Subject: Review Comment Letter #3 re: SDP201700065 (Boar's Head Inn Lobby Renovation and Parking
Relocation — Minor Amendment — Revision Date 4/9/2018)
The above -referenced revised site plan (dated 4/9/2018) has been reviewed by the Planning Services Division of
the Albemarle County Department of Community Development (CDD). Third review comments are provided in
bold typeface.
The site plan is not acceptable to CDD -Planning Staff per applicable Albemarle County Code, and is not approved
at this time for the reasons identified below. (Note: see review comment #10 regarding site plan title and content,
and review comment #12 regarding the outstanding need to obtain tentative approvals from all other applicable Site
Review Committee (SRC) plan reviewers.)
The Planner for CDD will approve the plan referred to above when all outstanding review comments have been
satisfactorily addressed, and when (tentative) approvals are obtained from all other SRC plan reviewers (as
applicable). The following comments are those that have been identified at this time; additional comments or
conditions may be added or eliminated based on further review. [Comments are preceded by the applicable
reference to the Albemarle County Code.]
1. Please delete General Note 420 (referencing ZMA200400015) on Sheet CO. 01; this subject property is not
subject to that prior zoning map amendment or the associated proffers. Review -2: Addressed.
2. Please address and resolve discrepancy between Sheets C2.04, C3.02, and L3 regarding the proposed limits of
disturbance as well as the proposed configuration of the curb treatment on the eastern side of the southeastern
entrance on Berwick Road. Please also revise calculations accordingly. (Note: Sheets C2.04 and C3.02 show
the limits of disturbance stopping ha#ivay across the existing entrance, but Sheet L3 shows the limits of
disturbance including the entire entrance as well as the adjacent curb and landscape area. Similarly, Sheets
C2.04 and C3.02 show an unmodified angular curb, but Sheet L3 shows a modified curb with a new radius in
addition to the existing angular curb) Review -2: Addressed.
3. [Chapter 18, Section 32.5.2(a)]: Please identify the Tax Map and Parcel number (#59D2-01-2) on Sheet T1.01.
Review -2: Addressed.
4. [Chapter 18, Section 32.5.2(a)]: Please depict and/or clearly label the property boundaries of the subject
property on Sheets T1.01, C1.01, C1.02, C2.03, C2.04, C3.01, C3.02, C3.03, C3.04, and E1.01. Please include
departing lot lines, where applicable. Please also add a property boundary symbol and label to the Legend on
Sheet CO.OI. Review -2: Addressed.
5. [Chapter 18, Section 32.7.9.4(a), and Sections 32.7.9.6(b) and (c)]: Please add Planting Schedule to Sheet L3
as required, and to demonstrate that the landscaping materials labeled "PO" satisfy minimum landscaping
standards for a parking area having five (5) or more parking spaces. Review -2: Addressed.

6. [Chapter 18, Section 32.7.9.4(b)] Please show location(s) and type(s) of tree protection measures on Sheets
C2.03, C2.04, L1, L2, and U. Review -2: Addressed.
7. [Chapter 18, Section 32.7.9.6 and Section 32.7.9.8]: Please revise the landscaping area calculations on Sheet
L3 as follows:
a. The calculations currently show "5 shade trees shown for 45 parking spaces," which is acceptable.
However, please also include a calculation of the total landscaping area achieved by those "5 shade
trees" using the provided "Plant Canopy Calculations" document, and include the resulting area in
your calculations.
b. The calculations currently show "total tree canopy area (minus area of parking vegetation)" = 1,320
SF. This is incorrect — the area of landscaping that is proposed to meet the landscaping requirements
for parking and circulation areas is to be included in the total tree canopy area calculation. Therefore,
please remove the "(minus area... " language; and please do include the calculation of the landscaping
area provided by the "5 shade trees" (see comment 7-a, above) to demonstrate that the total tree
canopy area will meet or exceed the 3,263 SF area required for this site.

9. [Chapter 18, Section 4.17.4 and Section 32.6.2(k)]: Please clarify the proposed outdoor lighting. The
Demolition Plan sheets include notes that the existing lighting fixtures will be removed, protected, and reused,
but the Site Plan sheets are unclear about which outdoor lights will be reused, and where. Please revise the
notes on Sheets C3.02 and C3.03 to address this; and if new outdoor lighting fixtures are being proposed,
please include cut sheets and/or other specifications to demonstrate compliance with outdoor lighting standards
in 4.17.4. Review -2: Thank you for confirming the proposed reuse of existing outdoor lighting (as able).
As indicated in your comment response letter, please provide cut sheets for the proposed new outdoor
lighting. Thank you.
Review -3: Addressed.
10. Review -3 [Chapter 18, Sections 32.6.2(a) and 32.5.2(a)]: Please revise the title on Sheet T1.01 to remove the
label "Planning Set" and to include the file number (SDP201700065) and type (Minor Site Plan Amendment).
Please ensure all Sheets required for Minor Site Plan Amendment approval are included in the SDP201700065
submission (including any applicable Sheets which may have been provided in the "Engineering Set" but not
included in the "Planning Set," as may be applicable).
11. Review -3 (ADVISORY / RECOMMENDATION): [Chapter 18, Section 4.12.1(1) and Sections 32.7.2.1(a)
and 32.7.3(a)]: To maximize the safety and functionality of the expanded parking area, and to minimize
potential conflict between vehicles and pedestrians, Staff recommends (but does not require) consideration of
revising Sheet C3.01 "Site Plan" to improve pedestrian access from the ten (10) new parking spaces, across the
reconfigured service drive/ travelway, and to the "6' flagstone sidewalk" adjacent to the Inn.
Potential ways to improve this access could include the addition of a short (<20') segment of sidewalk, located
between the proposed new universally -accessible parking space and proposed light fixture, which would
connect the proposed new parking area travelway to the pathway labeled "6' walk to match existing;" or the
addition of second striped pedestrian crossing of the reconfigured service drive/travelway; or by another
method. (Advisory / for applicant consideration only.)

12. Tentative approval(s) must be obtained from all other applicable plan reviewers prior to Community
Development granting approval of this minor amendment (SDP201700065). Review comments received to
date are provided below. Please continue to coordinate directly with all other applicable plan reviewers; and
please submit four (4) copies of the plans to CDD for approval signatures after all required revisions have been
made and after each plan reviewer has signified their tentative approval. Review -2: To date, County staff
have not received tentative approvals from all plan reviewers; please continue to coordinate directly
with each plan reviewer towards obtaining tentative approval, prior to submitting four (4) copies of the
Minor Site Plan Amendment to Community Development for approval signatures.
