Subject: SDP201800020 Caliber Collision– Initial Site Plan
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
Comments to be addressed prior to the Initial Site Plan approval:
1. Final comments from some reviewers are still pending. Therefore, more information on whether there will
be any comments to address prior to initial site plan approval with conditions is still pending.
UPDATE: Comment addressed. See attached conditions of approval from other SRC reviewers.
Comments to be addressed with the Final Site Plan submission:
2. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
3. [SP2017-16] A site plan meeting all the requirements of the conditions of SP201700016.
4. [SP2017-16 & 32.5.2(a)] Add the SP approval letter and attached conditions to the Site Plan.
5. [SP2017-16 & 32.5.2(a)] Add the plans that were listed in the SP conditions to the Site Plan. These are the:
a) “Caliber Collision, Conceptual Site Plan, Conceptual Grading Plan, Conceptual Landscape Plan,” last
updated on March 8, 2018 and the
b) “Caliber Collision Exterior Elevation” dated November 1, 2017 and last updated on March 12, 2018.
6. [5.1.31] Add the following notes to the site plan:
a) All parts, materials and equipment shall be stored within an enclosed building.
b) No vehicle awaiting repair shall be located on any portion of the site so as to be visible from any public street or
any residential property, and shall be limited to locations designated on the approved site plan.
c) All services shall be performed within an enclosed building.
d) No buildings in which services are performed shall be located closer than fifty (50) feet from any residential or
agricultural district.
7. [32.5.1, 32.5.2(a) & 4.20] Setbacks. Revise the setback descriptions to fully specify the setback requirements. There
are maximums and minimums, there are special circumstances (such as from ROW versus from back of sidewalk
outside of the ROW), there are special criteria based upon the adjoining properties and there are setbacks for parking
and loading. The descriptions provided to not state the setback requirements fully, and therefore not correctly. Also
note that the setback information is not consistent between sheet 1 or 1 and sheet 8.

8. [32.5.1(c) & 32.5.2(a)] General information. Address the following:
a) Label TMP77-1E as PD-SC zone.
b) Label TMP77-10 as LI zone.
c) Ensure that the bearings and distances, or required curvilinear data, is provided on all existing boundaries of the
parcel.
d) On Sheet 1 or 1, in the “Zoning Data” area, include all of the overlay districts for the parcel. It also resides in the
Airport Impact Area, the Dam Inundation Zone, and the Flood Hazard Overlay districts.
e) Provide the magisterial district.
f) Provide the state, next to the County (ex. Albemarle County, VA) and do not include “Charlottesville, Virginia
22902” in the title of the project.
g) Provide a scale bar for the two Sheet No. 1 of 1.
h) Provide the source of topography and survey.
i) Revise sheet numbers. The cover sheet has no sheet number, there are two “Sheet No. 1 of 1” and then the next
sheet is labeled “Drawing 4”. These need to be consistent naming and linear numbering of all sheets. All of these
need to match the sheet numbers specified in the “Drawing List:” on the cover sheet.
j) Provide the present used for the abutting parcels.
k) Revise vicinity map to be for the correct location.
9. [32.5.2(g)] Onsite sewage system setback lines. Show the location of the onsite sewage system setback lines from
watercourses.
10. [32.5.2(h)] Floodplain and related information. Sheet 1 or 1, in the “Flood information” area and under the “Notes:”
include the FEMA information for the whole parcel and not just the development portion of the site. As shown on
Drawing 8, there are both AE and X zones within the boundaries of the parcel.
11. [32.7.4.2, 32.5.2(j) & (k)] Easements for stormwater management facilities; Drainage Easements; Proposed sewer
and drainage facilities. Address the following:
a) Depict, label, and dimension access easement to the stormwater management facility.
b) On the plan depict, dimension, and label all drainage easements as either public or private.
c) As specified in the engineering comments a stormwater easement plat and deed is required and must be submitted,
reviewed, approved, signed and recorded prior to final site plan approval.
12. [32.5.2(k)] Private & public easements. Provide the location and dimension of all proposed private offsite easements.
Note that in addition to other possible easement there appears to be the need for offsite easements, construction and
grading easements, landscaping easements and sidewalk easements.
UPDATE: Comment still valid. Also note that required easement plats and deeds must be submitted, reviewed,
approved, signed and recorded prior to final site plan approval.
13. [32.5.2(l)] Existing and proposed utilities. Show all required proposed easement utilities. The submission, review,
approval and recordation of a plat and deeds of easement for all proposed easements will be prior to final site plan
approval.
14. [32.5.2(m)] Ingress and egress. Provide the distance to the centerline of the nearest existing street intersection in both
directions.
15. [32.5.2(n)] Existing and proposed improvements. Clearly label and/or delineate areas of sidewalk and walkways. The
sidewalks along Avon Extended are not clearly marked and are not hatched as “Concrete Paving/Sidewalk” according
to the legend. Also, there are areas that may be for pedestrian access, between the parking lot and the front door that
are also not labeled or hatched. Ensure there is sufficient pedestrian access from all customer parking spaces to the
main entrance to the building.
16. [32.5.2(o)] Areas to be dedicated or reserved. Address the following:
a) Provide the following note on all sheets showing the 100-year floodplain and stream buffer: “Upon request of
the County the land within the 100-year floodplain and stream buffers shall be dedicated to the County as
specified in SP2017-16 condition #3”.
b) Provide information on the exact extent of the VDOT ROW dedication. Show ROW dedication area on site
plan.
c) Submission, review, approval, and recordation of the special lot subdivision plat for ROW dedication is
required prior to final site plan approval. The special lot plat is done by separate, with an application and fee.
d) UPDATE: Label the area to be dedicated as VDOT ROW as “Dedicated to the County for Public Use”.

17. [32.5.2(p)] Landscape Plan. Address the following:
a) Ensure that all landscape plant labels are legible. There are some tree labels that cannot be read because of other
plantings beneath them. Ensure all labels can be read.
b) A label for Steep Slopes is provided in this sheet, but not hatching is shown to delineate the area specified by the
label. Show the preserved slope hatch in this sheet as well.
c) UPDATE: Provide all required information on existing trees, landscaping, limits of clearing and grading
and tree protection fencing as specified in 32.7.9.4
18. [32.6.2(h)] Signature panel. A signature panel is required on the coversheet of the final site plan.
19. [32.6.2(j) & SP2017-16] Landscape plan. A landscape plan is required in the final site plan that complies with section
32.7.9 and condition #1 of the special use permit.
20. [32.6.2(k)] Outdoor lighting. A photometric plan is required on the final site plan that meets all requirements of
section 4.17.
21. [Comment] Provide a detail for the gates in the screening fence. Ensure that the gates are opaque.
22. [Comment] The information required for the initial site plan has been reviewed. Additional information has been
provided in this initial site plan that shall be reviewed as part of separate submissions (ex. VSMP Plan and Road Plan)
or when submitted for the final site plan.
UPDATE: Comment still valid. However, a separate road plan will not be required.
23. [Comment] Please note that business signs are reviewed by separate submission.
24. [Comment] See the majority of the other SRC reviewer comments attached. Other comments will be forwarded to
you when they become available. At this time VDOT, and RWSA have not submitted comments. The final VDH
comments are also still pending. All SRC reviewer comments must be sufficiently address prior to final site plan
approval.

Engineering review comments:
General (items 1-7):
1. Since Applicant will provide a stand-alone VSMP plan set, remove sheets 4, 5, 6, 7, and 17 only from the
Final Site Plan. See VSMP plan review comments, WPO201800026, Caliber Collision VSMP, sent via
email (5/23/2018 8:50 AM), for requested revisions to VSMP Plan submittal.
2. Sheets 2, 8, and 16:
a. Provide additional contour labels;
b. Show /shade preserved steep slopes;
c. Show FEMA floodplain boundary;
d. Approximate existing tree line.
3. Provide /record permanent drainage easement extending from SWM facility easement, to include pipes
through Str. 9, and from Str. 9 to Moores Creek, prior to Final Site Plan (or VSMP Plan) approval.
4. Provide SWM facility access and maintenance easement (plat), and recorded SWM Maintenance
Agreement for dry pond /detention basin with access extending to Avon Stree t Extended, prior to Final Site
Plan (or VSMP Plan) approval.
5. Septic Field design requires VDH approval. Albemarle County does not coordinate VDH approval.
Applicant is urged to coordinate septic design review and approval with VDH as soon as possible.
6. Albemarle County Engineering Division does not review, approve or warranty private landscape irrigation
systems, though the system may be reviewed with building permit application.
7. Adopt VDOT nomenclature, for example DI-2A instead of double combination inlet, if DI-2A intended
(sheet 18).
8. Title sheet –revise Vicinity Map.

e. Provide Note that dry pond will be posted: ‘No Trespassing; occasional drowning hazard,’ since
sump depth during 10-yr event may approach 6.46’.
f. Provide several entrance width dimensions that can be easily correlated to sidewalk, face of island,
west /interior end of island, etc.
g. Provide (with Final Site Plan) VDOT GC-12 label for ramp N of entrance.
h. Show SWM facility maintenance, access, and drainage easements, with deed book-page reference.
11. Sheet 9
a. Recommend Wood Privacy Fence detail show posts set in continuous CIP wall.
Update: Comment withdrawn
b. Sidewalk Ramp Detail: Include detectable surface.
c. Wall Flume Detail: provide flume outfall protection detail; dimension riprap /provide 2-year
velocity calculations for concrete flume.
d. Recommend consider (flume) expansion joint spacing of less than every ninety (90) feet.
e. Handrail Detail: some text is unreadable; provide legible detail.
12. Sheet 10: Delete Type ‘A’ C&G and ‘G’ curb detail; use VDOT standards; provide VDOT CG-7 detail.
13. Sheet 16:
a. Provide asphalt or concrete curb upslope of dumpster enclosure to prevent cross-lot drainage
entering enclosure and picking up contaminants. With curb design, ensure positive drainage to
avoid trapped or standing water.
b. Show 4’ wall flume outfall protection (riprap; 2-year velocity)
14. Sheet 18:
a. Line 1, 2: Revise F.E.S. to read Flared End Section, if flared end section specified.
b. Show riprap (outfall protection) in storm drain profiles.
c. Storm Drain Line 1: Recommend VDOT nomenclature; DI-2A, for example.
15. Sheet 19
a. Trash Rack Detail: Recommend show anti-vortex device dimensions, or provide note and
description of Anti-vortex device with this detail.
b. Trash Rack Detail: Provide and show manway access via trash rack to detention pond riser, for
periodic maintenance inspection.
c. Energy Dissipator Detail: Specify outfall protection riprap stone size.
d. Energy Dissipator Detail: Confirm 12” PVC pipe sleeve drain diameter is accurate.
16. Sheet 20: Ensure plantings (6 AB; 12 NPH) at NE corner of building do not impede 100’ sight distance for
vehicles entering /exiting parking area. Consider pedestrian conflicts.
Update: Comment revised. Provide Note on plans that specifies a height range to be kept clear of obstacles
(including plant material, which may require pruning branches below a certain height) to ensure 100’ sight
distance at this location.
17. CIP1:Albemarle County (Building) Code Official: “State building code requires building permits when the
wall retains three or more feet of unbalanced fill. We, the bldg. dept require engineered design when that wall
is 4 or more feet in addition to a building permit.” Engineering recommends (CIP1-CIP3):
a. Coordinate building permit for retaining walls with Community Development, Building
Inspections Division.
Update: Comment revised. Note: Applicant confirms that any required application for a building
permit for retaining walls, including engineered design, if required, will be submitted to County
Building Inspections Division with the primary structure building permit application.
b. Cast-in-Place Concrete Retaining Wall, Note (#):
i. (11.) Extend sentence, Add, ‘prior to pouring concrete, and reports shall be provided to
County Building Inspections.’

ii. (14.) Extend sentence, Add, ‘Footing elevations shall be adjusted as required, and footing
inspection reports shall be provided to County Building Inspections.’
iii. (17.) Add sentence: ‘Coordinate any deviation in design with Albemarle County Building
Inspections Division.’
iv. Provide Note: Contractor to coordinate /notify County Building Inspections of critical
inspection or construction milestones, and call for building inspections of Retaining Wall
–Inspection Request Tel: 434.972-4179.
v. Provide Note stating requirement for building permit for retaining walls four (4) feet or
more in height.
c. CIP2, Wall C Profile (handrail): Ensure proposed handrail meets UBC and ADA guidelines.
d. CIP3, Typ. CIP Cross-Section: Show wall foundation bedding (material /compaction, etc.).
e. CIP3, Typ. CIP Cross-Section: Clarify whether Contractor (if Other, identify other) is responsible
for handrail installation atop CIP Wall ‘C’. 8-Line Note (disclaimer) near top of typical cross-
section is ambiguous. Clarify CIP Wall ‘C’ will receive handrail prior to Applicant receiving a
Certificate of Occupancy (as condition of receiving CO).
18. Roadway Improvement Plans (R1-R13):
Update: Comment revised; email or Engineering review comment reference to Roadway Improvement
Plans is misleading. There is no separate road plan. Please include sheets R1-R13 with Final Site Plan.
Revise sheets R1-R13 per Engineering, VDOT, Planning, or Fire-Rescue comments.
a. Requires VDOT Approval.
b. Check Pavement Design (R2/ISP sheet 2): Show calculations, Dr, Dp. Formula yields Dr =20.69;
Dp =18.975. Revise Dp to provide ≥ Dr. Feel free to call reviewer to discuss. (Base calculations on
VDOT Pavement Design Guide for Subdivision and Secondary Roads in Virginia, rev. Feb 2014).
c. Formula (ADT =5,500; SSV =4):
19. Provide plan sheet with accurate scale (similar to RP sheet 4) that shows positioning of MUTCD traffic
controls with locations, and spacing distances. Sheet TC-3 cannot be used to easily or clearly evaluate work
zone traffic control protection set-up.

Ms. Saternye:
As requested, I’ve reviewed the subject site plan, dated March 22, 2018, for the proposed
new construction, and have the following comments:
Septic: The plan indicates the intension of installing sewage disposal system, however,
our office has not issued a construction permit.
Well: The plan states that the facility will be connected to ACSA’s water system.
Recommendation: Approval
Conditions: Property owner must apply for, and be issued, a sewage
disposal system construction permit for the proposed
construction.
