Section 32.5.2(a) — On Sheet C0.0, please note this site lies within the White Hall magisterial district. 3. Section 32.5.2(b)/p. 17 of COD — Table 6 limits the height in Block 6 to four stories or 60 feet. On Sheet C0.0, under Building Height, please list the number of stories. 4. Section 32.5.2(b)/Section 4.12. 10 — Sheet C4.0 shows 48 parking spaces. It is not clear the proposed uses have sufficient parking based on the schedule found on Sheet C4.1. Are you planning to amend the existing shared parking agreement for the other commercial areas in Old Trail? For clarity, please add gridlines to this table and correct the spelling of "deficit" in the column titles. 5. Section 4.12.16 — On the final site plan, please provide bumper blocks where applicable in accordance with this section. 6. Section 32.5.2(b)/Section 4.12.13 — It appears the loading space is shown in a future travelway. Can it be re -located closer to the building it serves? 7. Section 32.5.2(n)/p. 8 of COD — Ashlar Avenue is identified as "G" Street in the COD, which requires 12 -foot sidewalks. Please show the full width of the sidewalk along Ashlar Avenue. 8. Section 32.5.2(n)/Section 4.17 — Is any outdoor lighting proposed? A photometric plan will be required with the final site plan. 9. [General Comment] — Other blocks proposing residential uses in Old Trail have used the same table to track the provision of affordable housing units over time. I have the following comments: Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and recommended conditions of initial plan approval: • A Certificate of Appropriateness is required prior to final site plan approval. See #3, below. 2. Regarding recommendations on the plan as it relates to the guidelines: None. Regarding the final site plan submittal: a. A Certificate of Appropriateness is required prior to final site plan approval. For the Certificate of Appropriateness, the applicant shall submit an ARB application for a County -wide Certificate of Appropriateness for structures 750' or more from the EC. The submittal shall address the corresponding checklist requirements and the issues identified in this memo. b. Building mass, roof form, building materials/colors, and landscaping will be the focus of the review. c. Add the standard mechanical equipment note to the site and architectural drawings. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. " d. Show large shade trees along the portions of the development fronting Old Trail Drive and Ashlar Drive, 40' on center, 2%2" caliper at planting. e. Provide large shade trees along the perimeter of the parking lot, 40' on center, 2'/2" caliper at planting. Ornamental trees may be added as desired. f. Add the standard plant health note to the site plan. "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Based on this plan is it not clear whether Orion Road will be a public or private street. If it is to be a public street, the entrance must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements, in which case comments can be provided. 2. Please demonstrate that existing drainage structures being tied -in to are adequate for the developed site. Please provide two copies of the revised plan along with a comment response letter. The site plan parking table on Sheet C4.1 should be updated to include only the 17% shared parking proposed for Phase 1 of Block 6. The parking table can be updated with future site plans as the block builds out or we can continue to work on the parking study for the rest of the block as this site plan moves forward. In order to approve this shared parking request under Section 4.12.10, the applicant must provide data/justification that each use participating in the shared parking arrangement will experience parking demands at different times. 4.12.10 SHARED PARKING Shared parking allows parking spaces to be shared among two (2) or more uses that typically experience peak parking demands at different times and is located on the same lot or on nearby lots. Because parking spaces are shared, the total number of parking spaces that would otherwise be required may be reduced. In addition to all other applicable requirements of this section, the following requirements shall apply to shared parking: a. Authority to reduce aggregate number of parking spaces. The zoning administrator may reduce the aggregate minimum number of required parking spaces, provided that each use participating in the shared parking experiences peak parking demands at different times. The zoning administrator shall base this decision on the particular circumstances of the application. b. Parking study. Before making the decision to allow shared parking and to reduce the aggregate number of parking spaces, the zoning administrator may require the applicant to submit a parking study to determine the peak parking demand periods or other information needed to determine the viability of shared parking under the particular circumstances of the application. c. Effect of reserved parking spaces. Parking spaces reserved for specific individuals or classes of individuals shall not be counted toward the parking spaces that could be shared, except for those spaces designated and marked for use only by handicapped persons. d. Maximum reduction. The aggregate number of parking spaces required for all uses participating in the shared parking shall not be reduced by more than thirty-five (35) percent.
