Remarks: For clarification, a site plan "exception" has historically been called a site plan "waiver."
The County reviews these requests fairly infrequently; typically, they're associated with rural
churches that have received a special use permit and are expanding the uses on their site. Usually, a
use has been operating for a long time, but the expansion triggers the need for a site plan.
For site plan exceptions, Section 32.3.5 requires the members of the Site Review Committee to confirm
that all of the details required under a full site plan (Section 32.5 and 32.6) are not necessary for
review of the proposed development. The attached narrative explains the request further.

RE: Boys&Girls Club-Southwood Site Plan Exception
Mr. Newberry,
A Site Plan Exception request has been applied for, as it relates to the second expansion at the Boys&Girls
Club's Southwood site. The expansion includes a modular building, measuring approximately 36'x76', with
some additional site elements, including parking.
The exception is being requested, as there is no existing site plan on the overall Southwood property to
amend. The previous expansion to the Boys & Girls club was not required to go through the site plan
process. Additionally,we believe the limited disturbance area(8,814 square feet)and the community need,
help to support our request.
The plan that has been included, along with this letter and application, shows all improvements, along with
details. The disturbed area is under the 10,000 square foot threshold that requires a formally submitted ,
stormwater and erosion and sediment control plan to be prepared and submitted to the County.
This expansion will allow an increase to the total enrollment at the Boys&Girls club to 200 students, nearly
eliminating its wait list. This increase requires a Special Use Permit,which is currently in process.
The Site Plan Exception will also allow the Boys & Girls club to complete the project prior to the summer
season, where they will have students on the property throughout the day, versus just in the afternoon.
This will help to give the Club the time also necessary to assimilate the students over a few weeks to the
culture and expectations of the Boys&Girls Club.
