If possible I would like to bring the check for the outstanding fee (SRC Meeting Notification Letter fee) when I pick up the approved set of plans for 67014. 1 think we were able to do that for 69202. Sheet EE -1 shows the canopy height of the reference tree at 612' AMSL. Sheet C-2 shows the top of the proposed monopole at 622.1' AMSL. This would put the monopole at 10.1' taller than the reference tree, which is inconsistent with the height requirement for a Tier II facility (below): The top of the monopole, measured in elevation above mean sea level, shall not be more than ten (10) feet taller than the tallest tree within twenty-five (25) feet of the monopole. and shall include any base, foundation or grading that raises the monopole above the pre-existing natural ground elevation. This must be resolved in order for this application to obtain approval as a Tier II facility. We've revised the height of the monopole to 622' AMSL on Sheet: C-2. It should be noted that the monopole is now 10.0' taller than the reference tree (612' AMSL listed on Sheet EE -1) and is consistent with the height requirement. 2. [5.1.40(b)(2)(a)] Number of arrays. Although the antennas and RRHs are listed on sheet C-2 as being at 4 different mounting heights, they are more accurately described as two array: One array consisting of the RVV65B-C3-3XR antennas mounted at the 131' AGL C/L and one array consisting of the remaining 4435 Waterfront Drive + Suite 100 + Glen Allen, VA 23060 + 804-548-4079 + www.networkbuilding.com antennas and RRHs mounted on the brackets at 123' and 126' AGL. To ensure consistent interpretation of this requirement, please label the arrays on Sheets C-2 and C-3 in manner similar to the example diagram that was provided. We revised Sheet C-3 to label the antennas and RRHs as array #1 and array #2 as per the comment above. It should be noted that this label was not included on Sheet C-2 as we were concerned that it would decrease legibility of the other measurements. 3. [5.1.40(c)(3)] Setbacks. The County Attorney will need to approve the proposed fall zone easement document as to form and style before this application can be approved: although the legal description of the proposed fall zone easement area is shown on Sheet EE -2, a draft copy of the easement deed language will need to be provided for the County Attorney's review. Please note that the easement shall be recorded prior to issuance of building permit. A copy of the fall zone easement document was provided to staff on March 20, 2018 and the County Attorney provided comments on March 23, 2018. A revised fall zone easement document was provided to staff on April 17, 2018 for final review by the County Attorney. 4. [5.1.40(a)(4)(e)] Topography. While topographic information satisfying this requirement was provided on Sheet C-6, the graphic's resolution and the inclusion of Parcel IDs, steep slopes, and Water Protection Ordinance buffers limit its legibility. While not required to obtain approval, I recommend redoing this sheet to improve legibility. We revised Sheet C-6 to improve legibility. Comment from Albemarle County ARB, Margaret Maliszewski, dated March 22 2018: The application will be reviewed by the ARB on April 2nd, 2018. Comments will be available after the meeting. We requested that the ARB meeting be re -scheduled for April 16, 2018 to accommodate scheduling conflicts. On April 16, 2018 the ARB recommended approval of a certificate of appropriateness for the ground equipment and recommended approval that the facility is being sited to minimize its visibility. Comment from VDOT, Adam Moore, dated March 09, 2018: 1. See previously attached VDOT comment letter. We will be utilizing the existing entrance off of Stony Point Road to access the proposed Tier II Personal Wireless Service Facility. It should be noted that the existing entrance off of Stony Point Road is currently serving the other existing Tier II Personal Wireless Service Facility located on the property. Additionally, we will not be proposing any new improvements within the right-of-way requiring a VDOT land use permit.
