Good Afternoon, Randy.
I have reviewed your recent resubmittal of plans for the 5t" Street Commercial project. I have one comment on the
submittal:
The elevation drawings were revised to include a list of building materials and colors, and the locations of the
various materials are called out on the drawings. However, there are two colors of stucco proposed, and I can't
determine from the drawings which color goes where. Please have the elevations revised to indicate where the
"mountain" and "tuxedo" stucco colors will be located on the buildings.
Please submit one set of revised elevations addressing this comment. Please submit the elevations to scale, on 24" x 36"
sheets. (The 11 x 17 is very difficult to read.) Also, it would be very helpful to have electronic versions of the submittal
materials.
I look forward to receiving your revised elevation drawings and issuing a Certificate of Appropriateness for this project. If
you have questions, feel free to contact me.

Re: ARB-2017-01: 5°1i Street Commercial — Final
Dear Ms. Maliszewski:
This is in response to a letter from Ron Higgins, AICP, dated August 11, 2017. The
Architectural Review Board ("ARB") approved the above referenced application, subject to staff
administrative approval of the following conditions:
I. - 4. The revisions requested by ARB in items (1) through (4) for Buildings A, B and C
are shown on Page A.2.01 of the Fifth Street Development Plans prepared by Henningsen
Kestner Architects dated April 28, 2017, last revised February 9, 2018. Although not
specifically requested, we have also included a Roof Plan for Building A, Page A.1.02 prepared
by Henningsen Kestner Architects dated April 28, 2017, last revised February 9, 2018, reflecting
an overhead view of the drive through;
5. The Lift Loss Factor (LLF) used to calculate the photometrics is shown on Sheet 12,
Note # 6 of the 5 Street Commercial Development Final Site Plan, dated February 21, 2017,
and last revised February 28, 2018, prepared by Collins Engineering (the "Final Site Plan");
6. The lighting plan has been revised to include the location of and illumination from the
LED down lights; as shown on Sheet 12 of the Final Site Plan dated February 21, 2017, and last
revised February 28, 2018;
7. The tree protection fencing is shown on Sheet 3 of the 5t' Street Commercial
Development VSMP Plan prepared by Collins Engineering, dated December 12, 2016; and on
Sheet 11 of the Final Site Plan dated February 21, 2017, and last revised February 28, 2018;
8. The Comprehensive Sign Plan prepared by Gropen, dated April 2, 2017 and last
revised March 20.2018 (the "CSP"), was corrected on Page 4 of 7, and on the right hand margin
of each page to identify Holly Green as 3630-76;
9. The following General Note was added to Page 1 of 7 of the CSP dated April 2, 2017
and last revised March 20.2018 ..."All sign areas and sizes must comply with Albemarle
County Code Chapter 18, Section 4.15 — Signs and with Albemarle County Architectural Review
Board Sign Guidelines and will require individual sign permit applications";
10. The Note regarding 3,000-lumen where it referenced internal illumination was
removed from the GRAPHICS DETAILS on Page 3 of 7 and on Page 4 of 7 of the CSP, dated
April 2, 2017 and last revised March 20.2018;
11. Notes were added under the GRAPHICS DETAILS on Page 3 of 7 and on Page 4 of
7 of the CSP, dated April 2, 2017 and last revised March 20.2018, to provide: "Backgrounds of
graphics may be required to be opaque to meet the sign guidelines;
12.-13. Items (12) and (13) will be addressed in a separate sign application to be
submitted following ARB approval of the Comprehensive Sign Plan; and
14. Freestanding sign detail has been removed from the Final Site Plan dated February
21, 2017, and last revised February 28, 2018.
Please note that the following changes were made to the CSP dated April 2, 2017, and
Iast revised March 20. 2018, which were not required by ARB:
A. The Return/Trim Color specifications on Page 3 of 7, on Page 4 of 7 and on the right
hand margin of each page were changed to `Black -Grey (RAL 7021)", as requested
by Hilton Displays on behalf of one of our proposed tenants - Starbucks;
B. Although not visible from the streets, sign bands were added to the rear of Building A
as reflected on Page 5 of 7 of the CSP; and
C. The margins of the tower sign bands were adjusted to be measured from the top of the
windows and the bottom of the parapet as opposed to the structural supports -thereby
providing additional space for future signs; as shown on Page 5 of 7 of the CSP,
Finally, per your request, enclosed please find two full sets of the following:
1. Fifth Street Development Plans prepared by Henningsen Kestner Architects dated
April 28, 2017, last revised February 9, 2018;
2. Yh Street Commercial Development Final Site Plan, dated February 21, 2017, and last
revised February 28, 2018, prepared by Collins Engineering;
3. 5 h Street Commercial Development VSMP Plan, Sheet No. 3, dated September 12,
2017, prepared by Collins Engineering;

4. The Comprehensive Sign Plan prepared by Gropen, dated April 2, 2017 and last
revised March 20. 201and
S. The County of Albemarle Revised Application Submittal Form.
To assist in the review process, where permitted, any changes, modifications or additions
to the above referenced plans were highlighted in yellow. To the best of my knowledge, no other
changes were made to the plans other than those addressed herein.

RE: ARB-2016-127: Fifth Street Commercial — Resubmittal for final ARB Action
Dear Mr. Roell,
We have received the above -referenced resubmittal for ARB final action. The following items are missing
and still needed for final review and action by the ARB:
1. Provide site sections and/or perspective views to clarify visibility of rooftop equipment
from I64.
2. Submit a comprehensive sign plan and design criteria with the next ARB submittal.
Comprehensive sign criteria will need to be approved before final ARB approval is given
for the building and site.
We cannot proceed with review until the missing items are submitted. Once the missing items are received, we
will review and notify you of the new ARB meeting date.
