The Entrance Corridor
At the April 2nd ARB meeting, during the work session for ARB2017-142: Wawa Initial
Site Plan, Mark Fontaine, the developer working with the applicant, presented a
survey of 33 gas stations situated on various entrance corridors throughout the
County.
Providing an impressive array of data, the final analysis of Mr. Fontaine's presentation
was that 0% of gas stations surveyed had their fuel pump canopies located behind
the buildings of the EC and that only 25% had their fuel -pump canopies alongside the
building; the majority (75%) had their fuel -pump canopies sited in front of the
building. While this fact is observable in the built environment, what it doesn't take
into account is the date which the site was developed vis-a-vis the creation of the
Entrance Corridors. The typical evolutionary trend of the gas station in Albemarle
County is that a building was erected close the road, a few pumps were placed
between the building and the road, and then circa 1998, when legislation promoted
or enforced the erection of canopies, those canopies were erected over existing
pumps which were already located between the building and the road. However,
some newer construction has creatively integrated those canopies with the building
or placed the canopies to the side of buildings, as we will see as we move through
this presentation, which clarifies when the 33 gas station sites were developed vis-a-
vis the Entrance Corridor designations as well as taking into account other factors.
At this juncture, staff would like to note that the following analysis of the 33 gas
stations surveyed by Mr. Fontaine was done at the request of Mr. Wardell following
the work session held April 2nd. Staff methodology has been varied in the attempt to

At this juncture, staff would like to note that the following analysis of the 33 gas
stations surveyed by Mr. Fontaine was done at the request of Mr. Wardell following
the work session held April 2nd. Staff methodology has been varied in the attempt to
pinpoint with some exactitude the age of the site plans, buildings on the site, and the
age of the fuel pump canopies. This data was cobbled together by numerous means:
firstly, through examining the earliest final site development plans for service
stations, if they existed and could be located; second, by examining ARB files that
mention fuel pump canopies; thirdly by cross-referencing dates with those the Real
Estate Assessor has listed for each property; and fourthly, by consulting aerial
imagery to further understand a site's construction chronology. While staff has
confidence in many of these dates, the research done to date is not exhaustive or
100% conclusive. In other words, finding the exact age of a building — and verifying
that the building in plan is what was built on the ground — takes more time and
resources than staff has been able to give, and so this is by no means a complete
overview of the topic; it is merely what staff has been able to produce to date.

Preliminary Review of a Site Development Plan and Certificate of Appropriateness for
signs (Tax Map 55B, Parcel 1)
Proposal: To construct a convenience store and gas station with associated fuel
pump canopies. To construct an LED illuminated freestanding fuel sign, a gas pump
canopy sign, a building entrance sign, and an illuminated building sign.
The ARB offered the following comments on the preliminary site plan to be addressed
in the applicant's next submittal: (out of 51 comments, the following are related to
the site layout/fuel-pump canopy):

1. Reconsider the site layout to respond to the rural and historic character of the
surrounding area and the site itself. Reconsider and refine the design of the buildings
on site to respect the historic character of the area and to relate to local rural
architectural examples. In the revised design, consider the following comments as
they relate to the previous proposal:
2. Revise the drawings to show the short end of the building, the short end of the
front fuel pump canopy, and the long end of the rear fuel pump canopy exactly
parallel to the EC.
3. Reduce the height of the roof of the fuel pump canopy to minimize its visual
impact on the EC.
4. Reduce the length of the fuel pump canopy to 108' in order to reduce its visual
impact on the EC.
5. Reduce the banding in the fascias of the fuel pump canopies from three to one to
present a more minimalist and less obtrusive design as required by the EC Guidelines.
Similarly, reduce the number of colors proposed for the fascia to one. The BM
Brilliant White E-01 is recommended.
6. Add dimensions to the site plan showing the length of each fuel canopy.
7. Indicate on the drawings the fascia material. Add a note to confirm that the fascia
will not be illuminated.
8. Coordinate the length of the rear fuel -pump canopy on the site plan and
architectural drawings.
