The following are County staff comments regarding the above noted pre -application meeting. This
meeting satisfies the requirement for a pre -application meeting prior to submittal of your Special Use
Permit (SP) application. The purposes for a pre -application meeting provided below in italics, followed by
staff's comments.
(i) provide the applicant and the county a common understanding of the proposed project:
• Applicant proposes to increase enrollment to 240 students and replace the existing 4,700 SF
classroom wing with a new 7,195 SF classroom wing.
• The property is zoned PUD Planned Unit Development and an amendment to the previous special
use permit (SP) is needed for the proposed changes (SP201200030).
(ii) consistency with the Comprehensive Plan:
• The Southern and Western Neighborhoods Master Plan designates the property as Industrial;
while schools are not typically encouraged in industrial areas, this is an existing school that has
been through previous approvals on the property.
Staff will be reviewing your application for consistency with the applicable principles of the
Neighborhood Model.
With the proposed changes to the design of the site, we would encourage you to create a design
that is in keeping with the principles for pedestrian access, interconnectivity, and buildings and
spaces of human scale.
(iii) broadly identify the planning, zoning, and other issues raised by the application that need to be
addressed by the applicant:
• The applicant discussed the possibility of an additional access on Southern Parkway. If a new
access is proposed here, consider the following:
o The applicant should demonstrate a need for the connection with a traffic study
o Since the previous ZMA shows a buffer along Southern Parkway, the applicant will
need to apply for a Special Exception (variation) from the buffer requirement.
o A limited access may be more appropriate here (exit -only, and/or right -turn only)
o Signage should be provided as necessary
The additional students requested in this special use permit amendment will require a new
parking study to demonstrate sufficient parking.
• The special use permit amendment will require a strong component of access management,
addressing:
o Site -wide circulation (traffic flow diagram, traffic management plan, etc)
o No on -street parking on queuing for student drop-off or pick-up
o Communication plans to disseminate new traffic pattern expectations to families of
students
(iv) applicable procedures:
• Coordinate and conduct a Community Meeting with the 5th & Avon CAC (see attached community
meeting guidelines).
(v) identify the information the applicant must submit with the application, including the supplemental
information:
• An SP application, fee, and attached checklist.
• The appropriate signature of the owner, the owner's agent, or a contract purchaser (see separate
handout regarding authorized signatories).
• Provide additional items (as listed in the SP checklist), including:
o A concept plan showing the location of the existing and proposed features on site
o A written description of the use
o Traffic analysis, circulation plan, traffic management plan, as applicable
o Parking study
