(Rev. 1) Response: A Division (Diversion?) Dike detail has been added to the plans. See sheet C3. (Rev. 1) Comment: Comment not addressed. It appears that consultant addressed a comment as follows: Plans call for a clean water diversion, however, a detail is not provided on the plans. If you plan to use the diversion detail in the plans or both, please clarify or revise. 2. Provide WPO number on coversheet of plan sets, and the front cover of calculations Packet. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. [C4.0] Weir designs not provided in landscaping plan as indicated. Weir design should be provided in stormwater details along with dry swale design detail. Ensure all weir seizes are dimensioned consistently (Wide, high, deep, long, are identified unclearly between dimensions). Indicate weir notch shape (rectangular, trapezoidal, etc.). (Rev. 1) Comment addressed. Weir/dry swale design deleted and replaced with a small pond with permanent pool. Pond facility for ESC program and not for SWM. 2. [C5.0] No detail is provided for rock channel with check dams as indicated. Please provide detail in stormsewer details section. (Rev. 1) Comment addressed. Rock channel with check dam deleted from plan. 3. [C5.2] Table or annotations should be provided presenting overview of pipe and inlet sizes/types. [C7.0] Provide longitudinal cross section detail of dry swale design from concrete flume to end of dry swale. Ensure current perpendicular cross section detail of dry swale includes all elements including underdrain, weir cross section, pre-treatment cell, etc. (diagram indicates the existence of underdrain, but does not detail). Provide swale sections and calculations demonstrating that 2 -year storm velocity is non-erosive and that 10 -year storm depth is contained within the swale/channel. 6. [L2.0] Greater detail must be provided for "flow through planters". What elevation are drains/"risers" to be located at in relation to the top of the media? Where do drainage pipes flow through planters? Are gravel areas at same elevation as planter sections? What type of gravel is to be used over drain areas? Do planters detain water/is there staging (should be included in calculations if so)? Cross section of planter does not match detail. (Rev. 1) Comment addressed. Flow through planters deleted and replaced with VDOT standard storm drain structures. 8. [Calculations Packet] It is unclear how courtyard area is incorporated into LD -229 analysis, please provide clarification. (Rev. 1) Comment addressed. LD -229 form complete to outfalls at existing structures EX -10 and EX -1. 9. [Calculations Packet] It does not appear drainage from RD -2 is incorporated into the LD -229 analysis for inlet 124. F&OS must also conform to maintenance requirements set forth through VSMP program. (Rev. 1) Comment addressed. Forest and open space deleted from VRRM spreadsheet. SWM quantity and quality controls still met. 12. [Calculations Packet] Stormsewer profiles indicate structure EX -1 as a MH -1 despite including it in the drainage calculations as a stormsewer inlet. Please clarify structure type. (Rev. 1) Comment addressed. Plans and calculations corrected. Structure EX -1 is an energy dissipation type outfall structure. 13. [General] Side slopes of grass swale are measured as 3:1 on plan views, but indicated as 4:1 on detail. Please clarify. (Rev. 1) Comment addressed. Grass swale deleted from plan. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Include the excavated drop inlet sediment trap in the E&S narrative under the structural practices section. (Rev. 1) Comment addressed. Requested information has been added to the plan. 2. Maintenance details for each practice should be provided for E&S measures on the plans, or within SWPPP. (Rev. 1) Comment addressed. ESC maintenance information has been added as requested. 3. CE should be better located to prevent site access that bypasses CE (Rev. 1) Comment addressed. CE location shown on sheet C3.1 is functional. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local Engineering Review Comments Page 4 of 4 VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
