The Site Review Committee has reviewed the development proposal referenced above. Initial comments
for the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
will be required to be resolved prior to approval.

[5.1.40(b)(10)] Height of monopole. Sheet EE -1 shows the canopy height of the reference tree at
612' AMSL. Sheet C-2 shows the top of the proposed monopole at 622.1' AMSL. This would put
the monopole at 10.1' taller than the reference tree, which is inconsistent with the height
requirement for a Tier II facility (below):
The top of the monopole, measured in elevation above mean sea level, shall not be more
than ten (10) feet taller than the tallest tree within twenty-five (25) feet of the monopole,
and shall include any base, foundation or grading that raises the monopole above the
pre-existing natural ground elevation.
This must be resolved in order for this application to obtain approval as a Tier II facility.
2. [5.1.40(b)(2)(a)] Number of arrays. Although the antennas and RRHs are listed on Sheet C-2 as
being at 4 different mounting heights, they are more accurately described as two arrays:

[5.1.40(c)(3)] Setbacks. The County Attorney will need to approve the proposed fall zone
easement document as to form and style before this application can be approved: although the
legal description of the proposed fall zone easement area is shown on Sheet EE -2, a draft copy of
the easement deed language will need to be provided for the County Attorney's review. Please
note that the easement shall be recorded prior to issuance of a building permit.
4. [5.1.40(a)(4)(e)] Topography. While topographic information satisfying this requirement was
provided on Sheet C-6, the graphic's resolution and the inclusion of parcel IDs, steep slopes, and
Water Protection Ordinance buffers limit its legibility. While not required to obtain approval, I
recommend redoing this sheet to improve legibility.

Dear Mr. Fletcher,
At this time, your application has been deemed incomplete due to the deficiency listed below. In accordance
with Section 5.1.40(e)(3)(d) of the Albemarle County Zoning Ordinance, the running of time for action will
be tolled until all required information is received.
[5.1.40(a)(4)(1)] Location of certain structures and district boundaries. Structures on surrounding
parcels as shown on Sheet C-6 are illegible. Please ensure that structures are present and legible
in the drawings. It also appears that there may be a structure within the fall zone of the proposed
facility. I would recommend including structures on the adjoining parcels on sheet Z-1.
Additionally, please see my below comments: these are not required for your application to be deemed
complete but include some recommended changes.
