Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Timmons Group, dated March
05, 2018, offers the following comments:
Land Use
1. It is the understanding of the Department that an application for Economic Development
Access funds. How does this plan coincide with the future roadway plan?
2. Any work proposed on the neighboring parcel's portion of Avon Ct. will require
permission from the owner.
3. The proposed drainage easement on the neighboring parcel must be recorded prior to plan
approval.
4. The easterly entrance width needs to be a minimum of 30'.
5. The westerly entrance radius needs to be 25'.
6. If entrances are installed before improvement of Avon Court, the mill and overlay should
be at least to centerline.
7. For any widening of Avon Court additional right of way will be needed for proper
maintenance of the road way.
8. At the east entrance, it appears that the drainage structure and sight line will require an
easement from the adjoining landowner.
9. Please provide the storm drainage calculations along with the ditch inlet storm pipe. Also
provide HGL on the profiles and the WSE for the 10 yr. storm.
Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or
other requirements.

Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process.

RWSA has reviewed the initial site plan for Lighthouse Instruments as prepared by Timmons Group and dated 3/5/2018
and has the following comments:
Sheet C1.0
1. Include the RWSA General Notes (attached) this sheet.
Sheet C4.0
1. Label RWSA Manhole (MCI -MH -36) and Sanitary Sewer (RWSA 36"RCP San Sewer)
2. Proposed connection to RWSA manhole must be a minimum of 90 -degrees from the existing outlet pipe
3. Include the following RWSA sewer connection notes on the final site plan:
All connections to RWSA manholes shall be watertight and made with a flexible rubber boot. All coring methods,
the coring contractor and all materials for construction shall be approved by RWSA in writing prior to
construction. RWSA Engineering Staff shall be present for all cores into the manholes. Bypass pumping may be
required at the sole discretion of RWSA staff. Grouting of the manhole bench or interior may be required, at the
sole discretion of RWSA staff, for a smooth transition of flow. Existing manholes shall be backfilled to original
grade to the satisfaction of RWSA. Contact RWSA Engineering a minimum of 3 business days in advance to
schedule a core of a manhole.

1. Sanitary Sewer Profile— include the following note: "See RWSA sewer connection notes on sheet C4.0"
2. Label RWSA Manhole (MCI -MH -36)

RE: Lighthouse Instruments
Initial Site Plan

Mr. Perez:
As requested by your department, I have reviewed the subject site plan, dated 3/5/18, for
compliance with VDH regulations. It appears that all proposed construction is to connect
to ACSA water and sewer systems of which I have no comments or concerns.
Regarding the existing residence and accessory structures, I can find no septic or well
records on file. Sheet C2.0 shows what may be a symbol for a private well, near the SE
corner of the mobile home, however there's no reference to that symbol in the legend on
Sheet CLO. If indeed there are any wells, it (they) must be abandoned in accordance with
12VAC5-630-450 of the Private Well Regulations prior to any land disturbance in those
locations. Please note well abandonment on this property will require permitting through
the Charlottesville/Albemarle Health Department.
In the event there is an existing onsite sewage disposal system within the area to be
developed, I strongly recommend any septic tanks be located and abandoned. While this
activity does not require a VDH permit, our office can provide instruction on proper
abandonment procedures.
Recommendation: Approval
Conditions: Abandonment of all wells and septic tanks within the area to
be developed
