I do want to note that there was a small change made to the location of the ramp, door, and stairs on the east side of the building, based on some recent(yesterday) drawings form the manufacturer. The plan shows the following updates and changes: • Riprap(grouted)with a level spreader at outfall (and detail) • Parking adjustments—A wall has been added,and we are matching the existing grades much better. Additionally,the entrance has moved down slightly to allow for a less dramatic entrance. Most reviewers had "no objection" but there are some concerns that Frank and I have identified: 2 Nott✓ 1. Drainage—the roof drain will outlet to the side of the courts.This will introduce a point-source discharge to an area where there is no channel on the"adjacent property"which contains a residence and driveway.Flow from this source will ultimately flow over the driveway. What is the calculated flow for this outlet? Considering converting the flow to sheet flow or extending the outlet to an adequate channel. The flow is essentially only over the disturbed area near the trailer,as well as the trailer itself as it will tie in. This is approximately 4,800 sf or 0.11 acres. The Runoff Coefficient would be around 0.68,with a 5 minute time of concentration, meaning the 10 year flow is around 0.49 cfs. I agree we should add some rip rap in this area to help break up the flow. Additionally we could add a 5' concrete level spreader to assist in returning back to sheet flow. Addressed. 2. Slope of parking spaces—the slope of the new parking spaces appears to be greater than the slope of the existing parking spaces.At a minimum,the slope should not be increased,and if anything,should be reduced since the slope exceeds 5%, which is the maximum limit permitted under our standards. A small retaining wall could be installed at the head of the spaces to make up grade at the front/head of the new spaces. A profile of the parking area and the new road entrance should be provided to ensure vehicles do not scrape the pavement. See below for layout change we will make to reduce the slope of the parking. This will move the entrance two feet vertically up the hill which will get us closer to the existing 10-12% grade that is existing within the parking lot without the need for a wall or the loss of parking spaces.With what is proposed,the slope would now be perpendicular to the vehicle. If you've ever parked in this situation the door of the vehicle on the downhill side tends to swing uncontrollably when opened with such a slope. I'd prefer the parking configuration not change but that the slope is reduced as much as possible. Can you look at this?The slopes appear to exceed 10%.Please show the steepest slope for this new parking area. „or IA m: 1 \ 040 ret"04004,0 4WM"MT 10. 111911.+T 3. Parking/drivelane/parking width—the width of the pavement where perpendicular spaces are proposed across the drive aisle from each other does not seem to be wide enough to meet current parking space size standards. Please confirm the 20' drive aisle throughout the parking area by showing the dimensions of the drive aisle between the handicap spaces and the existing entrance to Hickory Street. Additionally,bumper blocks should be installed in the newly delineated parking spaces. I've confirmed the parking aisle is 20' in all areas. We will add bumper blocks to the perpendicular parking spaces on the south side,as the others are either existing,adjacent to grassy areas(the new northern ones),or parallel spaces.My measurements indicated that there is not enough space.Please provide dimensions for the entire parking lot cross section,including the 5-ft sidewalks if overhang is being utilized to meet the requirements. 4. It is recommended that the broken sidewalk in front of the area to be improved is repaired. With the impending changes at Southwood through Habitat we would defer to those improvements at that time.The sidewalk is a trip hazard and I am concerned that the Southwood project will not address this for years to come.I recommend this is included with this project. Just to be clear about the context of this review--as drawn, this site plan exception request is asking for two things: 1) to be exempt from providing all of the required details for the full site, and 2)for the County to accept certain aspects of the proposal that don't quite meet all of the minimum standards. Unfortunately,to stay on schedule for the 4/12 Board date, I need to know as soon as possible if there is any objection to making the changes requested above.The changes wouldn't have to be shown on the plan until this Friday, but the report was due today to the County Attorney's office on whether or not we are in support of the proposal as it currently exists. Frank and I can schedule a time to talk on the phone if you have any questions. Can you please let us know as soon as you can? 3 Per my notes above, I believe we are conforming and adjusting the plan to address each of the issues raised...please let me know if there is any concern in regards to that. If there are any other comments we need to address, please let me know.
