Walter, Just as you have with USACE NW-3 permit, please include DCR dam alteration permit and cover letter, including all construction, inspection, monitoring requirements, etc., in the project manual. There will be no floodplain development permit requirements issued by the County except that project must comply with USACE NW-3 permit requirements and conditions, and VDCR-Dam Alteration Permit requirements and conditions, so by including these permit requirements and conditions in the Project Manual, project will meet Albemarle County Code 18-30.3.13.A.1. Although 18- 30.3.13.A.1. prohibits fill within floodway zone AE, 95 cy fill will be placed per Approved Schnabel Engineering design to improve spillways (primary /emergency) and construct a new outfall structure to meet Department of Conservation and Recreation, Division of Dam Safety and Floodplain Management standards for a high-hazard classification dam. Hollymead Lake Dam is a high-hazard classification dam, and project is mandated by state dam safety regulations. All fill below BFE is permanent: 67 cy non-erodible material (sand, stone, riprap, concrete); 28 cy earth associated with a new monolith concrete outfall structure. Ref.
