Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Engineering Services (Engineer) Albemarle County Information Services (E911) (attached) Albemarle County Building Inspections Albemarle County Department of Fire Rescue Albemarle County Service Authority Virginia Department of Transportation (attached) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that will be required to be resolved prior to preliminary plat approval. The Lead Reviewer will either approve with conditions or deny the preliminary plat within 15 days of the Site Review Meeting. [Chapter 141 The mailing fee of $215.00 has not been paid. The preliminary plat cannot be approved until this payment has been made. The fee will need to be paid by April 18, 2018 in order for the plat to be approved. Albemarle County Planning Services (Planner) — Lea Brumfield, lbrumfield@albemare.org — Required changes prior to final plat approval: 1. [14-232 (A) and 14-234] A private street request will need to be approved by the Planning Commission for the Private Road `B", connecting to Wahoo Way. a. [14-234 and 14-3061 The applicant will need to follow the procedures to authorize private streets in accordance § 14-234. This includes submittal of a written request for approval of a private street, and submittal of all supplementary materials specified in § 14-234(A). 2. [14-302 (A)(3)] State the widths of all existing and platted streets, including Mountainwood Road (State Route 1112), Old Lynchburg Road (State Route 780), Country Green Road (State Route 875), Wahoo Way, and the proposed Public Road "A" and Private Road `B". 3. [14-302 (A)(3)] State the names for Public Road "A", Private Road `B", and Private Alley on sheets C4 and C6. See County Information Services E911 comments below for road naming procedures. 4. [14-302 (A)(4)] State the width of proposed sanitary sewer and water easements. 5. [14-302 (A)(4)] Revise the label on Sheet C4 for the new private alley easement. It should state "Proposed 30' Private Alley Easement." 6. [14-302 (A)(4)] Revise the label on Sheet C6 for the new private street easement. It should state "Proposed [easement width] Private Street Easement." 7. [14-302 (A)(8)] Provide the approximate dimensions of each proposed lot. 8. [14-302 (A)(9)] Depict the location, area, and dimensions of a building site on each proposed lot, complying with the requirements of section 18-4.2. The plat shall also contain the following note: "Parcel [letter or number] and the residue of Tax Map/Parcel [numbers] each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance." 9. [14-302 (A)(12)] Provide proposed grading with a contour interval equal to the intervals of the existing topography. Proposed grading shall show all grading on each proposed lot, including access, clearing, and all other lot improvements. a. [14-304 and 18-30.7.31 As portions of the site are located within the steep slopes overlay, with a classification of Managed Slopes, the applicant must submit a written request to disturb Managed Slopes, ensuring that any land disturbance complies with the design standards in § 18-30.7.5. 10. [14-302 (A)(13)] Depict proposed sewer lines and related improvements to serve tax map parcel 07600- 00-00-05400, as depicted in application SDP201800006. For reference, this site plan and the aforementioned subdivision plan disagree on the sewer line locations. 11. [14-311 and 14-4171 Submit a Water Protection Ordinance (WPO) plan. Approval of the WPO plan is required prior to final plat approval. Please refer to Engineering comments below for additional information related to stormwater, grading, and drainage. a. [14-302 (A)(13) and 14-3051 See Engineering comments regarding proposed stormwater management facilities. These should be shown on the final plat. b. For reference, prior to final approval of SDP201800006, the stormwater management facilities depicted in SDP201800006 on SUB201800034 in the area labeled Open Space G, must be coordinated between the two plans. An instrument ensuring continued use of this stormwater retention for TMP 07600-00-00-06500 must be recorded. 12. [14-302 (11)(5) and 14-302 (11)(6)] State all applicable overlay zoning districts in the General Notes table on sheet Cl. The full fourteen digit TMP number of each lot should be stated: 07600-00-00-046AO and 07600-00-00-045A0. Both lots are zoned R2 Residential and are within the Entrance Corridors overlay Zoning District. 13. [14-422] Depict required sidewalks and planting strips for street trees and other vegetation along the proposed Public Street A in greater detail on the final plat. The sidewalks must be accepted for maintenance by the Virginia Department of Transportation prior to final plat approval. a. [14-422] The sidewalks will need to be designed and constructed the minimum standards of the Virginia Department of Transportation or the design standards manual, whichever is greater. 14. [14-303] The final plat must comply with all applicable standards in § 14-303. 15. [14-311] The applicant must file a separate Application For Road Plan Approval. The road plan application must be reviewed, approved, and bonded prior to approval of the final plat. a. [14-410 and 14-4121 The new private street will need to meet the minimum street standards for all streets as outlined in 14-410. The new private street will need to meet the minimum standards for private streets in the development areas, in accordance with § 14- 412(A)(2)(b). 16. [14-317] Private street maintenance agreements for Private Street B and the private alley will need to be reviewed and approved prior to final plat approval. "It is intended by this article that all roads within the county which serve or are designed to serve three (3) or more dwelling units or business structures shall be named." Please review the procedures in the Road Naming and Property Numbering Manual to decide upon a road name for the road accessing Old Lynchburg Road. We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable. Commissioner April 3, 2018 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Lea Brumfield Re: Royal Fern — Preliminary Subdivision Plat SUB -2018-00034 Review #1 Dear Ms. Brumfield: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 20 February 2018, and offers the following comments: 1. The proposed entrance on to Route 780 does not meet corner clearance/Access Management spacing requirements from Route 631. 2. Sidewalks outside the right of way will not be eligible for State maintenance. This should be noted on the plans and the final plat. 3. Note that the final subdivision/road plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
