The front yard setback was established during the rezoning request at 18'to ensure that there is enough room between the Garage and the sidewalk to park a vehicle outside of the garage without hanging over onto the sidewalk. The applicant is requesting a variation to this front yard setback for the proposed development front 18'to 6', but still requiring an 18' minimum from the garage to the sidewalk. Revised plans are hereby submitted incorporating the following changes in response to the items in your letter. Planning: 1. The plan has been revised to 1"=30' scale on two sheets for plan readability. 2. The amenity areas per the application plan are now described on the cover and layout sheets and meet requirements. 3. The front setback variation is included with this resubmittal. 4. The distances from the garage to the front façade dimension is now labeled(5' typical on the townhomes). A note is added requiring 3' from porch to garage (see layout sheet). 5. The easement document will be provided prior to final approval, the note on the cover sheet has been revised to indicate the easements that shall be dedicated to the HOA. 6. Half of the Pebble Drive ROW is owned by the applicant(see plat). SWM access will be provided on this half with a widening of Pebble Drive to allow SWM maintenance. The existing culvert shall be lengthened. 7. Cash in lieu of affordable units will be provided, this note has been added to the cover. E911 1. Halsey Street has been renamed Moffat Street. Engineering 1. Half of the Pebble Drive ROW is owned by the applicant(see plat). The roadway will be widened to allow stormwater management access within the applicant's property. ARB Requirements 1. Prior to initial plan approval: a. Large shade trees equivalent to 35' on center free of utilities and easements are now provided along the EC frontage. b. Denser vegetative cover along the EC frontage is now provided(large trees, small trees, shrubs, and three-board farm fence). c. The revised design includes an earthen access road which is accessed from Pebble Drive and continues along the pond embankment. Moving the earthen accessway to the west of the pond would create a second embankment, and would not provide access to the riser. StrO d. Basin B is now provided additional screening from the EC (large trees, small trees, shrubs, and three-board farm fence). e. The frontage planting now provides additional screening with small trees and shrubs. 2. The applicant acknowledges the Certificate of Appropriateness requirement. ARB Recommendations: 1. The landscape buffer is now layered with a variety of tree sizes and shrubs to create a thicket. 2. The open space area has been enlarged from 0.69 acres to 0.87 acres.
