Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] Comments required to be addressed prior to Preliminary Subdivision Plat Approval: 1. [14-203(I), 14-218] Fees. Pay the $215 public notification fee prior to any further review/action of the plat. Comments to be addressed with the Final Subdivision Plat Approval: [14-302(A)(10)] Right offurther division. Address the following: • A Letter of Determination (LOD) is required in reference to the development rights of the parcels and the historical parcels on which they are based. It appears that there may be an additional parcel, TM 14- 52B as shown on the 1979 tax map, that should be considered and further study and verification of the documents provided for the historical location and sizes of TM 14-52E & TM 14-52F is required. • The LOD is required prior to determining if there are sufficient development rights, and if they are in the correct locations, for the lot count and layout shown in the preliminary subdivision plat. The number of lots shown in the preliminary plat, and their locations, may or may not be approved depending on the outcome of the LOD. • Show the historical lot line for "Parcel A- I" from deed book 1476 page 329. • If the LOD specifies that TM 14-52B is part of what is now TM 14-52D, and that that historical parcel is to be utilized in determining 1980 development rights, then show the historical lot lines of that parcel on the plat. 3. [14-302(B)8] Yards. Address the following: Show all of the setbacks, including side and rear, on all of the lots. 4. [14-302(A)4, 5 & 14-431] Private easements; Public easements; Easements for all stormwater management facilities and other control measures. Provide the location and dimensions of all existing and proposed private and public easements. Proposed easements should be labeled with the intended holder. Show proposed drainage and stormwater pond easements on plat and label them as either public or private. 5. [14-303(A)] Statement of consent to division. Provide the following note: "The platting or dedication of the following described land [insert correct description of the land subdivided] is with free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any. " 6. [14-303(C)&(E)] Boundary lines; Dimension standards and information on all lots, streets, alleys, easements, and shared driveways. Provide all required curvilinear data for the boundary lines. 7. [14-303(D)] Acreage of lots. There appears to be a 2 acre difference between the existing and proposed lot acreage totals. Either revise the lot sizes or clarify why this discrepancy exists. 8. [14-303(0)&(P)] Signature panels; Notary panels. Provide owner signature lines and notary statements for each owner of record. Under the owner signature lines provide a signature panel for the "Agent for the Board of Supervisors". This will be used by the Subdivision Agent to approve the plat. 9. [14-303(H)] Monuments. Provide the location and material of all permanent reference monuments. Clearly delineate the found versus the "to be installed" monuments. 10. [14-303(L)] Public utility, drainage and sight distance easements. Provide the location and dimensions of each public utility, drainage and sight distance easement outside of the street right-of-way. 11. [14-303(Q)] Water Supply. Revise the water supply note to include "Under current county policy, public water and/or sewer will not be available to this property. " 12. [14-303(R)] Parent parcel access. Provide the following note: "All subsequent divisions of the residue shall enter only onto such street(s) shown on the approved final plat and shall have no immediate access onto to any public street. " 13. [14-303(S)] Control points. Control points must be submitted. At the option of the subdivider, the control points may be shown on a copy of the final plat, rather than on the original final plat. 14. [14-309 & 14-310] Soil evaluations & Health director approval of well and septic systems. Prior to final subdivision plat approval each lot shall have a primary and reserve drainfield location and individual well approved by the Health Department. This also applies to Lot 1 with the existing home. Please provide the soil work for each lot and staff will forward it onto the Health Department for their review/approval. 15. [14-311, 14-434 & 14-4351 Infrastructure improvement plans; Completion of on -site improvements required prior to plat approval; Agreement and surety. Road Plan and WPO Plan must be approved, all required improvements must be built or bonded, and all required Deeds and Declarations must be reviewed and approved prior to Final Plat approval. 16. [14-316] Approval of entrance onto public streets. The subdivider shall submit, prior to or with the final plat, evidence satisfactory to the agent that the entrance of the principal means of access for each lot onto any existing or proposed public street complies with Virginia Department of Transportation standards. Please provide this documentation. 17. [14-317] Instrument evidencing maintenance of certain improvements. Submit with the final plat an instrument assuring the perpetual maintenance of the stormwater management facilities and any other improvements that are to be maintained by an HOA in perpetuity. 18. [14-404(A)] Single point of access required. The existing entrance for Lot 1 shall be abandoned and the lot shall utilize the proposed public road as single point of access. Depict the proposed access to Lot 1. 19. [Comment] Submit a request to VDOT for a street connectivity requirement exception. 20. [Comment] Attached find the comments from the other reviewers. The Fire Rescue comments have not been received but will be forwarded to you when they are available.
