Regarding: WPO 2016-00066-West Leigh Stream Crossing
Dear Mr.Jocz,
Thank you for your review of the VSMP application for the West Leigh Stream Crossing.We have reviewed and revised
the plan per your most recent comments dated Dec. 5, 2016. See below for detailed responses to each of your comments.
Stormwater Pollution Prevention Plan:
A SWPPP has been provided for this project.
Pollution Prevention Plan:
A PPP has been provided for this project. It is in section 3 of the SWPPP.
Stormwater Management Plan:
1. The application has been updated to show all affected parcels and includes the owner's signature for each parcel.
2. VRRM New Development Spreadsheet has been used and the disturbed area has been entered.
3. The owner is in the process of platting the 0.90 acres of open space shown on the VRRM map,this will be recorded
and documentation will be forwarded to you when complete.
4. Culvert details have been corrected on both plan and profile.
5. The culvert calculations have been included in the Post-Development section of the calculation booklet.
6. This project falls under USACE's Nationwide 18 Permit. This permit will be sought during construction since the
disturbance is minimal.
7. Plan scaling has been fixed on all sheets.
8. The level spreader has been moved out of the critical slopes.
9. The LD-268 drainage area has been updated for continuity.
10. Simple grading has been shown for the spreaders,the contractor hired for grading has a good reputation for installing
stormwater control measures so more detail is not necessary for this plan.
Erosion and Sediment Control Plan:
1. Additional permitting is not required at this point,the Nationwide 18 approval will be forwarded to you when it is
received.
2. Critical slopes have been shown on the plans.
3. A note about cut and fill balance has been added to Sheet C4.
4. Straw bales have been replaced with rock check dams.
5. Dust control has been specified for the road. See Sheet C4.
6. Silt fence has been added above the culvert outlet and inlet.
Mitigation Plan:
1. Critical slopes have been identified.
2. Maintenance narrative schedule of planting, and spacing details have been added.See Sheets C5 and C6.
Included with this letter are two copies of the amended VSMP plans,one copy of the SWPPP with the PPP, and one copy of
