Subject: Final Comments for SP201700029 St. Anne's Belfield
The following comments are provided as input from the Zoning Division regarding the above
noted application(s).
1. A reasonable consideration of the Board in considering the Special Use Permit
will include, as described in Section 33.6(b):
(i) the existing use and character of property,- (ii) the comprehensive plan; (iii) the
suitability of property for various uses;
a. The existing residential use of the property is closely related to a small residential
institutional use.
b. Additionally, the property is surrounded by institutional and residential uses, and
the proposed school use would appropriately fit with the existing character of the
surrounding properties.
c. All properties in question are currently zoned R-1, for low density residential use.
The parcel currently subject to the Special Use Permit has a comprehensive plan
designation of Neighborhood Density Residential, indicating a density at or below
3-6 units per acre. This designation also indicates uses that support the
neighborhood, including institutional uses. The properties requested to be added
to the Special Use Permit, TMP 60-57F and TMP 60-57E, have a comprehensive
plan designation for Institutional uses like schools, likely due to the properties'
proximity to UVA-owned parcels.
2. Site disturbance as proposed in the application will be under 10,000 sf, so no site plan
approval will be necessary.

3. Approval of the Special Use Permit will be contingent on Virginia Department of Health's
approval of the septic systems on the property for the proposed use, and on the
Albemarle County Fire & Rescue's approval.
4. A conservation plan highlighting the paths and describing the erosion controls for paths
and outdoor recreation areas is recommended.
5. Conditions (SPs)
a. The three parcels must be combined as a condition of Special Use Permit
approval.
b. Residential occupancy will be limited to 8 students and the dorm faculty and their
families.
c. The residential site shall be developed in substantial accord with the concept
plan entitled Proposed Parcel Details, dated December 14, 2017, except that
changes may be made provided the Zoning Administrator finds that all other
special use conditions are met.
