The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
1. [Comment] The public notification fee of $215 was not paid prior to the SRC meeting. Please pay the
fee prior to any further review/action of the plan.
2. [32.5.2(d), 30.7.4(b)(h)] [32.5.2(d), 30.7.4(b)(h)] Source of Topography. The steep slopes depicted
on the plan do not match those slopes that are depicted on the County GIS Overlay, which is a zoning
district adopted by the Board of Supervisors. Provide the source of the topography utilized on the
plan. Prior to approval of the final site plan, the County Engineer must sign off on the topographic
information as being more accurate.
3. [32.5.1(c)] The following improvements are proposed on adjacent parcels and require recorded
easements prior to final site plan approval:
* TMP 77-7: sanitary sewer pipes and stormwater management pipes
* TMP 77-9A: public water lines, stormwater management pipes, drainage inlets, drainage easements,
sight distance easements, and road improvements.
* TMP 77-813: road improvements, temporary construction easements, public dedication of right-of-
way (for areas outside of existing dedicated r/w), sight distance easement, stormwater management
pipes, and drainage inlets.
Prior to final site plan approval the required offsite easement shall be platted. The DB PG reference
information of these actions shall be provided on the final site plan.
4. [32.5.1(c)] The proposed building and a proposed retaining wall are within an existing VEPCO
easement (DB 424 PG 4340). Prior to final site plan approval provide written documentation from the
easement holder that the proposed improvements are permitted within the easement. Otherwise,
relocate these improvements outside of the easement.
5. [32.5.1(c)] A proposed retaining wall is within an existing VEPCO easement (DB 1432 PG 13). Prior
to final site plan approval provide written documentation from the easement holder that the proposed
improvement is permitted within the easement. Otherwise, relocate these improvement outside of the
easement.
6. [4.20(b)] Stepbacks. On the plan label the actual height of the building and the number of floors.
Without this information staff is unable to determine if stepbacks apply. For each story that begins
above 40 feet in height or for each story above the third story, whichever is less, the minimum
stepback shall be 15 feet.
7. [32.7.2.3(a)] Sidewalks along streets. Provide sidewalk on one side of the existing and proposed
public street serving the development. Based on the prescriptive easement for the roadway the
sidewalk is only required on one side of the road (the side on the subject property).
8. [4.12.18(a)] Minimum Design Requirements. Dimension the clearance height for the loading area. The
minimum is 14.5' clearance height.
9. [32.5.2(f)] Existing and Proposed Improvements. Label the max height of all retaining walls.
10. [Comment] Provide directional arrows on the travelways throughout the plan.
11. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and
constructed as required by the standards of the Virginia Department of Transportation. VDOT
approval of the proposed entrance(s) to the site shall be required prior to final site plan approval.
12. [32.5.2(i)] Streets, easements and travelways. Label Avon Court as either public or private. If public
label the State Route Number. Depict and label the end of state maintenance.
13. [32.7.1.2] Reservation for Future Dedication. Revise the extent of the roadway being dedicated to
public use as required by VDOT. Also, on the plans set apart and label an area of land for the right-of-
way and for temporary construction of the roadway that extends to TMP 77-7. Label this area as
"Hereby reserved for future dedication upon demand of the County".
14. [32.5.2(n)] Existing and proposed improvements. If there is to be a sign for the proposed use, on the
final site plan depict and label the sign location. (Depicting the sign on the final site plan is not
approval of the sign location or type).
15. [32.7.9.5] Street Trees. Revise street tree calculations and plantings to include the areas for the
entrances and the area fronting the building. Staff measures 381 linear feet of frontage. Based on the
prescriptive easement for the roadway the street trees are only required on one side of the road (the
side on the subject property).
16. [32.7.9.8] Tree Canopy. When calculating the required tree canopy do not subtract the SF for the
proposed improvements, such as the building. Revise the calculations.
17. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. On the landscape plan identify whether existing
wooded areas are evergreen, deciduous, or a mix thereof.
18. [32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to
satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval.
If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the
following:
A. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.
B. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to
ensure that the specified trees will be protected during construction. Except as otherwise expressly
approved by the agent in a particular case, the checklist shall conform to the specifications in the
Virginia Erosion and Sediment Control Handbook, pages III -393 through 111-413, and as hereafter
amended.
19. [32.5.2(n)] Outdoor Lighting. Any proposed outdoor lighting must be shown on the site plan. A
photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting
must comply with requirements of Sec. 4.17 of the Zoning Ordinance.
20. [4.14, 4.14.1- 4.14.5] Performance standards for industrial uses apply to the proposal. On sheet 1
provide the following note: "Performance standards for industrial uses apply to the proposal as
dictated by Section 4.14.1 - 4.14.5 of County Code and the use shall be subject to those standards ".
Also, on the sheet 1 provide the following note: "This use is subject to Section 4.18 Noise
regulations. "
21. [4.14.5] Certified Engineers Report. A Certified Engineers Report shall be completed/complied with
prior to the approval of the final site plan.
22. [32.6.2(h)] Signature Panel. Provide the required signature panel. Assure that each member of the
site review committee is provided a signature line.
23. [Comment] The final site plan shall not be approved until all SRC reviewers have approved the
plan. Their comments attached.
24. [Comment] Economic Development Access Project Grant Program. The applicant seeks to build the
public road through the state's Economic Development Access Project grant program. The following
design elements were discussed:
1. Right -of -Way shall be 40 -foot wide (with 28 - 29 feet of road from curb -to -curb) — please work
with VDOT for requirements as they may be modified during the design).
2. Curb/Gutter/Sidewalks — Curb and gutter is required. The grant may be able to accommodate the
cost for sidewalks on both sides, but if not, sidewalk would be installed on the other side of the road
when that lot develops.
3. Fire truck turnarounds —a turnaround sufficient for fire trucks shall be required at the end of the
street. The turnaround area provided through the width of the right-of-way and the width of the
proposed entrances may be adequate. Prior to final site plan work with Shawn Maddox at Fire Rescue
and VDOT on the turnaround.

Engineering Comments (David James):
1. Remove/Strikeout the E&SC notes and details, and the E&SC phase plans from the set (C3.0 -
C3.3).
2. Sheet C1.0 — Add the County's General Construction Notes for Streets. Remove the County
notes for Stormwater Management & Erosion and Sediment Control.
3. Show grade in parking lot (5% max grade). Show grade or spot shots for handicap parking space
(2% max grade).
4. Show/Label location of floodplain/floodway limits.
5. Show/Label location of WPO buffer.
6. You're showing the steep slopes differently. Use the County's GIS overlay for steep slopes.
7. Ensure that all existing easements with deed book references, locations & dims are being
shown.
8. Provide right-of-way width centered on Avon Ct. if it is to be state maintained.
9. In addition to Avon Ct., also provide the profiles of the entrance roads leading to parking lots.
Private road standards will be requested (with profiles) per 18-4.12.15.d where travelways
exceed 100 feet in length without parking [DSM, Sect.7C]. Also, see county's private street
standards summary [DSM, Sect. 7F].
10. Provide typical section for Avon Ct. and pavement surface, base, sub -base thicknesses and
materials.
11. Sheet C4.1— Label intersection entranceways and station location on the Avon Ct. profile.
12. Sheet C5.1— Show max height & location on walls.
13. A building permit is required for walls. Please refer to the Building Official [DSM].
14. Provide engineered plans and computations for the retaining wall design for all the walls that
are next to parking or travelways. Specify all structural components and dimensions of wall.
The following items will be required [DSM]:
a. A typical detail. (VDOT standard walls are acceptable)
b. Specific details as required for unusual or possibly conflicting areas. An example is
where utilities are expected to go through walls or footings.
c. Certified computations to support the design (for wall over 5' high). All soil and bearing
assumptions, as well as reinforcement materials and assumed loadings must be
included.
15. Provide guardrail over any slope steeper than 3:1, wall, or drop-off greater than 4', with start
and end sections labeled, and VDOT designations (GR -2, GR -2a, etc.).
16. Provide safety provision(s) for vehicles and pedestrians for walls over 30" high. This is typically a
guardrail, wall, or fencing [DSM].
17. Show location in profile view the retaining wall & depth of footing where stormpipe 109 will
cross under.
18. Specify/show areas of 3:1 slope or greater where low maintenance (not grass) ground cover
shall be placed.
19. Provide VDOT entrance permit or approval. VDOT to approve each entrance onto public street
[18-32.7.2.1].
20. Provide turnaround design at end of Avon Court, meeting standards [18-32.7.2.2].
21. Provide horizontal curve start, end point and radii labeled, meeting standards.

Mr. Perez:
As requested by your department, I have reviewed the subject site plan, dated 3/5/18, for
compliance with VDH regulations. It appears that all proposed construction is to connect
to ACSA water and sewer systems of which I have no comments or concerns.
Regarding the existing residence and accessory structures, I can find no septic or well
records on file. Sheet C2.0 shows what may be a symbol for a private well, near the SE
corner of the mobile home, however there's no reference to that symbol in the legend on
Sheet CLO. If indeed there are any wells, it (they) must be abandoned in accordance with
12VAC5-630-450 of the Private Well Regulations prior to any land disturbance in those
locations. Please note well abandonment on this property will require permitting through
the Charlottesville/Albemarle Health Department.
In the event there is an existing onsite sewage disposal system within the area to be
developed, I strongly recommend any septic tanks be located and abandoned. While this
activity does not require a VDH permit, our office can provide instruction on proper
abandonment procedures.
Recommendation: Approval
Conditions: Abandonment of all wells and septic tanks within the area to
be developed

All connections to RWSA manholes shall be watertight and made with a flexible rubber boot. All coring methods,
the coring contractor and all materials for construction shall be approved by RWSA in writing prior to
construction. RWSA Engineering Staff shall be present for all cores into the manholes. Bypass pumping may be
required at the sole discretion of RWSA staff. Grouting of the manhole bench or interior may be required, at the
sole discretion of RWSA staff, for a smooth transition of flow. Existing manholes shall be backfilled to original
grade to the satisfaction of RWSA. Contact RWSA Engineering a minimum of 3 business days in advance to
schedule a core of a manhole.

1. Sanitary Sewer Profile— include the following note: "See RWSA sewer connection notes on sheet C4.0"

Rivanna Water & Sewer Authority (RWSA)
General Water & Sanitary Sewer Notes
Last Revised: April 2016
1. All materials and methods of construction shall comply with the latest version of the General
Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015,
except as modified below or modified in special notes.
2. RWSA shall approve all construction materials and methods of construction. A preconstruction
conference shall be held with RWSA prior to the start of any work.
3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001).
4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days
prior to the start of construction.
5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made
without coordination with and the presence of RWSA staff. No work shall be conducted on
RWSA facilities on weekends or holidays without special written permission from RWSA.
6. For sanitary sewer line construction: RWSA may require bypass pumping for tie-ins to the
existing system. All doghouse manholes must be pressure -tested before a connection is made to
the system.
7. The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
verification of the location, size and depth of all existing utilities, both surface and subsurface.
The Contractor shall immediately notify the Engineer of any discrepancies between the plans and
field conditions. The Contractor shall use due diligence to protect all utilities and structures from
damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be
repaired by the Contractor to the original condition at no additional cost to the Owner.
8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without
special written permission from RWSA. No grading shall be permitted in the RWSA easement
unless permitted otherwise by RWSA in writing.
9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and
RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey
may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass
pumping and/or pre- and post -CCTV may be required. RWSA may also require certification
from a licensed professional engineer stating that the proposed blasting will not damage any
RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to
the original condition at no additional cost to the Owner.
10. The contractor shall observe minimum separation requirements for utility crossings. When a
crossing is made under an existing facility, adequate structural support shall be provided for the
existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the
springline of the existing pipe.
11. New water main installations shall be pressure tested, chlorinated, flushed and have water
samples approved prior to making any permanent connection to the public water system.
Approved methods of filling and flushing new water mains will be required to prevent any
contamination of the public water system.
12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into
service.
13. No permanent structural facilities will be permitted in the RWSA easement. This includes
building overhangs, retaining walls, footers for any structure, drainage structures, etc.
14. Trees are not permitted in the RWSA easement.
