If you want to leave the design as it stands,the Energy Balance Equation would have to be applied to the swale to show that it's adequate. For the easements, it's fine knowing they will show up on the plat. I was looking for an easement onto the neighbor's property below the Pipe 4 outfall and then to the limits of analysis (from 9VAC25-870-66.4), but if you apply energy balance to that swale and it's adequate, it won't be necessary.The ESC plan is acceptable. I'm pretty sure it will based off the way I read your comment letter, but I wanted to confirm this. • (SWM Comment#3) I believe all of the easements are already shown,though admittedly they are difficult to see on sheet 9. Knowing these easements appear in detail on the plat, is there something more or specific you are looking for with the revised plans?I will be glad to oblige to this request, but if you could provide me with a little more detail/information with what you want to see that would be helpful. • The April 29th plans included an ESC submittal . Can I assume these plans are acceptable since we did not receive comments? I was hoping we could avoid including it in the bond but it looks like that is not possible. With that, I agree with what you propose to include 10 lbs/yr nutrient credits in the bond at$15k each. This$150,000 would be in addition to the calculated $352,680 ESC bond and the$203,550 SWM bond.The end result would be a total VSMP bond amount of$706,230. Ray&Associates.Also,the vast majority of the conserved area receives runoff via sheet flow in the northern section of TMP 89-25 where upland development is very limited and measures are in place. Also, I'd like to discuss our options concerning the bonding of phosphorous credits. I think bonding the preservation areas at$15,000 per pound sounds good in theory given the going rates. However for an atypical development like Greenloft Farm it doesn't relate properly since the development is not seeking to purchase credits and its preservation area is in excess of 45 acres. I think because this development is preserving such significant areas it is making this bond amount impractical.When I remove the approved 45.48 acres of preserved open space and allocate it as managed turf it changes the required removal rate from-0.06 lbs/yr to 17.57 lbs/yr. This would equate to a bond amount of$263,550. I think we can all agree this seems excessive.
