:
"Amberfield Court" which originates from "Amberfield Drive")."
CRESCENT LN is already in the reserved road name list for another subdivision. You could use a
different word in front of is as long as the words, spaces, and designator are no longer than 16
characters.
CREEKSIDE DR
Per Part I, Section 4-i of the County's Road Naming and Property Numbering Manual (page 7 of
PDF).
"No proposed road name shall be approved which begins with a word that appears as the first
word in five or more official road names."
Z. CREEK is the first word in over 5 road names in the County.
CATTAIL CT or CATTAIL TRL
One or the other is allowed however since the road is a continuation it cannot have two separate
road names. The entrances at an intersection must be 60 feet or more apart in order for it to
change road names.
EASTPARK RD
Per Part I, Section 4-e of the County's Road Naming and Property Numbering Manual (page 7 of
PDF).
"Compass points such as NORTH and EAST shall not be used in road names."
3. EASTPARK begins with a compass point.
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.
