RE: SDP-2017-0005621—CMA Properties—Major Site Plan Amendment
Thank you for your comments dated November 9, 2017 on the above-referenced project. The updated
plans reflect changes to address your comments as described below:
Planning:
1. The "Tax Map No" section of the General Notes on Sheet 1 has been revised to include TMP
#04500-00-00-09460 and the corresponding reference to Deed Book and Page numbers.
2. The "Area" section of the General Notes on Sheet 1 has been revised to specify the area of TMP
#04500-00-00-09460.
3. The "Stormwater Management" section of the General Notes on Sheet 1 has been revised to
accurately reflect Engineering's requirement to amend the approved WPO plan.
4. The "Zoning" section of the General Notes on Sheet 1 has been revised to include the applicable
overlay districts that apply to this property.
5. The "Parking Required" section of the General Notes on Sheet 1 has been revised to state that
"motor vehicle sales—1 space per 1,500 SF of display area =4 spaces."
6. The "Parking Provided" section of the General Notes on Sheet 1 has been revised to include the
number of employee parking spaces and customer parking spaces that will be required and
provided. The handicap parking spaces have been updated according to this calculation. 29
spaces are required, which requires 2 handicap parking spaces.
7. The landscaping note has been added to Sheet 7.
8. The notes and annotations regarding the Berkmar Drive right of way expansion has been revised
on Sheets 3,4, 7, and 8.
Engineering:
1. The owner acknowledges this comment and the WPO plan has been submitted and approved
for the project.
2. The required 2' unobstructed overhang for all parking spaces less than 18" in length is shown
and labeled on the plan.
3. No bumper blocks are required for the project as there is a minimum of 2'of separation
between the parking spaces and building and travelways.
Inspections:
1. The "Parking Provided" section of the General Notes on Sheet 1 has been updated to specify the
number of parking spaces provided for customers and employees to determine the number of
required handicap parking spaces for the project.

ARB:
1. The standard window glass note has been added to the architectural drawings.
2. The lighting plan has been updated to eliminate spillover in excess of.5 fc at the western
property line.
3. The ARB comment for the building architecture has been reviewed and approved.
ACSA:
1. The existing manhole has been labeled as"GrnfldCt-1-1."
2. The elevations for manhole "GrnfldCt-1-1" have been called out.
3. The lateral size and connection type has been labeled.
4. A note has been added to the proposed lateral connection to contact the ACSA with 3 days
notice for inspection services.
5. A note has been added to raise manhole "GrnfldCt-1-1" to grade.
6. A note has been added to manhole "GrnfldCt-1-1" to contact the ACSA with 3 days notice for
inspection services.
7. The existing sewer size and material has been labeled.
8. The existing waterline size and material has been labeled.
9. The existing water infrastructure has been correctly shown on the plan.
10. A note has been added to adjust the existing gate vale and blow off assembly to grade and
contact the ACSA with 3 days notice for inspection services.
11. A note has been added stating "RWSA requires a minimum cover of 3.5' (42") over water
mains."
12. A note has been added stating that the water meter is to be sized by the ACSA.
13. A note has been added stating that a separate plan for review and approval will be provided if a
1.5" or larger water meter is required.
14. The RPZ backflow protection of the domestic water service has been labeled.
15. Yes, a sprinkler system will be required, and a fire line has been added to the plan.
16. No, an irrigation meter is no longer required or desired for the project.
17. A fire flow along Berkmar Drive is adequate for the site. In addition, a Fire hydrant has been
added to the east side of Berkmar Drive for the project.
18. The ACSA technical details for a blow off assembly,gate valve, and manhole have been added to
the plan.
VDOT:
1. Per our discussions and coordination with VDOT during this phase and Phase I of the project, no
additional right or left turn warrant analysis is necessary. The plans show and label the striping
modifications along Berkmar Drive for the shared left turn lanes.
2. The proposed right of way has been changed from VDOT to County for public use.

Dear Mr. Paladino:
The Department of Transportation,Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plans as submitted by Collins Engineering, dated
February 23, 2015, revised September 11, 2017 and offers the following comments.
Land use
1. Please provide a right turn lane and left turn lane warrant analysis as shown in VDOT's
Road Design Manual appendix F-96.
2. Please change proposed right of way from VDOT to County for public use.
Please provide a copy of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
