It may be more helpful if when we submit for the interior renovations, it is titled "Boars Head Interior
Renovations." That way it is more clear that it is not tied to the parking lot reconfiguration that is on the site plan. We
must start on Feb 1,we can't be held up with the site plan....which shouldn't be an issue we hope. We didn't conceive of
the projects at the same time,we just though while we have the building shut down for the interior renovations,we
should add parking.

A quick point of clarification that we should have had face to face with you guys previously:The Lobby/F&B project has
always been seen as two parts. The first is a renovation of the existing building, the second is the parking lot
reconfiguration. This is important because we are planning on starting on the renovation of the building in February of
2018 with the expectation that the site plan wouldn't be ready until March or so. We would submit building permit
plans for the renovation in January.
Usually,these two things are tied together with new buildings. But to begin demolition and abatement well before the
sitework would start seems logical. I just wanted to make sure that was acceptable to you guys when we submit a

building permit set in a few weeks. We can start on the demo and abatement prior to the site plan being approved,
correct?

Dear David James,
In response to your engineering comments via comment letter dated December 7, 2017
we offer the following responses:
A. Stormwater Pollution Prevention Plan
The SWPPP content requirements can be found in County Code section 17-405. A
SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL
measures necessary.
1. Insert a copy of General Permit coverage when obtained.
Dewberry Response: General Permit will be added to the SWPPP when
obtained.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
(PPP requirements have been adequately addressed)
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or
disapprove a SWMP. This plan is disapproved, and the reasons are provided in
the comments below. The stormwater management plan content requirements
can be found in County Code section 17-403.
1. Cover — Please remove the SDP number in title and add the WPO number.
Dewberry Response: The WPO number has been added on Sheet T1.o1 to
replace the SDP number.
2. Show SWM easements over all permeable pavement, and underground
detention system.
Dewberry Response: SWM easements have been added over all permeable
pavement and underground detention and have been shown on Sheet C3.01.
3. Please label proposed drainage structures & corresponding design related
details.
Dewberry Response: Structures have been labeled on the Sheets C3.03 and
C3.04 as well as on the profiles on C4 -o1 and C4.02. Details have been added to
C5.03 and C5 -o6.

4. Provide drainage computations with DA map.
Dewberry Response: Drainage Areas and computations can be seen on Sheet
C6.03. Additional drainage area information can be found on Sheet C6.o1.
5. Provide proposed stormwater drainage profiles.
Dewberry Response: Stormwater drainage profiles have been added as Sheets
C4.oi and C4.02.
6. Permeable Pavement (VADEQ SW Design Spec. 7)
a. Underdrain — Show perforated pipe installed for the full length of the
permeable pavement cell, and non perforated pipe, as needed, is used to
connect with the storm drain system.
Dewberry Response: Perforated underdrains have been added through
the permeable pavement areas, and connecting to proposed stormwater
structures.
b. Field -verified infiltration tests required, 1-2 per facility.
Dewberry Response: The contractor will be required to complete the 1-
2 field verified infiltration tests, and will report to the Engineer is there are
any issues.
c. Confirm the depth to seasonal high groundwater table and bedrock
(minimum 2 ft. below the design bottom of the facility).
Dewberry Response: Geotechnical report will be completed, and the
County will be notified if this is an issue.
d. Show underdrain at 0.5% min slope.
Dewberry Response: A note has been added to the underdrain detail on
Sheet C5.04.
e. Use an impermeable liner along the sides closest to the `Boars Head Inn'
building.
Dewberry Response: A note has been added to the underdrain detail on
Sheet C5.04.
f. Located loo'from any water supply well and 35'from any septic system.
Dewberry Response: A note has been added to the underdrain detail on
Sheet C5.04.
g. The owner should be informed of the routine long and short term
maintenance actions.
Dewberry Response: The owner is aware of the maintenance required.
h. Plan landscaping to limit the amount of soil, mulch, grass clippings,
leaves, nuts and fruit that may inadvertently clog the paving surface.
Dewberry Response: Landscaping will limit the amount of the
materials that could potentially clog the pavers.
i. Include the construction sequence and installation notes from section 8.2
and 8.3 Construction inspection notes in the plan.
Dewberry Response: The construction sequence and installation notes
from section 8.2 and 8.3 have been added to Sheet C6.03.
7. Please identify each practice and show each CDA on a separate sheet. Looks like
there may be 8 individual cells.

Dewberry Response: Pipe flow direction arrows have been added to Sheet

11. Sheet C3.02 — Storm pipe shown connecting two inlets, where does stormwater
go from there?
Dewberry Response: The existing inlet continues west, towards the existing
service road. An approximate location of existing pipe has been shown on Sheet
C3.o4.
12. Sheet C3.o3
a. Add a manhole over 12"pipe outfall at connection with stormwater vault.
Dewberry Response: The configuration of the underground stormwater
system has changed. No manhole is needed.
b. Consider relocating DI -3B (TOP=559.92') a bit further downstream.
Dewberry Response: The location of this structure, now a DI -3C has
been shifted.
13. Sheet C5.03 — UD Vault details
a. Add Upstream or Downstream for the vault detail titles.
Dewberry Response: The configuration of the underground stormwater
system has changed. There is only one vault detail.
b. Show the pavement/CG cover/Finished grade
Dewberry Response: Finished grade has been labeled on the vault
detail as well as the culvert box detail.
c. Show that maintenance access will be provided to downstream/outlet
side of weir.
Dewberry Response: Access manholes have been shown in plan on
Sheet C3.03, and in the details on Sheet C5.03.
d. Section B is shown incorrectly (opposite direction of arrows)
downstream.
Dewberry Response: The detail has been revised.
e. The 9"H shown in the 9x36 orifice doesn't match the model/calcs of 6"H
on sheet C6.o6.
Dewberry Response: The orifices have changed and have been labeled
on the detail on Sheet C5.03, consistently with the calculations shown on
Sheet C6.o6.
f. Is the box culvert 2" thick?
Dewberry Response: The slab is a minimum 8" thick as stated in the
detail on Sheet C5.03.
g. Show the weir height and clearance dimensions.

14. Sheet C6.o1 — Show in SWM narrative computations that your SWM design
meets Part II(B) requirements. Show that Energy Balance, or channel/flood
protection to the limits of analysis is met.
Dewberry Response: A statement stating that we've met Channel protection
and Flood protection has been added to Sheet C6.o1, including calculations.
15. Sheet C6.o6
a. Confirm if 12" outfall pipe of UD vault system is the primary outfall in the
post development routing calcs. If not, please include.
Dewberry Response: The outfall of the underground detention system
is the primary outfall in the routing calculations.
b. Confirm if o.97ac is l00% impervious.
Dewberry Response: The curve numbers used in AutoCAD were pulled
from the spreadsheet shown on Sheet C6.o1 or from the VRRM
Spreadsheet summary shown on Sheet C6.03.
16. Sheet L3 — Please identify PO, what type of tree?
Dewberry Response: Landscaping sheets have been revised for clarity. See
Sheet L3 for designation.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.1555 requires the VESCP authority to approve or
disapprove an ESCP. This plan is disapproved, and the reasons are provided in
the comments below. The erosion control plan content requirements can be
found in County Code section 17-402.
1. Please show callouts for proposed structures & E&S controls to a detail sheet.
Use leaders/extend arrows/shading for clarity where needed.
Dewberry Response: Proposed structures and E&S controls are shown on
Sheets C2.01, C2.02, C3.05, and C3 -o6. Details can be found on Sheet C5.01.
2. There are managed slopes near the parking lot. Please show the managed
slopes on the existing site conditions sheet(s).
Dewberry Response: The managed slopes on the existing site have been
hatched on Sheet C1.02.
3. Provide low maintenance ground cover where grades are steeper than 3:1, see
sheet C3.04.
Dewberry Response: Low maintenance ground cover where grades are steeper
than 3:1 will be provided as needed.
4. Sheet C2.o1/C3.o5
a. Provide `sediment control logs' or similar at the entranceways of the
existing parking lots.
Dewberry Response: Additional sediment control devices and notes
have been added to ensure sediment will not travel offsite. See notes and
details on Sheets C2.01, C2.02, C2.03, C2.04, C3.05, C3.o6, C5.01.
b. Fix leader should point to the concrete washout.

In response to your engineering comments via email dated June 21, 2017 we offer the
following responses:
1. Please delete General Note #20 (referencing ZMA200400015) on Sheet Co.ol;
this property is not subject to that prior zoning map amendment or the
associated proffers.
Dewberry Response: This note has been removed.
2. Please address and resolve discrepancy between Sheets C2.04, C3.02, and L#
regarding the proposed limits of disturbance as well as the proposed
configuration of the curb treatment on the eastern side of the southeastern
entrance on Berwick Road. Please also revise calculations accordingly. (Note:
Sheets C2.04 and C3.02 show the limits of disturbance stopping halfway across
the existing entrance, but Sheet L3 shows the limits of disturbance including the
entire entrance as well as the adjacent curb and landscape area. Similarly,
Sheets C2.04 and C3.02 show an unmodified angular curb, but Sheet L3 shoes a
modified curb with a new radius in addition to the existing angular curb.)
Dewberry Response: The overall limits line shown on the civil sheets is the
Limits of Disturbance for the project. The overall limits line shown on
Landscaping sheets is the Total Landscape Area.
3. [Chapter 18, Section 32.5.2(a)]: Please identify the Tax Map and Parcel number
(#59D2-01-2) on Sheet Ti.ol.
Dewberry Response: The property's Tax Map and Parcel ID has been added to
Sheet T1.o1.
4. [Chapter 18, Section 32.5.2(a)]: Please depict and/or clearly label the property
boundaries of the subject property on Sheets Ti.ol, C1.01, C1.02, C2.03, C2.04,
C3.01, C3.02, C3.03, C3.04, and El.ol. Please include departing lot lines, where
applicable. Please also add a property boundary symbol and label to the Legend

landscaping materials labeled "PO" satisfy minimum landscaping standards for
a parking area having five (5) or more parking spaces.

6. [Chapter 18, Section 32.7.9(b)]: Please show location(s) and type(s) of tree
protection measures on Sheets C2.o3, C2.04, L1, L2, and L3.
Dewberry Response: Tree Protection has been shown on these sheets and
details have been added for this measure.
7. [Chapter 18, Section 32.7.9.6 and Section 32.7.9.8]: Please revise the
landscaping area calculations on Sheet L3 as follows:
a. The calculations currently show "5 shade trees shown for 45 parking
spaces," which is acceptable. However, please also include a calculation
of the total landscaping area achieved by those "5 shade trees" using the
provided "Plant Canopy Calculations" document, and include the
resulting area in your calculations.
b. The calculations currently show "total tree canopy area (minus area of
parking vegetation)" =1,320 SF. This is incorrect — the area of
landscaping that is proposed to meet the landscaping requirements for
parking and circulation areas is to be included in the total tree canopy
area calculation. Therefore, please remove the "(minus area..." language;
and please do include the calculation of the landscaping area provided by
the "5 shade trees" (see comment 7-a, above) to demonstrate that the total
tree canopy area will meet or exceed the 3,263 SF area required for this
site.
Dewberry Response: The landscaping area calculations on Sheet L3 have been
revised accordingly.
8. [Chapter 18, Section 32.7.9.6 and Section 32.7.9.8]: Please revise the
landscaping area calculations on Sheet L2 as follows:
a. The calculations currently show "2 shade trees shown for 20 parking
spaces," which is acceptable. However, please also include a calculation
of the total landscaping area achieved by those "2 shade trees" using the

revised accordingly.
9. [Chapter 18, Section 4.17.4 and Section 32.6.2(k)] Please clarify the proposed
outdoor lighting. The Demolition Plan sheets include notes that the existing
lighting fixtures will be removed, protected, and reused, but the Site Plan sheets
are unclear about which outdoor lights will be reused, and where. Please revise
the notes on Sheets C3.02 and C3.03 to address this; and if new outdoor lighting
fixtures are being proposed, please include cut sheets and/or other
specifications to demonstrate compliance with outdoor lighting standards in
4.17.4.
Dewberry Response: The existing lighting fixtures remove will be reused as
able. New proposed lights will be required. Cut sheets for these fixtures are
forthcoming.
1o. Tentative approval(s) must be obtained from all other applicable plan
reviewers prior to Community Development granting approval of this minor
amendment (SDP2o1700065). Review comments received to date are provided
below. Please continue to coordinate directly with all other applicable plan
reviewers; and please submit four (4) copies of the plans to CDD for approval
signatures after all required revisions have been made and after each plan
reviewer has signified their tentative approval.

Dewberry Response: Acknowledged.
2. Show property boundary line(s) & state the TMP(s) for the project.
Dewberry Response: Property boundary lines have been added to all
sheets and shown on Sheet T1.o1 in its entirety for clarity. TMP for the project
has been added to Sheet T1.o1.
3. Existing conditions sheets:
a. There are managed slopes near the parking lot. Please show the
managed slopes (shaded/hatched) on the existing site conditions sheet(s).
Dewberry Response: The managed slopes on the existing site have
been hatched on Sheet C1.02.
b. Show deed book/page information for easements.
Dewberry Response: The deed book/page information for existing
easements have been added to the plans and can be seen on Sheet C1.o1
and C1.02.
4. Please show retaining wall max height & TW/BW spot elevations on the
grading plan.
Dewberry Response: TW/BW spot elevations have been added to Sheet

Dewberry Response: Radius information for all proposed curb have been
added to Sheets C3.o1 and C3.02.
7. What is minimum number of parking space required? Provide minimum
parking information (see 18-4.12.6).
Dewberry Response: Parking for the facilities adjacent to these
improvements is supported globally by the Boar's Head Inn Resort. The
proposed improvements included in these plans are for safer
pedestrian/vehicular traffic, and an enhanced visitor experience. Parking has
been maximized to fit on the exiting site footprint while maintaining
compliance with Albemarle County requirements.
8. Label proposed curbing in parking areas and travelways with VDOT
designations.
Dewberry Response: Proposed curbs in the parking areas and travelways
will be a granite curb detailed on Sheet L4. VDOT designations are not be
required on private property.
9. Please ensure that grade does not exceed 4% within 40' of entrances [18-
4.12.17(b)]•
Dewberry Response: Proposed grades at the entrances mimic existing
grades and have been improved from predevelopment to postdevelopment
conditions.
10. Label the speed limit on Ednam & Berwick. Show site distance lines at
vehicle access intersections and pedestrian road crossings (see Design
manual, sect. 70.
Dewberry Response: Maximum sight distance for the entrances have been
shown on Sheets C3.o1 and C3.02. However, Ednam and Berwick Roads are
private roads and not subject to VDOT requirements.
