Thanks for including me on your email. After reviewing Section 14-427 in the Subdivision Ordinance and consulting with
others on how we've treated similar areas, I suggest the following re-wording of these notes:
Note 10: "Lot 1 is a special lot established solely for the purpose of stormwater management and greenways."
Note 11: "Lot 1 is reserved for future dedication for public use. The Pantops Master Plan portion of the County's
Comprehensive Plan designates this area for Parks."

Sec. 1442' Reser.ation of land for public use.
The subdivider may reserve for future dedication to the county a part of the property suitable for
parks, schools, open space and other public facilities, utilities and other public or semipublic uses, as
follows:
A. The hoard of supervisors shall not he required to compensate the subdivider for the
reservation of land if the dedication is a gift, required by a proffer as part of a conditional rezoning,
required as a condition of a special use permit, variance, or other approval, or if the need for the land is
substantially generated by the subdivision.
B. Land reserved under this section shall be set apart on the final plat and be identified by a
note on the plat stating that the land is reserved for future dedication for public use.
C. The determination of whether the need for the land is substantially generated by the
subdivision shall be made by considering the factors for a determination set forth in section 14-424113)..
D Nothing in this section precludes land being reserved for public use which is not included
in the comprehensive plan,provided the land is acceptable to the county for reservation
E. The agent shall not require that land be reserved in a manner that would render it
unusable to the subdivider if not used for the intended public purpose
F. The subdivider may petition the board of super.isors to release a reservation if the land is
not used for a public purpose,using the procedure in section 14-212 2.

Charlie—Mike wanted me to run this set of comments by you. In the comments from planning, " 1. Section 14-
302(A)(14)/Section 14-426/Section 14-427—The Pantops Master Plan for Parks and Green Systems shows that a
portion of this parcel is recommended for future land use as a park.We recommend revising the plat to
accommodate this proposed designation and reserve it for future dedication. (Dan Mahon, Department of Parks
and Recreation) "
Note#10 already reads "Lot 1 is a special lot established solely for the purpose of stormwater management,greenways,

I plan on adding to note#10 to read Lot 1 is a special lot

Remarks: A similar plat was reviewed and approved in early 2014 (SUB201200132) that created
three lots total (SUB201200132), but the applicant is now seeking approval for just two lots. There is
some additional history under another similar plat that was eventually withdrawn (SUB201200079).
