Dear Mr. Wentland:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering, dated
21 December 2017, and offers the following comments:
1. For low volume streets (<400 ADT) the horizontal curve design may be based on a 20
mph design speed. However, all other design elements (i.e. intersection sight distance and
vertical curves) must be based on a 25 mph design speed. Note that k-values for a 25 mph
design speed must be no less than 12 and 26, respectively, for sag and crest.
2. Are the proposed guardrails on Bay Leaf Drive warranted? Provide that analysis. If so,
include guardrails on the typical section.
3. Provide additional profiles for the left sight distance line on Orchard Drive. It is not clear
if a 3.5' object remains visible throughout the entire 280 feet. Also, it is unclear if the
right sight distance line remains within the ROW; if not, a sight distance easement is
required.
4. How will the left sight distance line on to Cling Lane Ext. remain clear as it passes
through the corner of a structure (porch?) and three driveways?
5. The shoulder along Orchard Drive should remain consistent with the existing condition.
Why is curb and gutter necessary for one side for such a short distance?
6. Why is there a proposed pedestrian crossing in the curve on Bay Leaf Drive?
7. CG-12's must line up with and be in -line with crosswalks.
8. The maximum cul-de-sac slope is 3%.
9. Drainage area maps, calculations, pipe profiles, etc. are required. Please complete the
attached drainage review checklist and provide with resubmission.
10. Pipe crossings should be perpendicular to the crossing street. Pipe run 14-15 is
unacceptable. Run 7-10 needs an additional structure and the T from the yard drain
cannot be in the middle of the street.
11. It appears that much of the run-off generated from this subdivision empties directly in to
Powell's Creek, is this acceptable to the County?

12. Plans for the proposed box culverts and retaining wall plans, including geotechnical
reports), must be reviewed and approved by the Culpeper District Structure & Bridge
Section prior to plan approval.
13. The box culvert plans must also be approved by the Culpeper District Hydraulic Engineer
prior to plan approval.
Please provide two copies of the revised plan along with a comment response letter. If further

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
