Ms. Echols,
I write to support the Charlottesville-Albemarle SPCA expansion and renovation project. My first contact with
CASPCA was in 1998 when my family adopted two kittens, Maxwell and Schrödinger, who went on to live
long and happy lives. In 1998, CASPCA was housed in a remodeled chicken coop near its current
location. When the shelter began planning for its new building in 2004, I volunteered my assistance as a UVa
computer person to help design the building’s computer network. When I retired over five years ago, I began
volunteering with cats at CASPCA. I’ve spent several days a week at the shelter ever since.
My time working with the CASPCA cats has been the most fulfilling of my life. I’ve personally observed the
care and love that staff and volunteers devote to the animals in the shelter. These include cats like Lover Boy
who was adopted within 10 minutes of becoming available for adoption:
Then there was Pumpkin, the haughty princess, whom we despaired would ever be adopted. After almost 1 1/2

I will never forget Cali who became so ill that the vets decided it was best to euthanize her after specialists
called in to consult were unable to help her. She passed away lying on my lap:
Finally, there is Stenny. Here’s what he looked like when I first met him when he arrived as a stray in August
2014:

He was frightened and withdrawn. He did not do well in a foster home. I worked with him for 17 months
during which time he always hid but eventually allowed me to pet him. On a Friday in February 2016, as I
petted him as he hid under a blanket, I realized he was purring. I took him home that day! Renamed Skimble,
he’s now a happy member of my trio of cats:
Thus, I’ve seen the wonderful things that CASPCA has done for the animals in our community. The proposed
expansion will allow the cats in its care to live in a cage-free environment—something impossible in today’s
building. It will relocate and enlarge the clinic so that animals undergoing medical treatment can recover in
quiet, stress-free areas. And it will enhance the welcoming atmosphere for community residents to meet and
adopt wonderful companions.

Subject:CASPCA rezoning request: I support
Dear Ms. Echols:
I respectfully request that you recommend that the Planning Commission
approve the Charlottesville-Albemarle SPCA’s request for rezoning.
The CASPCA is one of Albemarle County’s jewels. It has a renown national
reputation as a leader in shelter care and as a no-kill pioneer. Most rezoning requests
focus on accommodating people for various non-life-threatening activities; the
CASPCA’s mission focuses solely on helping lost, abandoned, and discarded pets.
In addition to rescuing Albemarle County animals, it has expanded its mission to
help low-income Albemarle County residents get essential vaccinations and medical
care for their pets. Approving the rezoning petition will allow the CASPCA to help even
more animals find safety, medical care, and ultimately new loving homes.
Rezoning the area is a win-win for Albemarle County’s people and pets, and I
strongly urge you to recommend to the Planning Commission that it approve the
CASPCA’s rezoning application.

Dear Ms. Echols,
I am a student at the University of Virginia and a volunteer dog walker at the CASPCA. I have been volunteering at the
CASPCA since the beginning of this semester, and it has truly been a privilege to meet so many amazing people and
animals. I look forward to my shift every week, and I am passionate about the no-kill policy that lets the animals I have
come to love have another chance at life.
I am writing to express my support of the proposed expansion and renovation of the CASPCA. The benefits of an
expansion would be immeasurable, and a change is so necessary in order to continue providing homes and essential
veterinary care to animals in need.
