Please see attached Septic Report and associated plat to forward to the Health Department. Thank you for the HD contact I will put that in my records. I have not heard back from the Engineer for the Tier 3 Report, but I am hoping to get that rolling asap. In regards to the 400gpd per acre, please let me know what you determine and I will plan to get something for you if you need it. Just preliminarily thinking without doing any hard calculating I know that the Septic field is approved for 990 gpd which well exceeds the use anticipated. If there is a 400gpd per acre threshold then our 1.76 acres would allow for 704gpd which is close to the limit for the septic. Assuming that the septic and water usage are relatively close to one another I would say it is extremely safe to assume that we would not be getting close to that threshold. This office will have a few bathrooms and only about 5 employees permanently in the office per day with about 8 field personnel potentially coming into the office throughout the day. FYI,the Board did decline to set a public hearing date for the jurisdictional area request,which means a Tier 3 groundwater assessment will be required (as mentioned in Engineering's original comments). The Health Department did not provide comments on the initial site plan, but their approval is required prior to final site plan approval. So, here's where we are in the process: Friday will be Day 60 on the Initial Site Plan Review Schedule. I will email an action letter on Friday afternoon stating that this initial site plan is approved subject to all the applicable conditions we've discussed. Sorry if I've miscommunicated -- in this case,there's no requirement to resubmit quickly. Following approval of the initial site plan, a final site plan must be submitted within one year and its approval needs to be obtained within five years. Please let me know if you have any questions. BACKGROUND: The applicant will be constructing a new office building on Tax Map Parcel 055000000110 to replace an existing office located on the adjacent parcel to the east of this site. The parcel is 1.76 acres with one old uninhabited house, and is designated for Water Only to Existing Structures. The applicant is requesting a Water Only designation to allow the new office to be served by public water. If the Water Only designation is not granted, the new office building will be served by a private well. See the applicant's request and supporting information provided in Attachment A. The parcel is located on the south side of Route 250 West in the White Hall Magisterial District, generally in the area between Western Albemarle High School and the Yancey Lumber Yard/I-64 Interchange. This property, and the immediate surrounding area, is designated Rural Area and is located south and west of the Crozet Development Area. This area contains old, or"stale" commercial zoning which in many cases predates the comprehensive downzoning that occurred in 1980 to implement the County's growth management policy, and in some cases predates the County's comprehensive planning (pre-1971). This particular parcel is zoned HC, Highway Commercial. The proposed office is a by-right use. The Crozet Master Plan includes the following recommendation for the Rural Area fringe areas around the Crozet Development Area: "that the Rural Areas outside of the Community of Crozet remain rural, including the stretch of Route 250 West between the Development Area boundary and the interstate interchange." The Master Plan provides the following Specific Recommendations for Route 250 West: • Do not approve any rezoning for new development along the Route 250 West Corridor. • Preserve the rural scenic character of Route 250 West. • Develop corridor-specific design guidelines for Route 250 West in and near Crozet. •Where special use permits or waivers to requirements are allowed, only approve uses which have the least impact on the Rural Areas, environmental resources, and transportation systems. There are two Jurisdictional Area Amendment requests that have been reviewed in this area. Water Only service was requested and approved in 1987 to the Yancey Lumber Yard site after a fire occurred on the site. The Water Only designation was granted by the Board to address fire response/safety issues at this site. In 2008, Water Only designation was requested to the then vacant parcel where Restore'n Station is now located. The service designation at that time was Water Only to Existing Structure. The Board denied the request for a Water Only designation to that parcel because there was no documented health or safety issue associated with the request as outlined in the Comprehensive Plan's policy for extending public utility services to Rural Area properties. (F&R) respectfully requests that you consider our application for "Water Only' service for our new facility that will be located at 6183 Rockfish Gap Turnpike. F&R's current office at 6181 Rockfish Gap Turnpike (less than 100 feet from where we plan to construct our new facility) has been connected to County water since 1994,and our consumption has consistently been around 10,000 gallons per month. While our new office will be a bit larger than our current facility, we expect that our water usage will remain within historic norms. We recognize that some may argue that our request is outside the current guidelines regarding growth in this portion of the Albemarle County Service Authority(ACSA)Jurisdictional Area, we feel that there are several extenuating circumstances that would make granting access appropriate. Public Health and Safety—In an effort to keep water from stagnating in the underutilized section of the line that would service our new building, the ACSA periodically opens a fire hydrant and allows thousands of gallons of water to escape. We would argue that by allowing F&R to connect to this line and draw out 10,000 gallons per month,it would eliminate—or at a minimum significantly reduce—the water quality problems that the agency has heretofore been addressing by simply letting water run into the drainage system along Rockfish Gap Turnpike. Economic Benefit to the County—Allowing F&R to connect to the County water system will have both long- term and short-term economic benefits for the County. In the short-term, F&R will pay roughly$20,000 in connection and related fees. in the long-term,F&R will be paying for the 10,000 or so gallons of water that it uses each month. Furthermore,by being connected to the system,it will eliminate the losses associated with the periodic water releases regimen in terms of both the water wasted and the man-hours utilized to perform these actions. Environmental Benefits—As noted above,thousands of gallons of water are regularly being released from a fire hydrant near the location of our new building. This action inevitably results in unnatural erosion of ditches and creeks. if this water were instead provided to F&R, it would be recirculated through a modem septic system,providing no disturbance to the surface. Fortunately, the size of our operations have increased steadily over the past 40+ years, and as a result we have outgrown our aged facility and are planning to construct a new office and lab on an adjacent parcel(T.M.55-110). In order to use this new site and continue to grow our business, we would ask that the County approve our request that public water service be supplied to our new property, T.M. 55-110 (application is attached). Please note,this parcel contains an existing structure, but it does not currently have access to County water. Our current property (T.M. 55-109A) has public water service. This service is provided by an 8" AC water line, slated for replacement in the near future by the ACSA, that runs along the northern edge of Rt.250 across from both our old and new properties. Furthermore, our engineer has confirmed with the ACSA that the line has sufficient capacity to suit our needs. The static pressure at the adjacent fire hydrant is 92 psi, so adequate pressure is available and would only require a pressure reducing valve for any water service connection. As a result, it would be a simple matter to extend water to the T.M. 55-110 parcel. It shall also be noted in conversations with the ACSA,that currently there is limited demand on this water main(which ends at the end of Hillsboro Lane),so increased demand on this dead end water main would be a benefit to the public water system. Currently the subject parcel is'Water Only to Existing Structures',so a 'Water Only'designation would be needed to serve the proposed facility. Personally, I am a Crozet resident, and over 60 percent of my staff also resides in Albemarle County. The expansion that we are proposing will allow for the addition of up to 5 more professional staff. For all of the reasons spelled out above,we respectfully request the Board of Supervisors to change the classification of T.M. 55-110 parcel from Water Only to Existing Structures'to Water Only' so that our new facility can be served by public water. Applicant submits digital application, digital plan, and associated fees to Intake staff(Danielle). Digital submissions may be made by flash drive, CD,or the County's ftp site. Multiple copies of the plan are not required.We do not need to keep the flash drive once a copy of the plan and application has been saved in CountyView. If ftp site is used, Intake staff will confirm with the applicant once the plans have been successfully downloaded and delete the files once they have been successfully uploaded into CountyView. Intake staff will create the appropriate application in CountyView and use the electronic submittal checkbox to identify the application as such. Digital files associated with the application should be tagged appropriately using the RMS uploader tool: • Plan—Submittal (first):this is to be used for the first submittal of any plan and will be used for site plans, WPO,ARB& road plans • Plan—Revision (will be followed by date as normal in RMS uploader):this is to be used for revision submittals of any site plans,WPO,ARB or road plans • Plat—Submittal(first):this is to be used for the first submittal of any plat • Plat—Revision (will be followed by date as normal in RMS uploader):this is to be used for revision submittals of any plat • Plan—VSMP:to be used for WPO submittals • "Applicant" should be selected as a "document owner" in the RMS uploader drop-down menu A hard copy file with a printed copy of the application (excluding the plan)will also be created.The folder will have a sticker indicating that it is a digital submission. 3. At the distribution meeting, digital plan submissions will be assigned to the appropriate pilot plan reviewer(Margaret, Ellie,or John). Pilot reviewers should bring laptops to the distribution meeting so that the plans can be viewed during the meeting. 4. Once the lead reviewer has been assigned, he or she will be responsible for uploading all relevant application information (copy of application, plan(s))from CountyView into BlueBeam. He or she will then initiate a BlueBeam studio session and invite all other reviewers into the session by sending email invitations directly from BlueBeam being sure to communicate the application number and all applicable review deadlines to the other reviewers. (GIS) To share files electronically with those who do not have Bluebeam software(Jay, Parks& Rec, Health Dept.,etc.), use the Laserfiche web portal: 1. Look up planning application in CountyView. Link can be found in CountyView under the Planning Documents tab in Planning Applications. 5. Distributing copies of the plan for SRC applications: a. The SRC distribution letter will include a hyperlink for all electronic plan submissions.The planner will provide Carla with the link when sending the legal ad.The link can be found in CountyView under the Planning Documents tab in Planning Applications. b. Once the distribution letter is sent,the planner will initiate a BlueBeam session with all reviewers. Paper copies will be provided for those on the SRC distribution list who have requested it(no one has requested paper to date). Initial Plan Review 1. Each plan reviewer will review and mark up the plans in Bluebeam. By default, all users of Revu will start with the factory markup settings(red shapes,yellow highlighter,etc.). Revu users will be able to change the default markup settings and create tool sets that can be shared with other Bluebeam reviewers.Additional tools are available for download on the Bluebeam website: http://www.bluebeam.com/us/support/extensions-tool-sets.asp 2. Once a review is complete, reviewers should send comments to the lead reviewer. If they wish to include a copy of their markups with their review comments,the reviewer will be responsible for Last updated 8/14/15 printing a PDF of their markups, combining it with their written comments, and uploading as one file into CountyView.This will help ensure that the PDF mark-up is always accurately associated with the correct written comments. The lead reviewer should be notified once comments are saved and the review status has been updated in CountyView. 3. Once the lead reviewer has received all review comments, he or she will follow up with the applicant to share these comments. Comments can be emailed directly to the applicant and/or shared through the Laserfiche web portal. Resubmittal & Final Approval 1. Resubmittals will follow the same process as outlined above, except Intake staff will notify the lead reviewer when a digital copy of the resubmittal has been received and any required fees have been paid.The lead reviewer will then notify all other reviewers once the new plan has been saved to the studio session.The lead reviewer will communicate all applicable review deadlines to the other reviewers. 2. Once the review process is complete,the lead reviewer should request one paper copy of the final plan from the applicant to be signed and placed in the project file folder. Last updated 8/14/15
