Stormwater Pollution Prevention Plan(SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain(1)a PPP, (2)an ESCP,(3)a SWMP, and(4)any TMDL measures necessary. 1. The SWPPP appears to be acceptable at this time. B. Pollution Prevention Plan(PPP) The PPP content requirements can be found in County Code section 17-404. 1. The PPP appears to be acceptable at this time. C. Stormwater Management Plan(SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved,and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Per Planning comment on the Briarwood Phase 4&Phase 6 Final Subdivision Plat(SUB2016-185), the proffered trail will need to be shown on this amendment, including the grading: [ZMA2004-14 Application plan, Proffer 4] Prior to final plat approval the trail shall be built.Provide a trail plan exhibit which shall be used by the County to approve the design of the trail.The exhibit shall contain a cross-section of the trail,topography(elevation contours 50' on \.►' Engineering Review Comments Page 2 of 2 either side of the trail),and a plan view of the trail.Once the trail plan has been approved provide the above mentioned information on the amended WP0201600001 currently under review.Once approved please construct the trail and then request an inspection of the trail. (Rev.3)Comment addressed. D.Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. The ESC portion of the plan appears to be acceptable at this time. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re-submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval,plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms,which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing,this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application,they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre-construction conference. Applicants will need to complete the request for a pre-construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber,and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre-construction conference will be scheduled with the County inspector. Please let this letter supplement the revised plans in response to your comments dated March 8th,2016. A. Stormwater Pollution Prevention Plan 1. Overall SWPPP Exhibit has been updated. 2. SWPPP Exhibit has been provided. 3. Registration Statement has been provided. 4. Acknowledged. B. Stormwater Management Plan 1. The plan title was revised to read'Amendment to WPO 200600066'. 2. This comment is acknowledged and the applicant is investigating this. 3. Sheet l's'Existing Vegetation' note has been updated to reference WPO 200600066. 4. The requested 2nd sentence has been added to the clouded note listing the proposed changes associated with this amendment.Also,the last sentence within this paragraph has been removed per Engineering's request. 5. Collars for the 15" RCP barrel have been shown on the sediment basin#6 profile. 6. Sediment basin#6 profile updated to match concrete riser foundation shown on Sheet 4. 7. The stormwater management narrative shown on sheet 3 has been updated.The water quality analysis for this site was previously completed and approved,and the applicant did not intend to imply an analysis for the project wasn't required.The applicant intended to communicate a detailed analysis was not required with this amendment since it was previously approved. The narrative was revised accordingly, and an analysis showing compliance with the previously approved plans is provided(i.e.sheet 4's volume comparison,sheet 3's flow comparison and the attached routing calculations for the amended facility). Also note,the amended plans are designed such that the SWM facility/pond 4 is in cut.The existing grades where the embankment is located are not steeper than 3:1 and are therefore compliant.This slope and portion of the embankment are highlighted in the profile on sheet 4.Additionally,the riprap outlet protection class and depth were revised to match the approved plans.The length was not extended to the toe of the fill though because critical slopes exist below the outfall.The!Post area was also revised and the sluice gate design,aquatic bench details and vegetation schedule were all added to the plans matching the originally approved plans.The following items were also addressed: A. The Q2,Q10 and goo routings have been provided and are compared with the approved WPO 200600066 flows on sheet 3. Please note,the revised plans reduce the flows by 98.8%,98.6%and 92.6%for the 2-, 10-and 100-year design storms.Additionally,the applicant believes the 32,41 and 70 cfs flows described in the comment letter are the inflows and the outflows this plan should be compared to are the more restrictive 2-, 10-and 100-year approved outflows of 20,27 and 55 cfs. B. Sheet 4 has been revised and now includes a riser detail mandating the construction of a sluice gate. C. The aquatic bench details from the approved WPO 200600066 are now shown on sheet 4. D. The vegetation schedule and planting detail(pattern)from the approved WPO 200600066 are now shown on sheet 4. E. The previously shown aquatic bench landscaping plan and table has been removed from sheet 4. F. The embankment design previously shown was replaced with the previously approved'dam construction notes'. 8. The prior landscaping plan erroneous shown was removed and replaced with the aquatic bench landscaping plan and table described in comment 7D. Because the'pattern'requested is generic and for a standard 10'width,the applicant does not believe a planting plan beyond this detail is required due to its simplicity. 9. Sheet 4's pond#4 detail has been revised and now shows existing contours with labels.The applicant apologizes for the prior printing mistake. 10. The retention pond profile shown on sheet 4 now lists maximum 2:1 and 3:1 slopes. 11. The endwall was previously labeled with the barrel, however the plans have been revised to be clearer and the VDOT standard precast endwall now has a stand-alone note. 12. The retention pond profile shown on sheet 4 has been revised to show the anti-seep collars and their design. 13. The plans were revised to show the l 233,090 sf of impervious area.Consequently,the amended facility was enlarged slightly to account for this additional water quality volume requirement. Please see the top- center of sheet 4 for a direct comparison of the amended(larger)facility with the previously approved (smaller)facility.The tables in this location also list the minimum water quality volume requirements and show the plans'compliance. 14. The primary(barrel)spillway outfall protection has been revised and is now the same class and depth of riprap as it was originally approved as. 15. EACH LAYER SHALL BE UNIFORMLY COMPACTED WITH SUITABLE COMPACTION EQUIPMENT TO AT LEAST 95% OF STANDARD PROCTOR MAXIMUM DENSITY IN ACCORDANCE WITH ASTM 0-698, AASHTO T-99, OR VDOT SPECIFICATIONS. ANY LAYER OF FINE GRAINED FILL WHICH BECOMES SMOOTH UNDER COMPACTION OR CONSTRUCTION TRAFFIC SHOULD BE SCARIFIED TO A DEPTH OF 2" TO ALLOW ADEQUATE BONDING BETWEEN LAYERS. 6. COMPACTED FILL \9TH A MOISTURE CONTENT WHICH WILL NOT PERMIT COMPACTION TO THE SPECIFIED DENSITY STANDARD SHALL BE SCARIFIED DRIED OR WETTED AS NECESSARY TO PERMIT PROPER COMPACTION.
