Regarding the comments provided by you on the instance of October 3o, 2015, I
offer the following responses:
Planning
1.[Section 14-302(A)(9), (i1)and 14-303(L)]As we have discussed, this plat will
need to be updated to reflect the recording of the Block 12 plat(SUB2o1500071)
and the completion of the sanitary sewer system (as referenced in Note 3).
• Acknowledged. The Block 15 Plat will be updated with the
recording references to the Block 12-B Plat once it has been
recorded. The Temporary Sanitary Sewer Easement shown on
Sheets 4 and 5 has been removed and references to the
Temporary Sanitary Sewer Easement have been removed from
Note 3.
2.[Section 14-302(B) (5)] Without a site plan for Block 15, the approved
variations need to be noted on the subdivision plat.Please update Sheet 1 to
reflect the following approvals:
On August 6, 2014:
a. To allow Lots 7-9 to be below the minimum lot size required for single-
family units.
b. To allow five foot front, side and rear setbacks for single-family units.
On October 8, 2014:
a. To allow roof overhangs and eaves to project no further than one(1)

• Visually show the transition from private lateral public sewer easements for lots 7, 8 and 9(separate them with
an easement line so the extents of each easement are visible).
• Split the private lateral easements for lots 7 and 8 into 2 different easements. Re-align both easements so they
are centered on the approved lateral locations.

Planning
1. [Section 32.2] I don't believe Block 15 requires a final site plan because it only proposes single-family detached
dwellings. (The initial plan included the multifamily housing in Block 12,which does require a site plan,but
separating them negates need for final site plan approval for Block 15. This layout can be accomplished with a
subdivision plat.)
2. [Section 32.6.1(e)(1)] This comment is to provide an update on the variation requests submitted for this area.
Both the request to reduce the front,side and rear setbacks to 5 feet and the request to allow Lots 7-9 to be below
the minimum lot size requirement was approved by the Board of Supervisors on August 6,2014. The variation
request to allow roof overhangs and eaves to encroach the 5 foot setback up to 1 foot will be considered at the
Board of Supervisor's meeting on October 8,2014 under the consent agenda because Staff is recommending
approval. The report should be available online by October 1,2014.
3. [Section 32.6.2(f)/Section 14-233] We typically process private street authorization requests with the final
subdivision plat because the requirement is found in the Subdivision Ordinance. It is possible to process this
request outside of the subdivision review process,however the ordinance includes a list of information to be
provided and it would require a separate application and fee. The required information is in 14-234 for
authorizing private streets and in 14-422 for the exception of sidewalks and planting strips. The correct fees on
page 3 of the application would be:"Authorization of one or more private streets filed separately from a
subdivision application.=$670"and"Waiver of any requirement of this chapter for which a waiver is authorized
after approval of a preliminary plat and before approval of a final plat=$830(Attach written justification)"

submission and this second submission. With the exception of
the arc at the NW corner of Lot 1 (dimension based on a drafting
error), all the arc lengths match to the nearest hundredth of a
foot.

easement traverses the SE corner of future block 12.

3. Show (SUB2o140008o/Phase 1)ACSA 20'sanitary easement either to be
acquired or not to be abandoned to allow Phase 1 new 8" sanitary line
between MH`F'and Ex. Old Trl-Vil 10-3 (SAN MH).
• The ACSA 20' Sanitary Sewer Easements are shown on sheets 4
and 5 of this revised plat. A temporary sanitary sewer easement
has been created across Lot 14 and south of Rowcross Street
Right-of-Way. Note 3 on the cover sheet of the plat addresses
this comment to allow for a new 8" sanitary line between MH 'F'
and Ex. Old Trl-Vil 10-3 which will be vacated upon completion
of the sanitary sewer system for Block 15.

5. Show new ACSA sanitary sewer easement crossing Lot 14 and Rowcross

plat that I want to bring to your attention with the review of this second
submission. Below, I have listed the items that I want you to take note of:
• The remainder of Claremont Lane Right-of-Way, the Rowcross Street
Private Right-of-Way and a portion of the Rowcross Street Public Right-of-
Way are being dedicated with the Old Trail Block 12 Phase B Subdivision

The Albemarle County Service Authority (ACSA) has no technical comments on the SUB
being reviewed. Engineering comments are usually reserved for the site plan review stage.
Subdivision plats should correctly show ownership of properties and existing easements. Recordation
of new easements should occur before dedication to and acceptance by the ACSA.
The ACSA can review the proposed subdivision plat and determine if it is included in the
jurisdictional area for water and/or sewer service. Water and/or sewer connections to the ACSA
system are allotted on a first come, first served basis at the time connection fees are paid. The ACSA
does not reserve capacity in its system for a specific project.

compared to the latest road plans.The sight lines fall within the Public ROW.
