August 23, 2016 Mr. JT Newberry, Senior Planner Albemarle County Community Development 401 McIntire Road Charlottesville, VA 22902 RE: Letter of Revision Request for SDP2015-00035 Old Trail Village Block 27- Final Dear Mr. Newberry, I am writing to request a Letter of Revision of the Old Trail Village Block 27 Final Site Plan, SDP2015-00035. The proposed revision to the approved plans affects Lots 10-25. The first proposed revision to the approved plan affects the individual lot widths. The second proposed revision affects the number of affordable units within Block 27. 1. In the approved plan,the housing units on Lots 10, 17, 18 and 25 were 16' in width; and the remaining lots (Lots 11-16 and 19-24) were 22' in width. We are proposing that all of the housing units on Lots 10-25 be 22' in width. The proposed revision to the width of the housing units does not change the number of lots, the exterior boundary of Lots 10-25 or the private right-of-way for Fennel Road. The only difference with the proposed revision is that the shared lots between the following lots shift: • Lots 10 and 11 • Lots 18 and 19 • Lots 11 and 12 • Lots 19 and 20 • Lots 12 and 13 • Lots 20 and 21 • Lots 14 and 15 • Lots 22 and 23 • Lots 15 and 16 • Lots 23 and 24 • Lots 16 and 17 • Lots 24 and 25 2. In the approved plan, there were twelve (12) affordable units, eight(8) of which were designated as accessory units. The proposed revision has two (2) affordable that will be designated as accessory units. This revision does not affect the overall number of affordable units within Old Trail Village. The Development Chart has been updated to reflect the plans that have been submitted to the Letter of Revision Request SDP2015-00035 1 County since the approval of the original approval of Block 27. This includes Blocks 10, 16- 18, 30 and Block 31B & C. The updated Development Chart can be found on the Cover Sheet of the plans submitted with this request. With this revision to Block 27, Old Trail Village will still have seven(7) banked affordable units. Subsequent to the change in lot width, the units on Lots 10-25 will now have a two-car garage and a two-car driveway. This provides four(4)parking spaces for each unit. The accessory unit will share parking with the main unit in the driveway and have access to the on-street parking. On the attached Utility Plan, the water meter locations have been updated for the new lot/driveway configuration. We are coordinating directly with ACSA. The proposed revisions detailed above are minimal in nature and I believe that they meet the intent of ZO 32.3.3.b.2 in that the revisions (i) adhere to the standards and requirements of the Zoning Ordinance and ZMA, (ii) comply substantially to the approved plans (iii) will have no adverse impact on adjacent lands or public facilities.
