Thank you for your review and feedback on the plans for Commonwealth Apartments. The following changes
have been made in response to your comments:
C. Stormwater Management Plan(SWMP)
1. Show the VRRM spreadsheet on the plan and state that the additional nutrient credits were
purchased.
The VRRM summary is provided on Sheet C6. The stormwater management summary section
^i'L on Sheet C2 states that the additional nutrient credits have been purchased.
5. Show pipe clearance/s in the storm profiles where they cross.
The sewer location/elevations that Alex Morrison had sent us were not able to be built as
shown. We have not received an updated design. I have updated the profile of the storm pipe
to show the approximate location of crossing and have specified for the separation to exceed
a 12"minimum. This is located on Sheet C5.
6. Show proof that the site will meet the 1% of total drainage area in your analysis. Show the site's
DA and point of analysis. Name the downstream stormwater conveyance system, and its DA.
WPO201400099 was previously approved showing that the site met 1% of the total drainage
area. The downstream stormwater conveyance system and drainage area is now named in the
stormwater narrative on Sheet C2.
D. Erosion and Sediment Control Plan (ESCP)
4. Specify on plans an approved mix for graded slopes steeper than 3:1.
Liriope spicata had been specified on the Site Plan Amendment, but not the VSMP. The VSMP
is now updated with this specification, shown on Sheet C6.

County Code section 17-410 and Virginia Code § 62.1-44.15:34 requires the VSMP authority to act on any VSMP
permit by issuing a project approval or denial. This project is denied. The rationale is given in the comments below.
The application may be resubmitted for approval if all of the items below are satisfactorily addressed. The VSMP
application content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary.
(Rev. 1) Provide a SWPPP.
Response: An updated SWPPP has been provided. This property is currently approved for
grading under a different WPO plan. When the new owner beigns work on the amended plan, the
SWPPP will be updated with certificaitons signed by new owner.
(Rev.3) Complete the Registration Statement; Provide copy of DEQ permit when obtained;
Fill out sections 8, 9 & 10.

VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-403.
1. (Rev. 1) Contact Ana Kilmer about additional (+0.28 lb) nutrient credit purchasing.
Response: We will follow up with Ms. Kilmer about the contract for approval.

The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package
with a completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond
estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the
fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

Thank you for your review and feedback on the plans for Commonwealth Apartments. The following changes
have been made in response to your comments:
1. Now that all comments have been addressed, we will contact Ana Kilmer about the nutrient credit
requirements.
2. Thank you for catching that mistake, I have now updated the LD-229 table to match the storm pipe profile.
The note has been included on the profile. Roof drains are now shown on the plans (C4), and the pipe
calculations have been updated to include the runoff from the entire building in the second pipe.
D. Erosion and Sediment Control Plan (ESCP)
3. The location you have mentioned is an inlet. The pipe is extremely deep and flows from north to south.
4. We have now called for Liriope spicata to be planted as low maintenance ground cover.
8. The location has not yet been decided.

estimate request form and fee to the Department of Community Development. One of the plan reviewers
will prepare estimates and check parcel and easement information based on the approved plans. The
County's Management Analyst will prepare bond agreement forms, which will need to be completed by
the owner and submitted along with cash, certificates or sureties for the amounts specified. The
agreements will need to be approved and signed by the County Attorney and County Engineer. This may
take 2-4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the
remainder of the application fee. The form identifies the contractor and responsible land disturber, and the
fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.

Thank you for your review and feedback on the plans for Commonwealth Apartments. The following changes
have been made in response to your comments:
A. Stormwater Pollution Prevention Plan (SWPPP)
1. An updated SWPPP has been provided. This property is currently approved for grading under a different
WPO plan. When the new owner begins work on the amended plan, the SWPPP will be updated with
certifications signed by the new owner.
B. Pollution Prevention Plan (PPP)
1.A PPP is included in the SWPPP.
C. Stormwater Management Plan(SWMP)
1. We will follow up with Ms. Kilmer about the contract for approval.
2. A stormpipe profile is now included in the VSMP on sheet C4. Calculations and drainage area maps are
included in the SWM packet.
3. Stormpipe velocity calculations are included in the SWM packet.
4. Stabilization includes permanent seeding and low maintenance ground cover, which is indicated by a
dotted hatch on sheet C6.
D. Erosion and Sediment Control Plan (ESCP)
1. The critical slopes waiver approval is listed on the cover sheet, under zoning information.
2.An existing conditions sheet has been added. See sheet C3.

County Code section 17-410 and Virginia Code § 62.1-44.15:34 requires the VSMP authority to act on any VSMP
permit by issuing a project approval or denial. This project is denied. The rationale is given in the comments below.
