Phase B consists of the remaining 79 lots. The site is a Planned Residential Development (PRD) District and is subject to proffers associated with ZMA 2006-011. The site is served by public water and sewer. There aro wetlands and streams traversing the property. The developer is obtaining approval of a permit from the ,Army Corps of Engineers to allow for road and utility crossings where required. The site is also subject to a Design Exception Request from the SSAR regulations of VDOT, approved on 10-12-11 to allow for the proposed 5' meandering nature trail to replace the requirement for provision of sidewalk on one side of the streets. Each lot is at least 40,000 gross square feet in area. 3. No direct access to Old Lynchburg Road (Route 631) is shown. 4. An overlot grading plan meeting the requirements of this proffer will be provided with the Road Plan. 5. The minimum front yards on all interior public street right-of-ways shall be 30 feet. 6. The 55' right-of-way dedication from the centerline of Old Lynchburg Road (Route 631) has been provided with the recorded Phase A record plat. 7. The layout is in general accord with the application plan. 8. The 25 -foot planting and screening buffer maintenance guideliines will be outlined in the CCRs. 9. All trails will be Class "B" primitive trails. 10. In the Development area, the 100' stream buffer is required adjacent to perennial streams and contiguous wetlands. At the time of V M P plan approval, the propert )was still designated inthecur I area and stream buffers were also indicated adjacent to intermittent strums. Based on the stream assessmentEngineering performed b Consulting Services, we have removed the stream buffer in three areas on the plans. The buffers between Lots 13 and 29, at SWM#3 and behind lots 64-67 have all been removed or shortened due to these streams designated as ephemeral or intermittent. The mitigation calculations have been updated to show the decrease in needed mitigation area due reduced stream buffer area. Also, the limits of clearing were expanded to include the connection to Ridgetop Dr. to match the clearing limits on the approved Road Plan.
