The Board, by a vote of 4:0 approved the request, pending staff administrative approval of the following conditions: The comment or question is shown in italic, with the corresponding answer in BOLD below it. 1. Provide for review samples for EIFS colors 1-4. Consider a darker shade for color3. Response: Color samples for the EIFS colors are provided. The darker shade (#3) is provided. 2. Consider a darker shade for EIFS 1. Response: A darker EIFS 1 has been selected. 3. Continue the materials and colors shown on the front of the central tower on all sides of the tower. Response: The materials and colors shown at the front of the central tower has been carried to all sides. 4. Increase the proportion of masonry to EIFS visible from the Entrance Corridor, particularly on the north elevation. Response: Additional brick has been added to the elevation facing the Entrance Corridor / North Elevation. 5. Ensure that the materiai/color on the face of projecting bays wraps to the sides of those bays. Response: Material / color on the face of projecting bays is wrapped at the sides; typical. 6. Include the standard window glass note on the architectural drawings. Visible light transmittance (VLT) shall not drop below 40%. `visible light'reflectance (VLR) shall not exceed 30%. Response: A note has been added to the elevations and will be added to the `Window Schedule' indicating VLT shall not be les than 40% and VLR not to exceed 30%. 7. Provide the VLR for the glass sample that was submitted. Response: The VLR of the glazing sample is provided. 8. Revise the shrubs at the dumpster to include a mix of species with a minimum planting size of 24". Response: The landscape plan has been updated to include a mix of species at minimum 24" size. Indicate on the drawings the color of the penthouse walls. Provide a color that minimizes noticeability. Response: A note has been added to the elevations. 10. Add the standard mechanical equipment note to the architectural drawings. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. Response: A note has been added to the elevations. 11. Revise the lighting plan to make it easily legible. Response: The lighting plan has been updated to be more legible. Refer to Sheet SP10. 12. Include the cut sheets for the proposed light fixtures on a sheet of the site plan. Response: Cutsheets have been included as Sheets SP11 and SP12 of the Site Plan. 13. Revise the lighting plan to clearly indicate that proposed color for poles and fixtures. Bronze or black are recommended. Response: The lighting plan indicates bronze poles and fixtures. 14. Add a note to the lighting plan to clarify that the 20' mounting height includes any bases that might be proposed. Response: A note has been added to the lighting plan on Sheet SP10. 15. Revise the lighting plan to include complete information on building-mountedlights. Response: All building -mounted lights have been removed except for two emergency lights that both emit less than 3,000 lumens. 16. Eliminate non -full -cutoff fixtures that emit 3, 000 lumens ormore. Response: All light fixtures are full cutoff. Refer to cutsheets. 17. Update the photometric plan to include ground -level illumination from building -mounted fixtures. Show that the building entrance is not over -illuminated. Response: Building -mounted lights have been removed except for 2 emergency lights, which emit less than 3,000 lumens. 18. Eliminate building -mounted light fixtures other than those required for safety/security. Response: Building -mounted lights have been removed except for 2 emergency lights, which emit less than 3,000 lumens. 19. Add the standard lighting note to the plan. Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle. Response: The note has been added to the lighting plan on Sheet SP10. 20. Response. The plant species have been increased so that any one species does not excced 25% of the total proposed for that species. The computations have been updated to verify this. Refer to Landscape Plan Sheet SP9. 22. Revise the planting size of the large EC frontage shade trees to 3" caliper. Response: The large EC frontage trees have been revised. Refer to Landscape Plan Sheet SP9. 23. Intersperse flowering ornamental trees among the large EC shadetrees. Response: Flowering ornamental trees have been intersperesed among the EC shade trees. Refer to Landscape Plan Sheet SP9. 24. Increase shrub planting height to a minimum of24 ". Response: Shrub planting height has been updated to 24". Refer to Landscape Plan Sheet SP9. 25. Add perimeter parking lot trees near the south end of the eastern property line where there are no easement conflicts. Response: Where possible, we have Increased the number of parking lot trees at the south end of the eastern property line where there are no easement conflicts. Refer to Landscape Plan Sheet SP9. 26. Increase the variety of trees along the north side of the building andparcel. Response: Nine tree species have been indicated (3 for each classification of tree). Refer to Landscape Plan Sheet SP9. 27. Locate trees on the north side of the building to coordinate with the architectural design. Response: This has been addressed since this area is not visible from the EC. 28. On the north side of the building, in areas where planting space is wider, pursue altemate grading and/or additional planter boxes to soften the appearance of the building's walls and to possibly provide for larger-growingtrees. Response: This has been addressed since this area Is not visible from the EC 29. Add the standard plant health note to the plan. All site plantings oftrees and shrubs shall be allowed to reach, and be maintained at, mature height, the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. Response: The standard plant health note has been added to the landscape plan. Refer to Landscape Plan Sheet SP9. 30. identify on the plan the color proposed for the retaining walls. Response: The color of the retaining walls is to be Richmond color by Anchorwail Vertica. This is a beige earth -tone. Coordinate site and architectural plans regarding retaining walls on the north side of the building. Response: This has been addressed since this area is not visible from the EC. 32. Show tree protection fencing on the landscape and grading plans. Response: Tree protection fencing has been added to the landscape plan and grading plan. 33. Provide the tree conservation checklist on a sheet of the site plan. Response: The signed tree conservation checklist is provided on Sheet SP9. 34. Provide documentation that accurately reflects the colors proposed for the project at a work session prior to final approval. Response: Documentation has been provided prior to the Worksession. Please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing. 2 A rremo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding' or by other means will facilitate review and approval. 3. Tiie attached "Revised Application Submittal' form.
