SDP201800002 Dunlora Park Phase II- Final Site Plan
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [Comment] This application was reviewed against Site Development Plan requirements only. Lot lines are shown on
the plan, but no subdivision application was submitted. Any subdivision related comments are provided for reference
only unless necessary for site plan approval. Final: Comment still relevant.
2. [32.7.2.3(c)] Interconnectivity of Sidewalks or Pedestrian Ways. The County has received funding for pedestrian access
improvements to portions of Rio Road, a portion of the work fronts phase 2 (specifically fronting Lots 32 - 42). Below
I have provided a section of the plans, please revise/coordinate your final site plan to depict and incorporate this work.
Your plans should show the road improvements and curb & gutter by others, but the sidewalk & landscape
strip/landscaping should be constructed as a part of your plan and by the Dunlora Park developer. An exhibit with the
County plans provided below, if you would like the CAD files, please contact Jack Kelsey in Facilities and
Environmental Services (JKELSEY@albemarle.org) Final: Comment addressed.
3. [32.5.2(a), 32.5.2(0)] Areas to be Dedicated. The portion of land fronting Phase 2 listed as "Right-of-way established
with Dunlora Park Road Plan " requires a right-of-way dedication. Provide a note stating that the land is to be
dedicated to the County for public use. Prior to final site plan approval the dedication shall take place on a plat to be
reviewed by the County, approved, and then recorded in the Clerk's Office. The DB page information of this action
shall be provided on the final site plan. Final: Comment not addressed. The final plat has omitted the right of way
dedication line. Please explain why this has taken place and is no longer necessary.
4. [30.7.5] Design Standards Retaining Walls. Within preserved slopes that have been determined less than 25% based on
new topographic information to the satisfaction of the County Engineer the following applies. The maximum height for
a single retaining wall, measured from grade to grade, shall be six (6) feet. When the overall retained height would
exceed six (6) feet, the retaining wall shall be broken into multiple stepped walls w/ 3 feet of landscaped area between
each wall. Currently the plans do not provide enough information on the retaining wall design to verify this
requirement is met. Prior to final site plan approval, on the plans provided sufficient information on the wall design to
verify the above design standards are met. Final: Comment addressed.
5. [32.5.2(n), 4.12.15(8)] Curb and Gutter in Parking Areas and Along Travelways. Provide curb for both sides of the
alley. Final: Comment addressed.
6. [14-303(E), 3.11 Alleys. Clearly depict whether the Alley is proposed on individual lots or if it is proposed within the
Open Space. Staff suggests it be provided in Open Space, but it shall be omitted from being counted in the required
open space for the project (2501o), as roads or accessways are not to be in open space. Final: Comment not
addressed.
7. [14-303(E), 3.1] Alleys. Revise the label of the Alley to "Variable Width Private Alley to be Maintained by the HOA ".
Final: Comment addressed.
8. [32.5.2(n), 32.5.1(c)] Dimensions. Dimension all proposed improvements, including buildings/dwelling units.
Final: Comment addressed.
9. [14-303(e)] On the final plat depict and dimension an alley easement and label it as "Variable Width Private Alley
Easement to Benefit Lots 29-42 ". Final: Comment to be addressed on the final plat.
10. [32.4.1.3, 32.5.2(c)] Phase Lines. Revise the phase lines to encompass Lot 29-31 and the alley connection to Varick
Street. Final: Comment addressed.
11. [32.8.2] Infrastructure improvement plans. All infrastructure required to construct phase II shall be review, approved,
and built or bonded before the final plat and/or final site plan approval. Final: Comment addressed.
12. [32.6.2(j)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site plan.
Final: Comment addressed.
13. [14-317] Instrument Evidencing Maintenance of Certain Improvements. Submit with the final plat an instrument
assuring the perpetual maintenance of the alley, open space, and any other improvements that are to be maintained in
perpetuity. Please submit a draft of this document to me and I will review it and forward it to the County Attorney for
his review/approval. Final: Comment to be addressed on the final plat.
14. [14-311] Infrastructure Improvement Plans. WPO amendment must be approved prior to final site plan approval.
Final: Comment still relevant.
15. [32.7.2.1] Vehicular Access to Site. The alley entrance onto Varick Street (Public Street) shall be designed and
constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the entrance
to the site shall be required prior to final site plan and/or final plat approval. Final: Comment addressed.
16. [Comment] Label and provide acreages of open space.
17. [Comment] Provide "SDP201800002" on the title sheet of the plan.
18. [Comment] Remove "Subdivision" from the title sheet of the plan.
19. [32.6.2(1)1 Signature panel. Signature panel for signature by each member of the site review committee.
20. [Comment] The final plat shall provide the temporary grading easement for Rio Road improvements and shall provide
the variable width landscape easements fronting lots 38-42.
21. [32.7.1.3(b)] Per conversations with Jack Kelsey, he would like the temporary grading easement labeled on the final
site plan as "Temporary grading easement for public use upon demand of the County ".
22. [Comment] Provide the dimensions of proposed easements and whether they are to be publicly or privately
maintained.
23. [32.6.2(d)] Water and sewer facilities. Provide profiles and cross sections of all water and sewer lines including
clearance where lines cross.
24. [32.6.2(d)] Water and sewer facilities. Provide the station on the plan to conform to the station shown on the profile
and indicate the top and invert elevation of each structure.
25. [32.6.2(d)] Water and sewer facilities. Provide all sewer appurtenances by type and number.
26. [32.6.2(e)] Public facilities and utilities. All water and sewer facilities to be dedicated to public use and the easements
for those facilities and shall be identified by a statement that the facilities are to be dedicated to the Albemarle County
Service Authority.
27. [Comment] The final site plan shall not be approved till all SRC reviewers have approved the plan. Their comments
attached.

Subject: Dunlora Park Phase II — Final Site Plan (SDP201800002)
The final site development plan for Dunlora Park Phase II has been reviewed by Engineering. The
following comments will need to be addressed before approval:
1. WPO Plan must be approved before final site plan can be approved.
2. VDOT approval is necessary.
3. Please ensure the professional seal is signed and dated.
4. Ensure the correct TMP's are shown.
5. Ensure DB & PG is shown for all existing easements.
6. Wherever an approved plan is referenced, please provide that actual plan number.
7. Provide a legend that clearly shows all of the hatching used throughout the plan.
8. Provide the Roudabush exhibit regarding the slopes. The County has a copy, but it should be filed
with this site plan as well.
9. SWM easement should be labeled "SWM facility easement". It will need to be recorded with a
deed before the site plan and WPO Plan can be approved.
10. Velocity and slope from STR 29B to UGD are steep. Please revise if possible.
11. Show easements on the landscape sheet to ensure there aren't any trees within an easement.
12. Label the type of entrance at the alley (off of Varick Street).
13. Provide some type of barrier at the end of the alley for safety.
14. Show pavement markings (such as stop bars, etc).
15. Specify ground cover for any 2:1 slopes.
16. Typical road section on Sheet 6 shows CG -2 on one side of the alley, however, CG -2 is shown on
the layout sheet on both sides. Please clarify.

5. An Industrial Waste Ordinance survey form must be completed.
6. No improvements or obstructions shall be placed within existing or future
easements.

Dedication of Dunlora Park Phase 1 is required before approval.
Water meters are not allowed in driveways, explore switching water main and
sewer main locations.
The Albemarle County Service Authority (ACSA) has no technical
comments on the SUB being reviewed. Engineering comments are usually
reserved for the site plan review stage. Subdivision plats should correctly
show ownership of properties and existing easements. Recordation of new
easements should occur before dedication to and acceptance by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it
is included in the jurisdictional area for water and/or sewer service.

come, first served basis at the time connection fees are paid. The ACSA

The following road will need a name:
ALLEY A
Note: As this will be a main access even if the houses front Rio it will need a road name as
emergency vehicles stopping on Rio Rd could cause a safety issue as it is a main road with lots of
traffic.
This site will require a one (1) new private road name. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF).
"It is intended by this article that all roads within the county which serve or are designed
to serve three (3) or more dwelling units or business structures shall be named."
Please review the procedures in the Road Naming and Property Numbering Manual to decide upon
a road name for the road accessing Old Lynchburg Road.
We recommend providing three (3) candidate names for each road to our office for
review, in case your first choices are not acceptable.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated May
22, 2017, revised September 7 , 2017 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process. If further information is desired, please contact
