Perez, Senior Planner Division: Planning Date: April 23, 2018 Subject: SUB201800040 Drillers Lane Subdivision - Final Subdivision Plat Fax 434-972-4126 The County of Albemarle Planning Division will grant or recommend approval of the Subdivision Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-203(I), 14-218] Fees. Pay the $215 public notification fee prior to any further review/action of the plat. 2. [Comment] Building Official. The Building Officials comments (attached) shall be addressed prior to final plat approval. Please work with Michael Dellinger 434-926-5832 Ext 3228 if you have further questions. 3. [14-309 & 14-3101 Soil Evaluations & Health Director Approval of Welland Septic Systems. Prior to final subdivision plat approval provide VDH approval of the following items: A) VDH approval verifying the new Lot 1 contains both a primary and reserve drainfield on the lot. B) VDH approval verifying the new residue lot (22.684 acres) still contains both a primary and reserve drainfield on the lot. C) Verification or approval from VDH that the new building on Lot 2 will/can be adequately served by the central system. 4. [14-311] Infrastructure Improvement Plans. Road plans shall be approved and the road either built or bonded prior to final plat approval. 5. [18-26.5(C)] Buffer zone adjacent to district other than commercial or industrial. Put the following note on the final plat: "SDP2008-61 May 5, 2009 approval to disturb the 30' buffer zone between the LI zoning and the RA zoning for public road improvements as depicted on the final site plan. " However, the extension of new 20' private drainage easements and new 20' public drainage easements onto RA zoned lots was not depicted or approved on the final site plan. Prior to disturbance between the 30' buffer zones in these areas a special exception shall be applied for and approved by the Board of Supervisors. This shall take place prior to site plan approval. [SDP2008-61, 14-232] Private Street. The final site plan depicts a private street between Lot 1 and Lot 2; however, a private street request was never submitted nor acted on by the Planning Commission (review comments reflect and make note of this). Prior to final subdivision plat approval which seeks to plat a private street between Lot 1 and Lot 2, the Planning Commission shall act on the request. Thus at this juncture a private access easement is appropriate. 1 7. [14-302(A)9] Building Site. Either depict the location, area and dimensions of a building site on each proposed lot complying with the requirements of section 18-4.2. or provide the following note on the plat: "Parcel [letter or number] and the residue of Tax Map/Parcel [numbers] each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance. " 8. [14-428] Dedication of streets. Provide a note stating that the "40' Public R/W is hereby dedicated to Albemarle County for public use. " Staff has provided references to provisions of Chapter 14 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 14-229(B) of Chapter 14 of the Code if the developer fails to submit a revised final plat to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. Commissioner April 18, 2018 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Christopher Perez Re: Drillers Lane — Final Plat SUB-2018-00040 Review #1 Dear Mr. Perez: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Meridian Planning Group, LLC, dated 20 February 2018, and offers the following comments: 1. Note that the road plan has not been approved; please see our 13 March 2018 road plan review letter. 2. An acceptable turnaround is required for State acceptance. See Appendix F of the Road Design Manual for design standards. The segment of road beyond the turnaround is greater than 150 feet, the maximum distance. 3. The proposed entrance on to Route 660 does not meet Access Management spacing standards, as the minimum entrance/intersection spacing for a 35 mph Collector road is 335'. An Access Management exception is required. 4. Route 660 does not have a 60' right-of-way as shown; it appears to have a 30' prescriptive easement. Provide copies of plats where right-of-way has been dedicated. 5. Where intersection sight distance lines leave the prescriptive easement, a sight distance easement is required. 6. What is the purpose of the entrances at STA 19+75? Entrances should not be installed without being associated with an intended use. For instance, if these are to be commercial entrances the geometry (as seen on the Road Plan) is not adequate. 7. What are the lines that establish Area B property lines? This appears to create a spite - strip to Parcel 2IA. Please clarify. Please provide two copies of the revised plan along with a comment response letter. All drainage easements should be labeled as "Public" as they are to drain water from the public ROW. 2. It appears SWM structures 3-1 are to be constructed across proposed drainfield. Please clarify. 3. The boundary between parcel 21AO and 21BO is indicated to be vacated using line hooks on sheet 2 but not on sheet 1. In addition it is not included in the summary for parcel vacation. Please clarify. 4. 20' drainage easements should be indicated as variable width, or broken down into separate segments, as the widths are not consistent throughout the easements. Our office has recently issued a certification letter for the proposed drainfield area shown on Sheet 2, which will serve the new office building on Lot 2. While the specific drainfield capacity and design may change once a septic system construction permit is applied for, the area identified has been certified to meet the Sewage Handling and Disposal Regulations for sewage disposal.
