Subject: SDP201800037 - Crutchfield Corporation Minor Site Plan Amendment #1
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added
or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
First Review Comments:
1. [32.5.2 (a)] Please amend the title to state “Minor Site Plan Amendment #1 to SDP200400108” on Sheet C1.0.
2. [32.5.2 (a)] Please amend the owner zip code on Sheet C1.0. It is 22901 according to Albemarle County GIS.
3. [32.5.2 (a)] Under “Existing Zoning on Sheet C1.0, please state that the property was rezoned to LI in accordance
with ZMA198500034 (approval date 2/19/1986).
a. This property is also subject to the conditions of SP198500097 (approval date 2/19/1986).
4. [32.5.2 (a)] Please state the magisterial district under parcel information on Sheet C1.0.
5. [32.5.2 (a)] Please clarify the sheet index; the Sheet Index on the minor amendment should list all sheets of the
approved major amendment, SDP200400108, and then cross out which sheets from that plan are not included/not
changing with the minor amendment.
6. [32.5.2 (c)] Is the Phasing Plan going to remain the same as shown on Sheet C-3.1 of SDP200400108? If so, please
state so in the narrative on Sheet C1.0 of the minor amendment.
7. [32.5.2 (b)] Under Proposed Land Use on the Cover Sheet, please state the overall acreage of the property, the
existing square footage of the building, and the square footage of the proposed addition.
8. [32.5.2, 32.6.2 (g), and Chapter 14] Please submit a separate easement plat for all new easements and vacation of
existing easements. The easement plat will need to be reviewed, approved, and recorded prior to site plan approval.
The deed book and page information for all new easements or amended easements must be shown on the site plan.
9. [32.7.9.4] Please provide a completed and signed tree conservation checklist on the Landscape Plan.
10. [32.7.7.9 (c)] Please add a note to the landscape plan that states “All landscaping and screening shall be maintained
in a healthy condition by the current owner or property owners’ association and replaced when necessary.
Replacement material shall comply with the approved landscape plan.”

Albemarle County Building Inspections – Michael Dellinger, mdellinger@albemarle.org - Requested Changes:
1. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height
require a stamped engineered design also.
2. Parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same
level as the parking space they serve.

Albemarle County Service Authority – Richard Nelson, rnelson@serviceauthority.org – Requested Changes:
1. Submit 3 copies to ACSA for water review.
2. Show where private sewer ties into ACSA sewer.
3. Call-out private sewer.

Conservation Plan Checklist – To be placed on Landscape Plans
(Handbook, pp III-284-111-297 for complete specifications)
1. The following items shall be shown on the plan:
Trees to be saved;
Limits of clearing (outside dripline of trees to be saved);
Location and type of protective fencing;
Grade changes requiring tree wells or walls;
Proposed trenching or tunneling beyond the limits of clearing.
2. Markings:
All trees to be saved shall be marked with print or ribbon at a height clearly visi ble to equipment operators.
No grading shall begin until the tree marking has been inspected and approved by a County Inspector.
3. Pre-Construction Conference:
Tree preservation and protection measures shall be reviewed with the contractor on site.
4. Equipment Operation and Storage:
Heavy equipment, vehicular traffic and storage of construction materials including soil shall not be permitted within the dri plines of trees
to be saved.
5. Soil Erosion and Stormwater Detention Devices:
Such devices shall not adversely affect trees to be saved.
6. Fires:
Fires are not permitted within 100 feet of the dripline of trees to be saved.
7. Toxic Materials:
Toxic materials shall not be stored within 100 feet of the dripline of trees to be saved.
8. Protective Fencing:
Trees to be retained within 40 feet of a proposed building or grading activity shall be protected by fencing.
Fencing shall be in place and shall be inspected and approved by a County Inspector prior to grading or construction.
9. Tree Wells:
When the ground level must be raised within the dripline of a tree to be saved, a tree well shall be provided and a construction detail
submitted for approval.
10. Tree Walls:
When the ground level must be lowered within the dripline a tree to be saved, a tree wall shall be provided; and a construction detail
submitted for approval.
11. Trenching and Tunneling:
When trenching is required within the limits of clearing, it shall be done as far away from the trunks of trees as possible. Tunneling
under a large tree shall be considered as an alternative when it is anticipated that necessary trenching will destroy feeder roots.
12. Cleanup:
Protective fencing shall be the last items removed during the final cleanup.
13. Damaged Trees:
Damaged trees shall be treated immediately by pruning, fertilization or other methods recommended by a tree specialist.
NOTE: IT IS THE DEVELOPER’S RESPONSIBILITY TO CONFER WITH THE CONTRACTOR ON TREE CONSERVATION
REQUIREMENTS.
