Print Applicant Name 2/14/18 Date IVOOLLFY ENGINEERING February 13, 2018 MEMORANDUM To: Mr. Frank Pohl, PE, County Engineer County of Albemarle, Virginia From: Mr. Eric Woolley, PE Woolley Engineering Regarding: T.M.P. 03200-00-00-009CO — Crutchfield Corporation Albemarle County, Virginia Certified Engineer's Report With this memo, I am providing a certified engineer's report for the Crutchfield Distribution Center located at the intersection of Dickerson Road and Quiet Acres Lane, here in Albemarle County. The existing building footprint located on the subject parcel is one floor on grade and is zoned light industrial. The existing facility is a distribution center for retail sales in car and home audio, video and electronics. The approved site plan will allow for a vertical addition to the existing facility. This new 20,000 sf addition will provide a call center for the sales staff to operate. The approved site plan proposes to provide ample parking for the facility. The site plan tailored the number of parking spaces to satisfy the proposed use. A total of 189 parking spaces are required and 191 spaces are proposed. Each shift for the call center is limited to 120 working employees. Below, we have addressed the performance standards of the Zoning Ordinance Section 18-4.14: Noise: The proposed new addition to the Crutchfield operation will not create sound or impact noise levels in excess of the values specified in Section 4.14.1. The primary source of noise is the arrival and departure of truck deliveries of merchandise. There will be no significant changes to this pattern. The proposed new call center would not generate any additional noise beyond that of a typical office space. Vibration: The existing distribution center utilizes a mechanized conveyance system to move merchandise throughout the facility. There are no significant vibration impacts from these operations, and no changes are proposed with this new site plan that would generate significant vibration. Glare: The operation will be completely within the building. Proposed new exterior site lighting complies with the County's dark sky ordinance and does not project lumens beyond the property line. NGINLLRING Air Pollution: The Crutchfield facility fabricates a proprietary, environmentally sensitive and biodegradable packing "peanuts" material. The particulate emissions from this fabrication are treated within their facility. The will be no emission of smoke, odor or gaseous pollutants from the facility. Water Pollution: No liquid wastes are generated by this operation. Stormwater from the site will be directed and treated within a proposed stormwater management facility located in the northeast quadrant of the parcel. Radioactivity: The operation does not require handling of radioactive materials. There will be no radioactive emissions from the site. Electrical Interference: The operation does not require any equipment that would generate electrical disturbances.
