These plans have been revised to address the Final Site Plan comments dated April 14th, 2017. Albemarle County Planning 1. Please update the plan to reflect the recordation of the boundary line adjustment DB 4893 PG 401. RESPONSE: The plan has been updated to reflect the boundary line adjustment DB 4893 PG 401. A note has been added to the cover sheet and the site data on SP2 has been updated to reflect this change. The GIS has not been updated so the new parcel number has been designated as the larger parcel number. 2. It appears that wheel stops are needed for the spaces adjacent to Building 12 and one space adjacent to Building 10. RESPONSE: Wheel stops have been added parking spaces for Buildings 10 and 12. 3. The landscaping schedule needs to match the number of trees shown on SP6. RESPONSE: The landscaping schedule has been updated to match the number of trees shown on SP6. 4. Because this site is adjacent to a residential district, please also add a note to SP7 indicating "All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads."As required by section 4.17.4(b)(2) RESPONSE: The note has been added to sheet SP7. RESPONSE: At this time the locations of mechanical equipment and other utility hardware are not known,therefore,A note has been added to sheet SP6 addressing this comment. 14. [Section 32.7.9.4(c)]—The note on Sheet SP6 states that all trees along the entrance roads will be saved in lieu of providing street trees. Please show the location of the existing tree line and all areas with groups of individual trees that are a minimum of 6"caliper or greater. Please provide information regarding the heights, calipers, and density/spacing of the existing trees and vegetated areas to be preserved in lieu of providing street trees. RESPONSE: The tree line for tree protection has been shown. The existing trees in the tree protection area have trees have been called out in detail on sheet SP6. Trees have been added to Belle Monte Ave due to the extensive cut. Street trees have not been provided along Ford Rd due to the saving of street trees as shown in the tree protection. 15. [Section 32.7.9.4(b)]—Please demonstrate compliance with the Ordinance in terms of protecting the existing trees that will be preserved in lieu of new plant materials. The limits of clearing must be shown on the grading plan and landscaping plan, and the location of the protective tree fencing must be shown on each drawing in order for the agent to approve the site plan. RESPONSE: Tree protective fencing and the limits of clearing are the same line and have been updated on sheets SP5& SP6. 16. [Section 32.7.9.6(c)]—Please state the minimum caliper and height of the Acer Saccharum parking lot trees at time of installation on Sheet SP6. This species is classified as a large deciduous shade tree by the Albemarle County Recommended Plant List, and therefore must be installed at a minimum 1 '/.inches. RESPONSE: The landscape schedule is showing caliper and height for all trees provided. 17. [Section 32.7.9.6]—On Sheet SP6, please note that 13 trees are being provided instead of 12 trees and that 10 trees are required to be installed instead of 8 trees. RESPONSE: SP6 has been updated to reflect the proper amount of required and provided trees. 18. Provide a copy of the DEQ coverage letter when obtained RESPONSE: A copy of the DEQ coverage letter will be provided when obtained. 2. Complete Section 6- PPP RESPONSE: Section 6 has been completed with this submittal. B. Pollution Prevention Plan 1. Provide a plan showing pollution activities and prevention practices; Refer to the minimum control and prevention practices list shown in Section 6C. RESPONSE: The E&SC plan shows pollution prevention practices listed in Section 6C. 2. Site stormwater will be discharging to impaired waters with TMDL's. TMDL requirements will have to be met(Ref. 9VAC25-880-70, etc). RESPONSE: The SWPPP contains information relative to the TMDL requirements. Nutrient credits will be purchased to satisfy phosphorous reduction. C.Stormwater Management Plan 1. Show/provide legend. RESPONSE: A general legend has been provided on Sheet SW2 and SP2. The special use listed is"stormwater management facilities". So the question is: Is a pipe carrying stormwater a distribution facility for water or is it a stormwater management facility? Looking at the impacts created by the installation of a pipe to carry stormwater or a pipe/conduit to carry water, sewer,energy,and communications I see no difference. The management facility is really thought of as a pond, underground detention or other physical device to treat and manage the rate of flow. I believe it is reasonable to allow storm"water" distribution to be a permitted use provided that no other alternative location is available and the slopes are preserved to the maximum extent practicable. A road named FARISH ST exists in the City of Charlottesville and FARRISH CIR exists elsewhere in the County. 2. A road name of CANAL has been reserved for use in another development in the County.
