This project is approved (pending purchase of nutrient credits). The rationale is given in the comments below. The application may be resubmitted for approval if all of the items below are satisfactorily addressed. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Please provide a signed registration statement and signed certification. Rev 1: Comment Addressed. 2. Rev 1: Note that 2 copies of the SWPPP are required for plan approval. Rev 2: Comment addressed. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. Please provide locations of the following on the PPP: storage/staging/laydown/stockpile areas (if there are any), washout/rack area and its containment, sanitary facility (if there will be one). Rev 1: Comment Addressed. C. Stormwater Management Plan (SWMP) Engineering Review Comments Page 2 of 4 VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Please clarify the total disturbed area. Sheet C6.0 says 2.28 AC, but Sheet C3.0 and the narrative in the SWM booklet say 2.54AC. Rev 1: Comment Addressed. 2. You must provide channel protection and flood protection to meet 9VAC25-870-66 (Part IIB) of the regulations. You have provided the limits of your analysis, but have not analyzed to that point. Please explain how you are meeting the regulations. Your outfall appears to be a natural channel. It is noted that post -development flow rates are less than pre -development, so if your outfall is currently flooding during the 10 -yr 24 -hr storm, you have likely met the flood protection per section C.2.b of the regulations, however, you still must meet channel protection. Rev 1: Outfall from a level spreader is not concentrated, therefore 9VAC25-870-66 does not apply. Show how 9VAC25-870-66 is met for the concentrated outfall of ditch C. Remove analysis points. If energy balance is used at the outfall of ditch C, channel protection and likely flood protection will be met at that point. Rev 2: Comment addressed. 3. Please clarify all drainage areas. The total area to bioretention is 0.60 AC in calculations booklet, but adds up to 0.65 AC on sheet C6.0. It appears the managed turf should be 0.43 AC, not 0.48 AC. Also the total areas (impervious, turf, open space) for both pre -development and post - development do not match on Sheet C6.0 and the calculations booklet. (ex: pre -development: sheet C6.0 says wooded=10.87 AC and calculation booklet says 10.23 AC wooded). Please review and revise or explain. Rev 1: Comment addressed. 4. The drainage area to biorentention is 0.60 AC, however the total area detained in calculations booklet is 1.16 AC. Please explain or show the total detained vs undetained drainage areas on the plan sheet. Rev 1: Comment Addressed. 5. Adjust the nyloplast yard drain label on Sheet C4.0. Rev 1: Comment Addressed. 6. Please show drainage area to Ditch C. Rev 1: Comment Addressed. 7. Rev 1: Show level spreader designs per VA DEQ stormwater design specification No. 2. Rev 2: Comment addressed. 8. Rev 1: Show bioretention design per VA DEQ stormwater design specification No. 9. It appears micro-bioretention with a media depth of 18"was used, however this only applies for a DA less than 0.5 AC. See tables 9.2 and 9.3 in DEQ stormwater design specification No 9. Please include a planting/vegetation plan for bioretention area. Rev 2: Comment addressed. 9. Rev 1: Proof of purchase of nutrient credits required before plan approval. Rev 2: Comment still valid. Please contact Ana Kilmer before purchasing credits. 10. Rev 1: Provide maintenance requirements for bioretention and level spreaders on the plan (section 9 of each DEQ specification). Rev 2: Comment addressed. 11. Rev 1: County engineer is waiving the requirement for a stormwater maintenance agreement per County Code Section 17-415 D. Bond will still be required. Rev 2: Bond required. D. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. Rev. 1: Comment Addressed The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local Engineering Review Comments Page 4 of 4 VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIS I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES sad I. Please clarify the total disturbed area. Sheet C6.0 says 2.28 AC, but Sheet C3.0 and the narrative in the SWM booklet say 2.54 AC. The limits of disturbance has been revised, resulting in an area dist rbed of 2.79 Acres. The plan and calculations have been updated accordingly and 2. You must provide channel protection and flood protection to meet 9VAC25-870-66 (Part IIB) of the regulations. You have provided the limits of your analysis, but have not analyzed to that point. Please explain how you are meeting the regulations. Your outfall appears to be a natural channel. It is noted that post-development flow rates are less than pre-development, so if your outfall is currently flooding during the 10-yr 24-hr storm, you have likely met the flood protection per section C.2.b of the regulations, however, you still must meet channel protection. The revised plan and calculations demonstrate channel protection (energy balance equation) at analysis point 2, the outfall of the captured site runoff. Flood protection is demonstrated for the channel at analysis point I,the outfall of the natural channel at the eastern property line. 3. Please clarify all drainage areas. The total area to bioretention is 0.60 AC in calculations booklet, but adds up to 0.65 AC on Sheet C6.0. It appears the managed turf should be 0.43 AC, not 0.48 AC. (ex: pre-development: Sheet C6.0 says wooded = 10.87 AC and calculation booklet says 10.23 AC wooded). Please review and revise or explain. The calculations booklet and drainage area map has been revised to correspond with the revised area to the bioretention facility of 0.74 acre. The plan and calculations have been revised, and the land cover areas are now consistent. 4. The drainage area to bioretention is 0.60 AC, however, the total area detained in calculations booklet is 1.16 AC. Please explain or show the total detained vs undetained drainage areas on the plan sheet. Revised to reflect the revised area to the facility of 0.74 acre. 5. DEQ will review the application information based on local VSMP authority approval. After DEQ coverage is issued, via the coverage letter, the County can hold a pre-construction conference. Applicants will need to complete the request for a pre-construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre-construction conference will be scheduled with the County inspector. At the pre-construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
