are missing a signature block for all SRC reviewers.

sign his seal again and I'll slip sheet it on all the copies for you. I'm really sorry I didn't catch that when I had yall come
back in to get Wendalls signature on the conservation checklist.

I received the above ref final site plan and confirm that all items discussed have been completed; however,I noticed that
the Conservation Checklist on the last sheet(landscape sheet)is not signed and dated by the owners.This needs to be
signed prior to approval of the site plan. I'll leave all 5 copies downstairs for you to have the owner sign and date. Once
that is completed I will send out the notice to the reviewers for signature.

SUB2016-185 -Briarwood Phase 4 (portion) and phase 6 (portion) - final plat, it is not ready for approval
yet. Comments on that plat went out on Dec 16, 2016. The revised 1-4-2017 date you referenced has not been
submitted nor reviewed. Whenever you are ready please resubmit the plat and a comment response letter and we
will conduct a review on it. I HAVE NOTED ON CALENDAR THAT I SUBMITTED PLAT REVISED
1/4/17 TO COUNTY ON /12/17. COMMENTS FROM 12/16 WERE ADDRESSED. SINCE IT HAS
NOT BEEN REVIEWED HRIS KEAN IS UPDATING WITH NEW OPEN SPACE INFO PER REC
PLAT CHANGES. IT WL BE DELIVERED EARLY TOMORROW. HOW MANY COPIES DO
YOU NEED? WHAT IS THE TIMEFRAME FOR REVIEW?
One of the largest item remaining is the approval and the bonding of the final site plan for the primary rec area
(SDP2016-45). Thus what we need to be focus on are the next steps in the process to approve the final site plan.
I emailed you a time line back in Jan (email attached and excerpt provided below, red texts are recent status
updates and guidance for what Scott Collins needs to do/update the site plan). See below:
The primary recreational area can be bonded once the final site plan is signed/approved by the County. Not yet
approved nor bonded. t HAVE WPO BOND AMOUNT AWAITING EQUIPMENT BOND AMOUNT
FROM LISA GREEN WHO SAID WOULD ONLY TAKE HER COUPLE OF HOURS.
Currently there are numerous large items still outstanding prior to final site plan approval. They are:
(1) The easement plat into the site across Ray Beard's property is not yet approved/recorded yet this iJ
needed prior to final site plan
property. Completed/approved/recorded. Recordation information of this action needs to be put on the
final site plan for the primary rec area. DB 4890 PGS 702-705
(2) The road plan for phase 4 which includes the portion of St/. Ives fronting the rec area is not
approved/bonded yet - this road plan needs to
be finished up I'be it is needed to provide access to the recreational area. This road plan needs to be
bonded. Ana Kilmer will not return from vacation till tomorrow. Not sure where this project is at in her
que to finalize/post the bonds. Please work with her on this item when she comes back. I HAVE BOND
AMOUNT AND ANA HAS FORMATTED BONDS AND IS EXPECTING ME TOMORROW

parcel. Completed/approved/recorded 6-1-17. Recordation information of this action needs to be
put on the final site plan for the primary rec area. Also, assure Scott updates the parcel boundary lines as
the version of the final site plan I have incorrectly depicts the stub that Wendell wanted to subdivide into
a lot, which was later determined to be previously dedicated R/W and not part of Briarwood. WILL
PROVIDE RECORDATION INFO SHORTLY
(4) WP02016-50 is not yet approved and requires the two plats mentioned above and bonding prior to
it being approved. This WPO plan for the rec area needs to be bonded. Ana Kilmer will not return from
vacation till tomorrow. Not sure where this project is at in her que to finalize/post the bonds. Please work
with her when she comes back. ANA HAS FORMATTED BOND AND IS EXPECTING ME
TOMORROW.

Can I get you to take a look at something for us. Attached is a sketch of the entrance road into the Briarwood
recreational area. This will be a private access with a VDOT entrance from St. Ives roadway. We need access across Mr.
Beard's property, and he has agreed to allow access across the property under option 1 or option 2, but not as we
currently have it designed which is aligned with the intersection. From the email below, the county will allow option#2,
but not option#1. My question is whether VDOT might allow Option 1 for this private access onto St. Ives Road. Keep in
mind the only traffic past this access point on St. Ives is the ACSA pump station and (2) proposed lots just to the west of
the access to the recreational area. I mention that, because there will not be much (hardly any) traffic going straight
along St. Ives if a car from Sunset is trying to make the offset turn into the recreational park. The majority, if not almost
all, the traffic that a car making this turn might see will be turning right onto Sunset Avenue to go to the lots up in
Briarwood.
I am available to discuss this further by phone or in a meeting.

Chris and I just sat down and went over the proposal. He knows the history and helped fill me in on what,when and
why. Anyway, Chris and I agree that option#2 is possible (subject to VDOT approval of the offset)without a rezoning
amendment. Option#1 is too significant of a shift and change to meet the proffer language requiring "alignment with
the proposed road." So if you can get something in writing from VDOT approving option#2 so we know it won't
jeopardize the public road acceptance,you're good to go with option#2.

This is probably best set as a preapplication conference. It's my understanding that this change requires at least one and
perhaps two different project zoning amendments. Let us know when is a good date for a preapp. If you're proposing a

We met again with Mr. Beard yesterday in regards to obtaining the access easement across his property. Mr. Beard's
main issue is that with aligning the access into the Briarwood recreational area with Sunset Drive, it creates an issue with
his rezoning. His rezoning plan shows(2)sets of duplex houses with the access easement in the middle (Option 2 in the

attached exhibit reflects this situation). We do not have an issue with moving the access road to this location, but the
27'offset might be an issue with VDOT. Another option might be to move the access road to the east at the end of Mr.
Beard's property(as shown as Option 1). This way, he can still build the (2)sets of duplex homes and grant the 50'
access easement. In addition,the spacing would be far enough to meet VDOT requirements. Would you both be
available for a meeting to discuss these (2)options and see if we can work out something that allows the access across
Mr. Beard's property while still allowing him to construct the (2)duplex units.
