Reviews Comments:A Certificate of Appropriateness is required prior to final site plan approval. The applicant shall submit
an application for a County-wide Certificate of Appropriateness for structures 750’ or more from the
EC. Preliminary comments on the proposal follow.
1. Note 7 on Sheet 4 indicates that lots 8-24 will use the same materials and typical elevations as
those approved in Block 11. Note that units 8 – 12 are detached dwellings and do not require ARB
approval. For units 13-24, submit to-scale architectural elevations with materials and colors identified
on the drawings.
2. The mechanical equipment note is included on the site plan, but it is also required on the
architectural drawings: Visibility of all mechanical equipment from the Entrance Corridor shall be
eliminated.
3. If Phase 3 is to be approved with this plan, include “Phase 3” in the title on the cover sheet.
4. Revise lighting notes 2 and 3 on the cover sheet to read as follows: Each outdoor luminaire
equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall
be arranged or shielded to reflect light away from adjoining residential districts and away from
adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential
or rural areas zoning districts shall not exceed one-half footcandle.
5. Add Entrance Corridor (EC) Overlay District to the “Zoning” designations under “Site Data” on the
cover sheet.
6. Throughout the site plan, adjust the “Private Alley A” note to correspond to the alley location.

Reviews Comments:Bill,
The ACSA would not permit the water meter to be placed behind the retaining wall. The ACSA is
unwilling to own and maintain a service line under the wall. Therefore, the water meter must be
located between the curb and sidewalk. Let me know if you have any questions or if we need to
discuss in further detail.

Reviews Comments:Currently we are waiting on the capacity certification approval from RWSA. Once we have that in
hand we should be able to approve the utility plan. Once that occurs I will recommend approval of the
final site plan. Thank you.
