County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act
on any VSMP permit by issuing a project approval or denial. This project is approved. The rationale
is given in the comments below. The VSMP application content requirements can be found in County
Code section 17-401.
A. Stormwater Pollution Prevention Plan(SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain(1)a PPP, (2)an ESCP,(3)a SWMP,and(4)any TMDL measures necessary.
1. County Ordinance requires a SWPPP document for plans subject to the VSMP. The standard
Albemarle County template can be found on the County website.

B. Pollution Prevention Plan(PPP)
The PPP content requirements can be found in County Code section 17-404.
1. Provide a PPP as part of the SWPPP document.

C. Stormwater Management Plan(SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is approved, and the reasons are provided in the comments below. The stormwater
management plan content requirements can be found in County Code section 17-403.
1. A completed VSMP application will need to be submitted, as opposed to the VESCP application that
was included. There is no additional fee and a $5 credit from the initial submittal will be applied to
the pre-construction meeting fee. The VSMP application can be found on the County's website.

Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This
plan is approved,pending any changes,and the reasons are provided in the comments below. The
erosion control plan content requirements can be found in County Code section 17-402.
1. Provide a detail for the filter/silt sock.
Comment addressed.
2. The silt trap currently outlets directly into the silt fence and then flows across the travelway. If
possible, the trap should be directed into a protected on-site inlet/structure.

3. VDOT approval will be necessary for measures shown in their ROW/easements or located on top of
their structures.

Process;
After approval,plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will prepare
estimates and check parcel and easement information based on the approved plans. The County's

Management Analyst will prepare bond agreement forms,which will need to be completed by the owner and
submitted along with cash,certificates or sureties for the amounts specified. The agreements will need to be
approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the
correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete,county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local VSMP
authority approval. At this time,the DEQ portion of the application fees will need to be paid directly to the
state. For fastest processing,this is done electronically with the emails provided on the application. DEQ
should notify applicants with instructions on how to pay fees. When DEQ approves the application,they will
issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued,via the coverage letter,the County can hold a pre-construction conference.
Applicants will need to complete the request for a pre-construction conference form,and pay the remainder of
the application fee. The form identifies the contractor and responsible land disturber,and the fee remaining to
be paid. This will be checked by county staff,and upon approval,a pre-construction conference will be
scheduled with the County inspector. At the pre-construction conference, should everything proceed
satisfactorily,a joint VSMP and grading permit will be issued by the County so that work may begin.

This letter formally responds to the County Engineering 2"d round of comments itemized on your VSMP Permit Plan
Review letter of June 23,2016 for the above referenced project.Your comments are listed below in the order
received and our response to the 2 remaining outstanding comment is shown in bold.
Note that in addition to the revisions you requested,the limits of work were expanded from 0.85 to 0.92 acres to
account for re-routing the water services for the building adjacent to the TRH site.There is no change in ground cover
or runoff routing associated with this utility change.The SWPPP pages reporting disturbed area were updated to
reflect the current disturbed area. The revised SWPPP is attached. We revised the disturbed area reported on page
9,the registration statement form in appendix A and the plans in appendix I. No other changes to the SWPPP or
drainage calculations were required. The revised VSMP application is also attached.As the total disturbed area is
still less than 1 acre,there is no change to the previously paid fee.

review. Details will be finalized prior approval.

Response: Inlets labels were revised to from CB to DI, as requested. Storm drain profiles were
added to the plan set as sheet C4.2.

Response: Stormwater easements, dedicated for public use are now shown on plan sheet C4.0
and labeled with keynote G12.
5. The proposed grading along Seminole Trail will need to be adjusted so that concentrated
stormwater is not directed into the VDOT travelway.
Response:We have revised the grading to disperse the flow over a wider area and provided a
65'flat area to dissipate velocity and disperse flow. Please consider that the entire tributary
area for this discharge is limited 0.2 acres of mostly grass and 0.01 Acres portion of sidewalk,
resulting in 10-Yr peak flows of 0.4 CFS into the DOT curb inlet located in the gutter at the low
point.

Response: Safety fence was added,as requested.
D. Erosion and Sediment Control Plan(ESCP)
Virginia Code§62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This
plan is disapproved, and the reasons are provided in the comments below. The erosion control plan
content requirements can be found in County Code section 17-402.
1. Provide a detail for the filter/silt sock.
Response:A silt sock detail was added to plan sheet C6.2,for your review.
2. The silt trap currently outlets directly into the silt fence and then flows across the travelway. If
possible, the trap should be directed into a protected on-site inlet/structure.
Response: We relocated the proposed temporary Sediment Trap(ST)and are now discharging
to an existing structure.
3. VDOT approval will be necessary for measures shown in their ROW/easements or located on
top of their structures.
Response:We have been coordinating our work with the Regional Transportation Program
Manager, Dave Covington, P.E. since the end of last year. We have submitted the current
stormwater layout and grading for their review and approval prior to submittal to the County.
DOT had no objections to the proposed improvements.
4. Provide a detail showing the separation between the trap and the proposed VDOT detention
system.
Response: The temporary Sediment Trap has been relocated.
5. Move the temporary stockpile location on sheet C6.1 so that it is not on top of any manholes.
Response: The stockpile was relocated, as requested.
